This draft report presents the proposals for Phase 3 of the works at Battersea Arts Centre to RIBA Stage D. The works form part of a wider masterplan to transform the existing Grade II*-listed Town Hall, which was designed by E.W. Mountford and built in 1893. Battersea Arts Centre is seeking to create a 21st century in a 19th century Town Hall, and the proposals celebrate and restore the existing building while enhancing the possibilities for innovative theatre within and around it by alterations which create improved spaces for performance with greater flexibility and technical capacity, set-building workshops, accommodation for artists, staff offices, refurbished front of house spaces including the café/bar and offices for creative start ups.

The masterplan, developed to RIBA Stage C in April 2012, is formed of three phases.

Phase 1 (the ‘Renew works’), which comprised works to the front of house spaces around the main entrance and upgrades to performance space facilities, was completed in April 2013. This was funded by Arts Council Renew.

Phase 2 (the ‘HLF works’), which comprises works to relandscape Town Hall Road, reconfigure the Lower Hall foyer spaces, restore historic elements within the building, undertake repairs to the external envelope and sustainability upgrades, has been developed to RIBA Stage D. Funding from the Heritage Lottery Fund was secured in January 2013 to complete the design and construction of this Phase.

Phase 3 (known as the ‘Main Works’), involves the most substantial alterations to the building, in order to provide Battersea Arts Centre with improved facilities for performers, staff and members of the public. It forms a distinct set of proposals, but is integral to the overall vision of the complete masterplan scheme. The proposals comprise:

• Returning the footprint of the courtyard to that originally intended by Mountford, creating a larger, more efficient ‘lung’ at the centre of the building, raising it to ground floor level and improving circulation, opening up a wider range of possibilities for performance and activities in this space • Developing the uninhabited west wing attic and creating a new roof extension to provide offices at second floor level (freeing up spaces on the ground floor for workshops and in the Lower Hall) and forming an external terrace level around the courtyard • Improving accessibility and facilities for performance with a new lift linking the Grand Hall to second floor level, a substantial number of new WCs and a new kitchen serving the Grand Hall • Improving performance facilities for artists and audience, installing a plug and play infrastructure around the building enabling performances in a wide variety of spaces, upgrading the acoustic conditions within the spaces, providing dressing rooms and workshops to support performers and technicians, and linking the ‘Municipal building’ to the Grand Hall at G+1 level to create a continuous first floor performance environment

It is intended to apply for Arts Council funding for Phase 3. The phasing and programme is dependant on confirmation of funding deadlines and is discussed in Sections 2 and 3.

This report is in draft form while the brief for the ventilation of performance spaces and building-wide heating installation is confirmed. The proposals presented in the Services section of the report include mechanical ventilation to the majority performance spaces and have been costed in the Stage D cost plan. Battersea Arts Centre has requested that a strategy using natural ventilation is also investigated. Battersea Arts Centre is currently developing briefing information on internal patterns of use for G+1 performance spaces in order to complete the ventilation design.

1 DESIGN STATEMENT

1.1 Introduction

During the Stage D design phase, the proposals for Phase 3 have been developed, the brief elaborated and the phasing examined. A guiding principle for the design has been to retain the existing fabric wherever possible, for example, the large chimney within the courtyard and existing brick facades in the courtyard. Since the Stage C masterplan, the Phases 1 & 2 have been developed further, which has enabled the scope of Phase 3 to be confirmed.

The building-wide space allocation outlined in the Stage C masterplan report has remained. The strategy behind the proposed alterations is to open up the first floor spaces to create a continuous, connected suite of performance spaces at first floor level; to create continuous, level, circulation on the ground floor, including in and around the courtyard; to create a home for artists in the east wing; to provide workshops in the west wing at ground and Grand Hall levels; to provide new offices at second floor level; new ramped and stepped entrances are created to ground, Grand Hall and Lower Hall level (as part of Phase 2).

