One of these assets, real estate in high-traffic stations, can provide retailers with a steady stream of potential customers. Both large and small systems can benefit from the productive use of excess space in transit stations. FDOT and its partners engaged the community at two critical stages of the study – during the identification of issues and during the development of recommendations. The community input helped inform the recommended strategies but the collaboration cannot stop here. Going from planning to implementation will take additional coordination and, in some instances, additional analysis. FDOT is able and ready to lead the effort but will continue seeking the support of community leaders, transportation and planning organizations, and the general public! HOUSE OF REPRESENTATIVES FINAL BILL ANALYSIS BILL #: CS/CS/CS/HB 695 FINAL HOUSE FLOOR ACTION: SUBJECT/SHORT South Florida Regional 111 Y’s 6 N’s TITLE Transportation Authority SPONSOR(S): Government Accountability Committee; Transportation & Tourism Appropriations GOVERNOR’S Subcommittee; Transportation & Approved ACTION: Infrastructure Subcommittee; Santiago COMPANION CS/CS/SB 842 BILLS: SUMMARY ANALYSIS CS/CS/CS/HB 695 passed the House on April 28, 2017, and subsequently passed the Senate on May 1, 2017. The bill addresses insurance liability issues related to the South Florida Regional Transportation Authority (SFRTA), which operates commuter rail service in Palm Beach, Broward, and Miami-Dade Counties. The bill provides SFRTA with the ability to indemnify the Florida East Coast Railway (FECR) and All Aboard Florida (AAF) under certain circumstances. The bill provides who is responsible for property damage and injury to certain persons associated with several scenarios involving rail accidents. The bill also provides an allocation of risk between the parties and includes provisions for passengers and other rail corridor invitees. The bill authorizes SFRTA to purchase railroad liability insurance of $295 million per occurrence, and allows it to adjust the limit in accordance with applicable law. The bill also requires SFRTA to maintain a $5 million self- insurance retention account. The bill authorizes the Department of Transportation (DOT) to indemnify and insure certain rail services on DOT-owned rail corridors. The bill prohibits SFRTA from entering into a contract or other agreement, or renewing or extending any existing contract or other agreement, which may be funded, in whole or in part, with DOT provided funds without DOT’s prior review and written approval of SFRTA’s proposed expenditures. -

Davis and Stephen L. Reich. The team worked closely with a Mover Rehabilitation Task Force made up of Agency Rail Division personnel including Hannie Woodson (Chair), Danny Wilson, George Pardee, William Truss, Gregory Robinson, Bud Butcher, Colleen Julius, Sylvester Johnson, and Cathy Lewis. Page 2 of 146 Rail & Mover Rehabilitation Report Phase II – Metromover EXECUTIVE SUMMARY Project Purpose The work was intended to assist Miami-Dade Transit (MDT) in documenting its rail rehabilitation needs and develop a plan to address those needs. The assessment included a review of the current condition of the Metrorail and Metromover systems, a comparison with other transit properties’ heavy rail and people mover systems, and a recommended plan of action to carry the Agency forward into the next five years. Special detail was devoted to the provisions of the labor agreements of the comparable transit properties as they related to contracting for outside services and the recruitment, selection and advancement of employees. -
Transportation Element
TRANSPORTATION ELEMENT Introduction The purpose of the transportation element is to plan for an integrated multimodal transportation system providing for the circulation of motorized and non-motorized traffic in Miami-Dade County. The element provides a comprehensive approach to transportation system needs by addressing all modes of transportation—pedestrian and bicycle facilities, traffic circulation, mass transit, aviation and ports. The Transportation Element is divided into five subelements. The Traffic Circulation Subelement addresses the needs of automobile traffic, bicyclists and pedestrians. The Mass Transit Subelement addresses the need to continue to promote and expand the public transportation system to increase its role as a major component in the County's overall transportation system. The Aviation Subelement addresses the need for continued expansion, development and redevelopment of the County's aviation facilities; and the Port of Miami River and PortMiami Subelements continue to promote maritime business and traditional maritime related shoreline uses on the Miami River, and the expansion needs of PortMiami. The Adopted Components of the Transportation Element and each of the five subelements separately contain: 1) goals, objectives and policies; 2) monitoring measures; and 3) maps of existing and planned future facilities. These subelements are preceded by overarching goals, objectives and policies that express the County's intent to develop multi-modalism, reduce the County’s dependency on the personal automobile, enhance energy saving practices in all transportation sectors, and improve coordination between land use and transportation planning and policies. The Miami-Dade 2035 Long Range Transportation Plan (LRTP), is adopted to guide transportation investment in the County for the next 25 years. -
