The Elliott 153 computer, also known as the D/F (direction-finding) computer, was built for GCHQ and the Admiralty as described in Chap. 3. The information in this appendix is intended to supplement the overall descriptions of the machines as given in Chaps. 2 and 3. A1.1 The Elliott 152 Work on the MRS5 contract at Borehamwood began in October 1946 and was essen- tially finished in 1950. Novel target-tracking radar was at the heart of the project, the radar being synchronized to the computer’s clock. In his enthusiasm for perfecting the radar technology, John Coales seems to have spent little time on what we would now call an overall systems design. When Harry Carpenter joined the staff of the Computing Division at Borehamwood on 1 January 1949, he recalls that nobody had yet defined the way in which the control program, running on the 152 computer, would interface with guns and radar. Furthermore, nobody yet appeared to be working on the computational algorithms necessary for three-dimensional trajectory predic- tion. As for the guns that the MRS5 system was intended to control, not even the basic ballistics parameters seemed to be known with any accuracy at Borehamwood [1, 2].     Response to the CMA's Issues Statement TalkTalk submission Redacted version August 2015 1 Introduction 1.1 This submission responds to the CMA's Issues Statement in the BT/ EE merger. TalkTalk is pleased to have the opportunity to respond in this way. The points that we make in this letter should be taken alongside those that we have made in our earlier submissions, our questionnaire responses, and our oral hearing with the CMA. It deals with the various areas considered by the Issues Statement in the order in which the CMA makes them. 1.2 Where TalkTalk has not commented on a particular issue in this submission, this should not be taken as implying that TalkTalk holds any particular view on the issue. Where we have previously commented on such an issue, our previous comments on that topic should be taken to stand. TalkTalk would be happy to expand further on any of the points made in this submission if the CMA would find it helpful. 2 Market definition 2.1 TalkTalk considers that business and domestic customers should be considered to be in different markets. This is reflected in the organisational structure both of TalkTalk (which has separate TalkTalk Business and TalkTalk Consumer divisions) and of BT (which has split BT Consumer from BT Business). Moreover the competitor set and market structure differs radically between business and consumer markets– notably, Sky are not active in business markets, while BT holds a much higher market share, one which could be consistent with a dominant position, in business markets. 2.2 With regard to quadplay, TalkTalk considers that the market is currently in a dynamic state in which market definitions are changing over time.1 At present, the market definition is probably best seen as being one where there are individual markets for TV and mobile, along with one or more markets in fixed line.

    Virgin Media’s response to the Department for Digital, Culture, Media and Sport Call for Evidence on the “Future Telecoms Infrastructure Review” Introduction This Future Telecoms Infrastructure Review asks what market structure and policy framework will best deliver Government’s objective of establishing a clear path to national full fibre coverage. The terms of reference will invite proposals for a radically different framework from the one that, by 2020, will have successfully delivered ultrafast broadband to two-thirds of households and superfast to 97%. Those proposing radical change advocate for a “coordinated approach” to full fibre deployment. The language may sound benign, but the market structure that follows is regional monopoly; a structure that Government explicitly rejects. It is right to do so. Infrastructure competition is critical to driving investment, take-up of advanced services, innovation, price declines and product differentiation. Initiating policies that stimulate infrastructure competition - lowering the costs to deployment, preserving returns on investment and creating new demand – will enhance fibre deployment and take-up. By contrast, radical proposals for new monopolies will foreclose all of the proven benefits of competition. Virgin Media's response will argue that the surest path to investment in full fibre is if the underlying objective of the policy and regulatory framework remains to maximise coverage of competing networks. The existing framework is not perfect. Investment in full fibre networks has come slow to the UK market. However, there are clear signals that the market is entering a phase of aggressive investment and that the capability of the infrastructure being built is more than sufficient for current and future needs.

    ITW Global Leaders’ Forum demonstrates how blockchain can transform inter-carrier settlement The successful Proof of Concept shows how blockchain-enabled settlement between multiple carriers can revolutionize wholesale telecoms sector by streamlining complex transactions HKT (SEHK:6823) – HONG KONG / LONDON, October 23, 2018 – ITW Global Leaders’ Forum (GLF) has announced the successful completion of a multi-lateral blockchain Proof of Concept (PoC) involving several of its members. The PoC, led by PCCW Global and Colt Technology Services, in collaboration with BT, Orange, Telefonica and Telstra, has demonstrated the viability of a platform that can settle voice transactions between multiple carriers in minutes rather than hours. The breakthrough is the latest in a series of blockchain PoCs carried out by GLF members and supported by technology partner and blockchain specialist Clear. The trial just completed is the first to involve a multi-lateral series of relationships among the wholesale telecommunications industry, and points to a future of secure and frictionless settlement across the sector. The GLF is now reviewing options around a potential governance structure to develop the technology further and implement a solution for the industry that replaces existing and cumbersome processes for settlement of voice as well as other types of transactions, examples such as mobile roaming or data on demand. Mr. Marc Halbfinger, Chief Executive Officer of PCCW Global and the Chairman of the GLF, said, “We are very pleased that this latest Proof of Concept has expanded to include more carriers.     FOREWORD This handbook has been produced by the Australian Maritime Safety Authority (AMSA), and is intended for use on ships that are: • compulsorily equipped with GMDSS radiocommunication installations in accordance with the requirements of the International Convention for the Safety of Life at Sea Convention 1974 (SOLAS) and Commonwealth or State government marine legislation • voluntarily equipped with GMDSS radiocommunication installations. It is the recommended textbook for candidates wishing to qualify for the Australian GMDSS General Operator’s Certificate of Proficiency. This handbook replaces the tenth edition of the GMDSS Handbook published in September 2013, and has been amended to reflect: • changes to regulations adopted by the International Telecommunication Union (ITU) World Radiocommunications Conference (2015) • changes to Inmarsat services • an updated AMSA distress beacon registration form • changes to various ITU Recommendations • changes to the publications published by the ITU • developments in Man Overboard (MOB) devices • clarification of GMDSS radio log procedures • general editorial updating and improvements. Procedures outlined in the handbook are based on the ITU Radio Regulations, on radio procedures used by Australian Maritime Communications Stations and Satellite Earth Stations in the Inmarsat network. Careful observance of the procedures covered by this handbook is essential for the efficient exchange of communications in the marine radiocommunication service, particularly where safety of life at sea is concerned. Special attention should be given to those sections dealing with distress, urgency, and safety. Operators of radiocommunications equipment on vessels not equipped with GMDSS installations should refer to the Marine Radio Operators Handbook published by the Australian Maritime College, Launceston, Tasmania, Australia. No provision of this handbook or the ITU Radio Regulations prevents the use, by a ship in distress, of any means at its disposal to attract attention, make known its position and obtain help.