The brief for these spaces has been developed with Battersea Arts Centre. The approved briefing documents can be found in Appendix C, Room data sheets in Appendix F and outline specification in Appendix G.

The materiality of the new courtyard and roof extension has been developed and the internal finishes worked Lower Hall Level up. Finishes drawings can be found in Appendix D.

The storage strategy has been developed in order to inform the overall proposals. The intention is to locate all storage within the building and remove the containers from Town Hall Road. The works to Town Hall Road form part of Phase 2, however, the strategy is integral to the masterplan as a whole. The Storage Audit can be found in Section 5.

The services strategies have been developed. A void around the courtyard over the first floor corridor forms part of the scheme and will enable current and future services to be routed in this zone. Please refer to Services report in Section 7 for further details.

The courtyard is at the heart of the Municipal building. It was designed by Mountford to bring light and air into the surrounding spaces. It also creates a valuable protected external space, with great potential for a number of uses.

It is proposed that the extensions that have been built into the courtyard, reducing its original footprint, are removed. This move both opens up and rebalances the courtyard, creating a space with latent theatrical possibility. Internal circulation around the courtyard at ground and first floor is improved, with views into the courtyard from corridors on three sides. The existing brickwork, windows and full height chimneys are retained. The existing red brick walls are set against a new light coloured glazed brick, which faces the new areas. This provides a clean, crisp background, clearly signaling the new interventions, using a material of solidity and presence, and one which is already present in the building. It is also a material widely used at the time of the construction of the original building. It is a robust material, but one which will also bring light and reflections into the courtyard.

The courtyard floor is raised to ground floor level with a new timber deck. At second floor level a new external terrace to the offices is created, and the top of the new glazed brick forms its balustrade. There is new corridor on the east side at first floor level providing an additional route to the new lift and creating a number of viewing locations onto the courtyard. New windows and doors to the courtyard are created at first floor level, allowing access for future performance configurations (see Section 1.8).

At ground floor level, two new entrances onto the courtyard are created, one linking directly to the workshops and one to the lift corridor. Large sliding doors are provided to these entrances which allow large items of set and decking to be brought through as well as enabling the corridors to be opened up to the courtyard and providing freedom of movement between them.

The attic spaces in the west wing of the existing building are currently uninhabited. The conversion of these spaces into offices for staff frees up other areas within the building, enhancing Battersea Arts Centre’s facilities for performance, allows more efficient use of the overall footprint of the site and also enables these wonderful spaces, with their large timber trusses, to be experienced. The second floor extension to the north creates a link between the east and west wings of the building. The elevated site of the building means the windows to this facade provide fantastic views out to London to the north. The lift rises to this area, creating an accessible route to the second floor for the first time. New stairs from the Town Clerks Lobby and from the Porters Mess Lobby also provide access to the office space. A chair lift is to be installed to give access to the Porters Mess.

The office space houses 60 staff, including a provision for hot desks. The offices are open plan, with the existing timber trusses retained to form bays for desks. A new dormer is created in the west wing roof, with views and access to an external terrace around the courtyard. To the south end there is a new meeting room at mezzanine level created within the existing roof structure. The raised mezzanine level is accessible by steps and by platform lift. This dramatic space has steeply sloping sides, with considerable height at the centre of the room. New rooflights are provided to the north, in a portion of roof that will not be visible from surrounding streets, preserving the original appearance of the façades. The brick wall to the adjacent Council Chamber could be lined with shelves.

The façades onto the courtyard are fully glazed with openable windows and there are new automated rooflights installed to the existing pitched roof. The natural light levels in the main office spaces are very good. Blinds are provided for times of the year when sun will enter directly avoiding glare issues. The west side of the pitched roof is retained as existing, limiting any additional light spill to the street and entailing no visible external change when viewed from Lavender Hill or the south end of Theatre Street.

