CROSS-BORDER COOPERATION OF LOCAL GOVERNMENTS IN THE FIELD OF SAFETY IN POLISH-SLOVAK PROJECTS. THEORETICAL APPROACHES AND A CASE STUDY Marek WALANCIK* Joanna KUROWSKA-PYSZ** *Professor, PhD., WSB, Science Vice-Rector, Head of the Department of Education, Academy of Business in Dąbrowa Górnicza, Poland **Ph.D., Head of the Department of Management and Production Engineering, Academy of Business in Dąbrowa Górnicza, Poland The paper focuses on the issues related to the improvement of safety in the borderland, thanks to the use of EU funds for cross-border cooperation by local governments, dedicated to solving common cross-border problems, inter alia, in the area of risk prevention and elimination of their consequences. The authors analyzed the determinants of the activities conducted by selected local government units in cross-border cooperation to ensure safety, including projects related to risks that could potentially occur in the borderland. The proposals include recommendations on future directions for cooperation between local borderland governments to improve safety in these areas. The paper is a contribution to ecology and chorology ofAconitum in high-mountain zone of the Ukrainian Carpathians. It was confirmed that genusAconitum in the Chornogora mountain range is represented by 14 taxa, and 7 more taxa were listed as potential for this region. These taxa belong to 3 subgenera and are divided on 4 main biomorphological groups delimited on the base of their habitat, life form, ecology and altitudinal distribution. The soil and vegetation types for all taxa have been identified and the maps of their distribution have been prepared. The most influent threats and their categories were identified. Threat category for A. × nanum was changed from DD to VU, and for A. firmum subsp. fussianum from NT to VU. Polish Report - Consultations for Carpathian Heritage
Polish Report - Consultations for Carpathian Heritage „(…) The welfare and development of the Carpathian region should take place within a framework of coherent elements which reflect the distinctive character and uniqueness of the Carpathian mountains, in Europe and in the world. Countries sharing a common historical, cultural, natural and economic heritage should treat each particular region of Carpathians as a whole, and thus, stimulate the co- operation of regions divided by artificial country borders, using this very co-operation as an asset and a chance to build the foundations of sustainable development and, at the same time, preserve for future generations the Carpathian natural and cultural ‘capital’ (…)” Carpathian Memorial Project 2000 (A co- operation project for Regional and Local Government and NGOs in Poland, Slovakia and Ukraine). The Polish project “Identification, Protection and Promotion of Carpathian Heritage” is co-ordinated by the Ecopsychology Association (Stowarzyszenie Ekopsychologia) and carried out in co-operation of the League of Nature Conservation – the Bieszczady Branch and the Nowy Sącz Branch, and the People of Podhale Association (Związek Podhalan), and the Silesian section of the Highlanders Association (Oddział Górali Śląskich). Consultations have been organised in order to address the following issues: • What is Carpathian Heritage? • Is the ‘Carpathian Heritage List’ the right tool for the protection of this heritage? • What actions should be taken to protect Carpathian heritage? The first consultations within this project took place during a meeting of the Polish government’s Carpathian Convention Steering Committee, which was held in Warsaw on 21 st February 2008. There were 15 participants at this meeting, including representatives of the government Ministries, the Marshal Offices and Voivodeship Offices from the Carpathian region, as well as non-governmental organisations. -

Currently, 119 aphid species are recorded from this region, which may still constitute only a fraction of the fauna of neighboring regions and testify to an insufficient faunistic study on aphids. Key words: faunistics, new records, aphids, zoogeography, Poland INTRODUCTION Aphididae belong to the order Hemiptera, suborder Sternorrhyncha, which apart from aphids includes various insect groups that are sap-sucking phytophages (Osiadacz & Hałaj 2009). Aphids, contrary to most of other insects, are a group reaching its highest species diversity in the zone of moderate climates. Poland is among the best studied European countries in terms of aphid fauna, with 766 recorded aphid taxa (Wojciechowski et al. 2015, Kanturski et al. 2017). However, particular regions of Poland are still unevenly studied (Osiadacz & Hałaj 2009). The region of the Eastern Beskid Mountains still is far from being satisfactorily investigated, despite intensive research of Hemiptera in the last decade (e.g. Taszakowski 2012, Taszakowski et al. 2015b, Taszakowski & Gorczyca 2018) aphids were not included in these investigations. -

The species was determined as Sphagnum quinquefarium (Lindb. ex Braithw.) Warnst. (five-ranked bog-moss), a protected species (on the basis of the 66/2015. (X. 26.) FM regulations) which was not until now described in the area of the Mátra Mountains. This species became known only from a few localities in Hungary, but was more frequent on the edge of the Carpathian Basin and in part of the outside border of our country. We collected the relevant data for the S. quinquefarium from the largest Herbarium database in Hungary and the countries of the Carpathian Basin and used the available botanical literature database. The peat moss species studied is very common in the High Tatras of Slovakia and throughout the Carpathian Mountains of Romania. This present paper summarises the recent distributional knowledge about S. quinquefarium distribution in the Carpathian Basin, outside of Hungary, on the basis of herbarium and literature data. -

A morphometric analysis based on 316 herbarium specimens of Senecio nemorensis agg. indicated the occurrence of the following four species in Poland: S. germanicus Wallr., S. hercynicus Herborg, S. ovatus (G. Gaertn. et al.) Willd. and S. ucranicus Hodálová. Principal component analysis (PCA), analysis of variance (ANOVA)/Kruskal-Wallis test and canonical discriminant analysis (CDA) were applied. Quantitative characters such as supplementary bract length, leaf base width, ligule length and the supplementary/involucral bract length ratio clearly discriminated taxa within S. nemorensis agg. Included is a distribution map of the investigated species based on the examined material, with particular emphasis on the course of the northeastern boundary of S. hercynicus and the northwestern boundary of S. ucranicus. Also given is a determination key for species within S. nemorensis agg. in Poland, together with morphological descriptions of particular species. Accepted: January 15, 2003) ABSTRACT Twenty-eight isozymic loci were studied in the Beskid Mts., in four populations of common silver-fir (Abies alba): one in Beskid Makowski (BM) and three populations in Beskid S¹decki (BS). Their genetic variation and diversity were analyzed, and Neis genetic distances between the populations were calculated. The results show that the geographical distance between the BM population and the three BS populations is reflected in genetic di- stances. The BM population is clearly distinct from the others. It has the lowest genetic diversity (I = 0.42), per- centage of polymorphic loci (%PoL = 64.29) and number of rare alleles (NoRa = 5). Besides, the BM population has the highest observed heterozygosity (Ho = 0.291), which exceeds the expected heterozygosity (He = 0.254), estimated on the basis of the Hardy-Weinberg Principle. On the contrary, BS populations are in the state of equili- brium, which is manifested, in similar values of He = 0.262 and Ho = 0.264. Abstract: The third part of the series includes 28 new chorological records of vascular plants from Austria, Czechia, Slovakia, Transcarpathian Ukraine and Romania. From Austria, new record of Hyoscyamus niger was reported. In Czechia in the Bílé Karpaty Mts., new sites of Corydalis lutea, Ranunculus arvensis and Thlaspi perfoliatum were recorded. In eastern Slovakia, two neophyte species Robinia viscosa and Pyrethrum parthenium were found and the new altitudinal maximum for halophyte species Taraxacum bessarabicum in 418 m above sea level was recorded. In the Ukrainian Carpathians, new sites of Lycopodium alpinum and Phyteuma vagneri in the massif of the Polonina Krasna were found as well as new records of Aronia melanocarpa and Inula helenium in the valley of the Latorica river. -
