Summary of recommendations

ITEMS FOR DECISION

A. Second reading OLAF Regulation The rapporteur will fine-tune her proposals to amend the trilogue compromise in the course of a normal second reading on the revised drat OLAF regulation. B. 2011 Discharge to the Council - Follow-up At the Conference of Committee Chairs (CCC) meeting held on 17 April, the Irish Presidency proposed to the Parliament to appoint a negotiating group in order to try to find a solution on the Council discharge issue. This proposal was submitted by CONT Chairman to CONT coordinators asking their agreement to ask the Conference of Presidents to appoint such a negotiating group in which CONT could be represented. After an exchange of views, the Coordinators decided not to send such a request to the Conference of Presidents, since the Council has no new mandate for that purpose and nothing new has been proposed.

L. Whistleblowers

The Committee on Budgetary Control (CONT) received anonymous information about an alleged inappropriate secondment (conflict of interest) of an official from the European Court of Auditors to the Austrian Court of Auditors in 2011. Coordinators decided to forward the information to the European Anti-Fraud Office (OLAF). The information was forwarded to OLAF for evaluation on 27 September 2011.

The Coordinators took note that OLAF has informed the CONT Chair that the Director-General of OLAF has decided to dismiss the case.

He served in the Government as Deputy Minister of Housing from 1977 to 1980, Minister of Environment in 1980, Minister of Industry and Energy from 1980 to 1981, Minister of Public Works from 1990 to 1991, Minister of Economy and Finance from 1992 to 1993. He received a diploma in mechanical engineering from Zurich's ETH and an MBA from Harvard University. He was active in business from 1965 to 1977. He quit in 1977 as CEO of Allatini SA, a major food manufacturer, and was elected to the Greek Parliament where he remained until 2007. In 2009 he formed the political party Drassi which failed to reach the 3% threshold in the June 2012 elections. After the election he resigned the Drassi leadership. Manos is best known for his unwavering liberal convictions and his tendency for practical and effective solutions. Over the years he has been associated with major legislative initiatives concerning the environment and the economy. He is connected with important infrastructure projects e.g. the metro of Athens, the Athens airport, the Athens ring road, the suspension bridge at Rio. He is also the precursor of privatization in Greece. Manos was a prolific contributor to op-ed pages. For the last 20 years he has been warning of the danger of excessive government spending and debt. He published a collection of these articles in 2010 under the title "Antistrouthokamilika" (Anti-Ostrichlike).

3 Guntram Wolff is the Deputy Director of Bruegel. His research focuses on the euro area economy and governance, on fiscal policy, global finance and Germany. He is also a member of the French prime minister's Conseil d'Analyse Economique. He has joined Bruegel from the European Commission, where he worked on the macroeconomics of the euro area and the reform of euro area governance. Prior to joining the Commission, he was an economist at the Deutsche Bundesbank, where he coordinated the research team on fiscal policy. He also worked as an adviser to the International Monetary Fund
