A CITY WATER SUPPLY IN 1896

The following article is an editorial taken from the St. Joseph Herald in 1896, recounting the history of the St. Joseph, MI, water supply from the manual collection of river water to a town pump and finally a Lake Michigan intake in 1892. It should be pointed out the town pump, in addition to being very shallow, was located close to the St. Joseph River with no treatment of any kind. The photograph was taken of the 1892 steam powered pumping station, which was replaced by a full treatment plant in 1931. The 1931 plant was decommissioned in 2020 with the SCIP (Strategic Capital Improvement Plan) Phase 1 improvements.

By Aaron Davenport llow me to get started by plagiarizing from my summer issue article from 2020: First and foremost, I hope this finds you, your family, friends, and coworkers healthy and safe. You see, it was about 10 months ago that I sat at my kitchen table, like I am Anow, writing an article explaining how we were not going to be business as usual for the Taste-Off in 2020. See, at that point the state was under shelter in place orders and spring regionals had been transitioned to virtual. Everyone I talked to thought that by fall we would be past this pesky pandemic and we would be going forward A Return to Normalcy...with a delayed competition Sort schedule. I Ofnever would have guessed that nearly a year later we would be only marginally surer of our outlook. But vaccines are out – scarce, but out – and it feels like we are getting closer to normalcy, whatever that is, every day. Now, I tend to wax poetic about these things, but the Taste-Off really is kind of an important symbol for normal life, like going to a restaurant or a ball game. You see, every spring we sit shoulder to shoulder drinking water and comparing notes on whose chlorine residual is a bit high (who has a hint of sulfur) and whose water you wish you could copy. No masks, no fear. It is camaraderie, competition, friendly rivalries, and a shot at a shining moment that says: if only briefly, that all the work is worth it – you are the best.

I am excited to announce, and look forward to administering, the 2021 Best Tasting Water in Michigan Taste-Off. The current plan is to hold the Regional competition at the Fall Regional Meetings. The State competition will be held at the 2022 Joint Expo. We are marginally confident these events will be able to proceed in person. So, make sure you dust off your mason jar, clean the plant tap, and start refining your secret recipe in preparation for 2021 Fall Regional Meetings. We will get back to our normal schedule in 2022 with the Regional Competition at the Spring Meetings and the State Competition at MI-ACE. One nice thing to come from this is that our current champion, the City of Lowell, has had an unusually long tenure as State Champ. “Every three years, we survey the water system, tanks, and wells, check water well chemistry,” he said. “During the survey we assess the condition of the storage tanks, wells, and pumps to ensure they meet regulatory requirements. We also review operation and maintenance of the water system, reporting requirements, and management and financial aspects.” The department also competes routine site visits every six months for systems that treat their water, and every year for systems that do not treat water. During the visits, EGLE representatives meet with the water operators to discuss their operations and upcoming requirements or potential issues however, routine visits have been suspended during the COVID pandemic. The department is also charged with reviewing and issuing construction permits for water systems for such projects as water main installation, new wells and tanks, and new chemical feeds. The laboratory results are reviewed of well and distribution samples to ensure compliance with regulatory limits. EGLE also reviews monthly operating reports – summarizing daily water use and chemical application – from the water systems. “We also respond to water customer concerns and attend public meeting to address drinking water matters,” Flaminio said.

Rupert McGinn Jr. McGinn was a member of AWWA for 41 years. He retired from the City of Grand Rapids after over 30 years, lastly as the Director of Water Systems. Even into retirement, he would stop by the water department to chat and catch up on what they were doing. He also would pass along his copies of the AWWA Journal for the department’s library so others could read them. He was very dedicated to the business of safe drinking water and remained so into retirement, engaged with the city service provision and his neighborhood association. He is survived by four children, 10 grandchildren, and 10 (soon to be 11) great grandchildren.

The MI-AWWA Communications Council is planning to conduct its second virtual Media Training for the members in May. Our first workshop was held in December 2020 and based on the positive feedback we received from the participants, we decided to continue this valuable training resource for the Section. Just like the previous one, the May workshop will have four 90-minute sessions, with a Q&A portion at the end of each training. The topics for the upcoming sessions are: 1) Emerging Contaminants Messaging. 2) Communicating with Team Members During the New Normal. 3) Cellphone Camera Tips for Quick Social Media Videos. 4) Value of Infrastructure/Asset Management. We are currently in the process of identifying the speakers for the sessions. AWWA MEMBERSHIP SUMMIT 2021 The AWWA Membership Summit was held virtually this year, which allowed several Michigan Section Membership Council members and Michigan Section Board members and staff to attend, along with over 100 other Membership Council and Committee attendees from all over the US and Canada. While it was not quite the same as attending in person, we did not have the weather-related travel delays often experienced in January. We learned about how AWWA has been doing over the past year. Some take-aways are: AWWA did have a net loss in membership, but not as much as it might have been due to the pandemic. This past year ended with a total of around 49,500 members, a loss of about 2,700.