It is intended that the new external terrace provides not only an amenity for staff, but also can also be an area for cultivation. There is ample space for planters or pots on all four sides, in which produce to serve in the café could be grown. An external tap is provided to enable watering of plants and cleaning windows, and water butts can be installed by the client to collect rainwater. The feel of this external terrace is one of simplicity and domesticity. The floor is timber decking, with a brick plinth that gives protection at low level, up to desk height, and windows above. The planting would also form a significant part of the elevations once the plants have developed. Behind the tall chimney, an areas of stone slabs is provided to create a hearth.

1.4 Performance Spaces

The technical capabilities of the first floor performance spaces and the facilities serving them are expanded and upgraded. The rooms themselves, however, are retained in their existing form, with only the minimum of perceptible intervention. Guiding this is the principle of creating a 21st century theatre 5 in a 19th century Town Hall. The original building, rich in layers of history, is the source of inspiration 1 Grand Hall Kitchen for a large number of the artists who work at Battersea Arts Centre. Their work will be supported by an 2 Red Stair improved infrastructure, based on a plug and play methodology. Equipment is not fixed in place, but can 4 be installed as and when required. To enable this, power and data points are provided and cable passes 3 Dressing Room 3 will link all the performance spaces, meaning the equipment does not have to be in the same room. The 4 Mezzanine acoustic performance of the existing timber paneled doors is upgraded with new seals, and a new door 6 installed in Madeleine’s Dressing Room to provide greater sound insulation to this space as it is envisaged 5 Offices as being used occasionally for recording. 6 Courtyard

Recommendations for improving the room acoustics of the performance spaces have been made and 7 Ladies WC can be found in Section 8. In order to maintain maximum flexibility, demountable solutions have been proposed and on the whole it will be more cost effective for Battersea Arts Centre to procure these directly. 1

To enable building-wide performances to run directly from the Municipal building to the Grand Hall, a new external stair is created at first floor level. This crosses the existing flat roof, and provides previously hidden views of the magnificent Grand Hall dome. The stair leads from a new opening formed in the location of an existing window to the west door of the Grand Hall balcony.

The reconfiguration of the north end of the Municipal building includes a new dressing room for use by artists, but which also provides a link between east and west wings and can be used for building-wide performances. The dressing room has an accessible wc and shower and at mezzanine level additional showers and a social space. A high level window provides views to the adjacent vestibule.

New workshops are created at ground floor level for building sets, working with audio-visual equipment and providing storage for technical equipment. A new mezzanine level is provided in the Rate Collecting Hall (Workshop 1). Acoustic treatment to the walls and secondary glazing to the windows is also installed in this room as it is to be fitted out with tools, saws and drills by Battersea Arts Centre. Acoustic doors are to be installed to all the workshops, reducing sound spill to the foyer. 1.5 Ancillary spaces

At the meeting of the Municipal building and the Grand Hall building, the changes in level due to the sloped site and subsequent alterations to the building, have resulted in a confused and convoluted circulation route. 7 This area is subject to the most extensive alteration work in this phase. A new floor is created at ground floor level and the spaces below are excavated. A new kitchen serving the Grand Hall is situated at this lowered level. This kitchen can be accessed by stairs and by the new lift. A new ladies wc and a new cleaner’s store 6 are also located at the lowered level. A new accessible wc is at Grand Hall level.

At ground and first floor levels in this area are further new public wcs; the gents is located at ground floor and 2 unisex wcs on the first floor. An accessible wc is also provided on the first floor. 1

A new lift linking the Grand Hall level to the second floor is also situated in this reconfigured area. It has six stops, as it also serves the lowered Grand Hall level and the ground floor mezzanine level where there is a new store room, intended for chair storage. This large lift can be used for passengers, sets, materials, equipment and even performances. It has three doors to suit the layouts of each floor. The internal finishes will be developed at the next stage.

