The Ngā Manu Atarau Directorate works throughout in partnership with iwi, hapū and whānau, museums, galleries and whare taonga offering a range of practical and strategic initiatives building relationships. Aimed at strengthening the sector, advocating for for Māori and and returning tīpuna and karāpuna to source communities.

Ngā Manu Atarau act as the museums representative to assist Māori and Moriori in the Treaty Settlement process and enable post settlement aspirations. The Directorate hāpai biculturalism and tikanga Māori for Te Papa and advise across the sector.

In Te Papa, Ngā Manu Atarau is an advocate for iwi and externally amongst iwi, an advocate for Te Papa.

The Head of Iwi Relationships | Pou Awhi ā Iwi is a significant Tier 3 leadership role within Te Papa. The role manages the development of Te Papa’s iwi relationships, oversees the operation of Rongomaraeroa (Te o Te Papa Tongarewa) and contributes to the achievement of the bicultural goals of Te Papa.

• Knowledge and experience with working in/with iwi communities at a micro and macro level • Ability to lead in two cultural contexts characterised by changing expectations • Demonstrated ability to manage and deliver complex projects in partnership with iwi, hapū, whānau, Māori organisations and Sector • Excellent facilitation skills and the ability to bring together, and get results from a broad range of staff • High level of fluency in te reo Māori and tikanga Māori • Experience in running a marae, whare taonga, cultural organisation, iwi operation or business • High level negotiation and consultation skills • Exceptional communication skills, written and oral • Minimum 2 years museum, gallery sector or cultural organisation experience • Proven management experience with an empowering and mana enhancing style • Advanced skills in Microsoft software suite • Financial and budget management experience, minimum number of 2 years • Minimum 3-5 years’ experience in managing a team, work programme and associated budget

Focus Area Accountabilities Biculturalism Biculturalism relates to every role and position within Te Papa, either directly and indirectly and in small and large ways. The position is responsible for taking part in opportunities to explore the contribution of biculturalism that are meaningful to job holder.

Iwi The Head of Iwi Relationships is responsible for facilitating high quality, Relationships mutually enhancing relationships between Te Papa and iwi throughout the country.

• Manage bicultural and iwi partnership projects as agreed with the Director Ngā Manu Atarau and Kaihautū • Manage existing relationship agreements in place with iwi and develop new agreements as required • Contribute to the development and maintenance of robust, positive relationships with iwi, hapū, whānau and Māori organisations • Work with the Strategy and Planning Directorate to ensure that the interests of iwi are considered in terms of strategic and operational policy • Work with and provide specialist advice to other Te Papa teams to ensure the mana taonga interests of iwi are reflected in Te Papa decision making and outputs • Promote the development of Mātauranga Māori opportunities at Te Papa that recognise the cultural interests of iwi and Māori • Lead Te Papa’s relationship with the Iwi in Residence alongside the Director Ngā Manu Atarau and Kaihautū

Bicultural The Head of Iwi Relationships is a member of the Bicultural Leadership Group. Capability They will, in partnership with this Group, oversee the implementation of tikanga Development Māori and biculturalism across Te Papa. • Attend and play a leading role in pōwhiri and events on Rongomaraeroa, the Te Papa marae • Initiate and lead discussion and resolution of tikanga Māori issues associated with the care and management of taonga Māori, and the running of Rongomaraeroa • Work with teams across the organisation to develop bicultural understanding, capability and outputs • Actively participate in cross organisational teams including operational and project teams

Treaty The Head of Iwi Relationships is responsible for leading, facilitating and Settlement coordinating Te Papa’s Treaty Settlement obligations with Māori and Moriori. Contributions The position will: • Lead and facilitate Te Papa’s contributions with Māori and Moriori in Treaty Settlement meetings, particularly in collaboration with Te Ara Taonga, the Culture and Heritage agencies • Co-ordinate Te Papa’s representation in negotiation meetings • Manage Te Papa’s Treaty contributions in existing agreements and the development of new agreements as required

• Communicate to relevant internal teams and external parties the plans for Te Papa’s contributions to Treaty Settlements

Management The position is a member of the Ngā Manu Atarau Leadership Team that is Team responsible for taking a whole of organisation approach to the achievement of Contribution Te Papa’s strategic direction. The position will: • Work collaboratively with other members of the Leadership Team, to develop and implement the strategic direction of Te Papa and specific directorate operational plans. • Provide information on the operating environment, resources and capabilities to inform strategy development and decision-making. • Champion Te Papa with external partners and stakeholders. • Present strategies that deliver greater impact as measured by Te Papa’s Performance Framework. • Collaborate with other colleagues, and from time to time provide leadership, to progress organisation-wide initiatives, cross-functional projects and organisation development activities.

• Implement Te Papa’s performance management system and make sure staff have a high level of understanding and engagement with the Directorate’s objectives and Te Papa’s values. • Support and provide resources for cross functional and organisational priorities.

Risk Manage risks associated with the development and delivery of the Iwi Management Relationships team. The position will ensure that any delivery risk is monitored and managed on a day to day basis.

• Identify potential risks and mitigation strategies. • Monitor compliance with solutions and escalate risks or issues to Executive level, when appropriate. • Make sure appropriate systems and procedures are in place to protect the interests of the team and to meet all statutory obligations. • Contribute to the development, implementation and regular review of a Risk Management Plan for the Directorate, in the areas of costing, resourcing, programmes and projects. • Take action in accordance with Te Papa's Health and Safety policy and the Health and Safety at Work Act. Take ownership and responsibility for your own personal health and safety and that of all staff, contractors and visitors within the position’s area of responsibility.
