The team worked closely with a Mover Rehabilitation Task Force made up of Agency Rail Division personnel including Hannie Woodson (Chair), Danny Wilson, George Pardee, William Truss, Gregory Robinson, Bud Butcher, Colleen Julius, Sylvester Johnson, and Cathy Lewis. Page 2 of 146 Rail & Mover Rehabilitation Report Phase II – Metromover EXECUTIVE SUMMARY Project Purpose The work was intended to assist Miami-Dade Transit (MDT) in documenting its rail rehabilitation needs and develop a plan to address those needs. The assessment included a review of the current condition of the Metrorail and Metromover systems, a comparison with other transit properties’ heavy rail and people mover systems, and a recommended plan of action to carry the Agency forward into the next five years. Special detail was devoted to the provisions of the labor agreements of the comparable transit properties as they related to contracting for outside services and the recruitment, selection and advancement of employees. -

INVESTING IN Program Highlights | 2016 1 INVESTING IN The SIS n 2003, the Florida Legislature and Governor established the Strategic Intermodal System (SIS) to enhance Florida’s transportation mobility and Ieconomic competitiveness. The SIS is a statewide network of high-priority transportation facilities, including the State’s largest and most significant WHAT IS THE airports, spaceports, deep-water seaports, freight rail terminals, passenger rail and intercity bus terminals, rail corridors, waterways and highways. These facilities represent the state’s primary means for moving people and freight between Florida’s diverse regions, as well as between Florida and other states STRATEGIC and nations. SIS Facilities are designated through the use of objective criteria and thresholds based on quantitative measures of transportation and economic activity. These facilities meet high levels of people and goods movement and INTERMODAL generally support major flows of interregional, interstate, and international travel and commerce. Facilities that do not yet meet the established criteria and thresholds for SIS designation, but are expected to in the future are referred to as Emerging SIS. These facilities experience lower levels of people SYSTEM? and goods movement but demonstrate strong potential for future growth and development. The designated SIS and Emerging SIS includes 17 commercial service airports, two spaceports, 12 public seaports, over 2,300 miles of rail corridors, over 2,200 miles of waterways, 34 passenger terminals, seven rail freight terminals, and over 4,600 miles of highways. These hubs, corridors and connectors are the fundamental structure which satisfies the transportation needs of travelers and visitors, supports the movement of freight, and provides transportation links to external markets. -

(Marice Cohn Band/Miami Herald file photo) One of the most expensive and complex transportation projects currently under construction in South Florida will be finished this year: the Metrorail extension to Miami International Airport. The new line of the elevated train, from Earlington Heights Station to a new public transportation center under construction just east of the airport, will be in operation in the spring. It will be formally called AirportLink and is the first significant Metrorail extension since the system was inaugurated in 1984. “AirportLink will provide a fast, reliable Metrorail link to MIA for millions of residents, visitors and employees who travel to and from MIA every year,” a Miami-Dade Transit press release said. “With this project, Miami-Dade joins the ranks of the great urban zones in the world with fast public transportation systems connecting to their airports.” The opening of the new line will be the first to extend Metrorail to the airport, precisely the place where Miami-Dade transportation engineers originally wanted to take the elevated train system that currently only travels from Dadeland in south Miami-Dade to the Palmetto Station located in the northwest area of the county close to Hialeah. For multiple reasons, including political ones, the original Metrorail was never taken to the airport and eventually only went as far as the Okeechobee Station in Hialeah. It was not until 2003 that a small Metrorail extension was approved, from Okeechobee to the Palmetto Station west of the Palmetto Expressway. -

July 18, 2018 Tish Burgher, 305-470-5349 [email protected] Florida Department of Transportation Gives Notice to Proceed (NTP) for the I-395/SR 836/I-95 Design-Build Project Miami, FL – The Florida Department of Transportation (FDOT) District Six along with its partner the Miami-Dade Expressway Authority (MDX) has given NTP to the Archer Western-de Moya (AW- dMG) Joint Venture to begin work on the $802 million I-395/SR 836/I-95 Design-Build Project. The contract duration is four years. The project limits start at approximately NW 17 Avenue on SR 836 and continue through the SR 836/I-395/I-95 (Midtown) Interchange along I-395 to the MacArthur Causeway Bridge. The limits on I-95 are from NW 8 Street to NW 29 Street. Work on I-395 includes the total reconstruction of the expressway from the Midtown Interchange to the MacArthur Causeway including a new signature bridge over NW 2 Avenue and Biscayne Boulevard. The vertical clearance under the new I-395 bridge will also be increased. SR 836 will be double-decked from NW 17 Avenue over the Midtown Interchange to provide drivers with a direct connection to the MacArthur Causeway Bridge that bypasses local traffic. In addition, the existing eastbound SR 836 ramp to northbound I-95 will be widened to two lanes. Work on I-95 will include the replacement of the concrete pavement within the project limits and adding a lane on I-95 in the northbound direction from the Midtown Interchange to NW 29 Street. -

SYSTEM OVERVIEW CHAPTER 2 System Overview 2.0 SYSTEM OVERVIEW Department of Transportation and Public Works (DTPW) is the 15th largest transit system in the United States (based on annual vehicle revenue miles), with a service area of approximately 306 square miles. It is composed of 34 individual municipalities with an urbanized population of approximately 2.6 million. A trend persists in some areas throughout the county to incorporate, which leaves a large portion of the county populated by disadvantaged individuals in unincorporated areas that are dependent upon county services. DTPW is one of the largest departments in Miami-Dade County government and responsible for planning and providing public transit services in the County. DTPW operates an integrated multi-modal transit system comprised of four (4) modes: bus (Metrobus), heavy rail (Metrorail), automated people-mover (APM) (Metromover), and demand-response service (Special Transportation Services or STS). The transit agency is led by a Department Director that reports to the Mayor. The table of organization for DTPW can be found in Appendix A.1. Department of Transportation and Public Works Transit Mission Statement To meet the needs of the public for the highest quality of transit service: safe, reliable, efficient and courteous. In 2015, there were an average of 321,200 weekday boardings on the DTPW system. Table 2-1 presents DTPW service characteristics by transit mode.