The proposed roof extension to the north of the Municipal building is to be faced in dark glazed brick. As in the courtyard, this material is robust and provides an extension of the original language of the building. In this location a dark colour is used, in keeping with the tones of the tiles of the building and the nearby roofscape. The external and internal faces of the new intervention are connected through their materiality, with their respective dark and light colouring giving them distinct characters to suit their surroundings and function.

The fenestration of this new façade develops the existing composition at the lower levels, which has a number of windows of varying sizes which animatedly suit their individual locations. There is a new protruding window to the office, relating to the other large windows on this façade. Internally, this window is at the entrance to the offices, bringing light and impressive views to . To the east, three openable windows echo those on the first floor (the central one of these on the first floor is to be reinstated in the existing infilled opening). To the west, a smaller window aligns with the existing windows below and relates to the meeting area within. These windows will be metal framed.

It is proposed to commission an art installation for the back wall of the Grand Hall. This can be seen from the train and is a prominent and provocative moment to engage with potential audiences and the public in general. This will be developed further at the next stage.

The new courtyard space will provide a valuable outdoor space, enclosed within the building. It is envisaged that the courtyard will be used for performances, and that given each of these will be different and have its own requirements, the backdrop and infrastructure provided should enable a variety of configurations. Some of these have been tested, but by no means all. This exercise has informed the location of the windows and doors, and developed an understanding of the possibilities of the space.

When used as a performance space, it is likely that a scaffold structure would be erected to create seated or standing audience positions at a number of levels. Battersea Arts Centre is to investigate the feasibility of using their current decking in the courtyard. As it envisaged as temporary installation, related to particular events, the costs for scaffolding and deck are not included as part of the Stage D cost plan.

Preliminary investigations have been made into the potential to provide a lifting beam over the courtyard should this be required by Battersea Arts Centre. This would require a track to be installed in the deck of the second floor terrace, and a lightweight beam on wheels fixed within this track. A mechanised pulley would run along the beam. An allowance for this has been included in the current cost plan.

Provision for roofing the courtyard has also been investigated. It is envisaged that this is a lightweight roof that keeps the rain off but does not fully enclose the space (this would create an atrium, which is subject to particular fire regulations). This could be combined with the operation of the lifting beam using a retractable canopy that could be rigged to the beam.

1.9 Collaboration

It is envisaged that Battersea Arts Centre will undertake the decorations and fit out of a number of spaces following the completion of the contract works. On previous occasions this has been integrated with particular artists’ work and performances. As part of this phase, the new bedrooms and dressing rooms are to be decorated and fitted out using this process. Decoration of the performance spaces could also be undertaken in this way. The office and workshop fit out, however, are likely to be carried out outside of a performance context. Battersea Arts Centre has drawn up and is managing the list of ‘BAC Projects’. The design team will provide input to these where required under a separate commissioning process.

There are also a number of aspects of the scheme which require Battersea Arts Centre to be actively involved in developing their own management procedures in order to run the building compliantly and effectively. These are considered in further detail in Sections 10, 11 and 12.

The following pages show the existing and proposed storage provision at Battersea Arts Centre. As part of the proposed building works, storage is to be accommodated within the building, and the Town Hall Road relandscaped for community and performance uses. To enable increased, flexible storage capacity within the building, the entrance to the chair store is to be altered, and level access to this space provided. The proposed scheme includes new offices in the G+2 attics spaces, freeing up the G+0 west wing for use as tech workshops and storage facilities. 9 SUSTAINABILITY

Sustainability is looked at in its widest sense, incorporating environmental and social aspects. The strategies employed include both improving the performance of the building fabric, services and equipment as well as operational policies to be implemented by Battersea Arts Centre. This managed approach is key to how Battersea Arts Centre will use the building, making people’s understanding and control of their environment part of their experience. The project has been scored for Sustainability Design performance on the rose diagram opposite.

Energy

The existing building is, in the main, uninsulated, single glazed and has limited control mechanisms on installations such as heating and lighting. Addressing these issues will serve to reduce energy use. The new office spaces will be insulated, with lighting on daylight and absence detection sensors. In new wc areas, new lighting will be on PIRs.

Energy sources for heating will be both gas and electric, extending the existing services where required rather than overhauling the entire building. Battersea Arts Centre is intending to use Good Energy as their energy provider. An allowance for photovoltaics to the new flat roof area, which would supply approximately 10% of the office electricity requirements, is included in the cost plan.

It is currently proposed to use a number of ventilation methods, in order that they are appropriate to each space. The offices are to be naturally ventilated, with openable windows, including rooflights to provide cross ventilation. The wcs and kitchen require mechanical ventilation. In the performance spaces, the design currently includes two strategies: natural supply and mechanical extract to three rooms (Member’s Bar, New Committee Room and Recreation Room); and mechanical supply and extract to rooms at the south end of the building. Following feedback from Battersea Arts Centre that a managed strategy would be preferred, with windows being opened to provide ventilation, this is under review pending receipt of Battersea Arts Centre’s criteria for each space.

The existing bricks that are to be demolished in the courtyard are to be reused to create the low level wall to the offices. Timber to be from FSC sources. Low toxicity finishes will be used.

Appliances and equipment

Water saving sanitaryware – self-closing taps and dual flush wcs – are to be installed in the new wcs. Energy efficient lighting is to be installed. Blinds are to be provided to the office spaces to reduce glare and overheating.

Landscape

The external terrace to the offices provides amenity space for staff as well as a potential growing space for plants. Battersea Arts Centre intend to use this space to supply produce to their café. There is also an area of roof identified for beehives, which are to installed by Battersea Arts Centre. 10 ACCESSIBILITY

The proposals substantially improve the overall accessibility of the building, with major alterations such as a new lift linking Grand Hall to second floor levels, as well as addressing the wider experiences of people with sensory and mobility impairments, those with young families and older people. The new lift has six stops, also giving access to the lowered Grand Hall kitchen level and the raised ground floor level store (Lower Hall level does not exist in this location). On the second floor, a platform lift provides access to the mezzanine area in office space 4 and a stair lift provides access to the Porters Mess.

In 2011, an access audit was undertaken by Proudlock Associates for Battersea Arts Centre. This notes the areas of the existing building that could be improved and provides recommendations for this. The areas reviewed comprise: visiting, car parking, entrances, sanitary facilities, circulation, lighting, signage, other facilities (hearing enhancement, seating, intercoms, open spaces, accommodation), visual contrast and finishes, building management, staff, emergency egress and acoustics. The recommendations in the report have been incorporated into the design where practicable. Given the phased nature of the construction works, and the requirement that some matters are dealt with as part of a management strategy, not all the recommendations in the access audit are included in the works described in this Stage D report.

Within the constraints of the existing Grade II* listed building and the budget, it is not possible to make every space wheelchair accessible, but where this is the case, similar facilities are provided in accessible locations. Locations that remain not accessible to wheelchairs are: G-1 bedroom area, DM’s office, kitchen cellar area, ladies wc at lowered level; crypt and intake room G+1.5 mezzanine area in dressing room G+2 rafters, darkroom, techbox, council chamber gallery, dimmer store G+2.5 attic room over dimmer store Roof beehives

A wired induction loop is to be provided at the box office. Infra-red induction loops to performance spaces are to be provided as part of BAC projects. New doors will have ironmongery of appropriate size, texture and height. Where possible within the existing historic context, ironmongery that could be difficult for some people to use will be adjusted. Accessible wc provision has been created on all floors and there are two new accessible showers. Lighting levels are to be agreed with Battersea Arts Centre.

As part of the Phase 2 HLF funded scheme, Town Hall Road is relandscaped to improve entry points to the building, new ramps to the main entrance are provided and a platform lift linking Lower Hall and Grand Hall levels is to be installed. New internal signage is being directly procured by Battersea Arts Centre. KEY
