Horton 2019 ABSTRACT Working Against Racism from White Subject Positions: White Anti-Racism, New Abolitionism & Intersectional Anti-White Irish Diasporic Nationalism by Matthew W. Horton Doctor of Philosophy in Education and the Designated Emphasis in Critical Theory University of California, Berkeley Professor Na’ilah Nasir, Chair This dissertation is an intervention into Critical Whiteness Studies, an ‘additional movement’ to Ethnic Studies and Critical Race Theory. It systematically analyzes key contradictions in working against racism from a white subject positions under post-Civil Rights Movement liberal color-blind white hegemony and "Black Power" counter-hegemony through a critical assessment of two major competing projects in theory and practice: white anti-racism [Part 1] and New Abolitionism [Part 2]. I argue that while white anti-racism is eminently practical, its efforts to hegemonically rearticulate white are overly optimistic, tend toward renaturalizing whiteness, and are problematically dependent on collaboration with people of color. I further argue that while New Abolitionism has popularized and advanced an alternative approach to whiteness which understands whiteness as ‘nothing but oppressive and false’ and seeks to ‘abolish the white race’, its ultimately class-centered conceptualization of race and idealization of militant nonconformity has failed to realize effective practice. -

The Phoenix of Colonial War: Race, the Laws of War, and the ‘Horror on the Rhine’ Rotem Giladi+* Abstract The paper explores the demise of the ‘colonial war’ category through the employment of French colonial troops, under the 1918 armistice, to occupy the German Rhineland. It traces the prevalence of—and the anxieties underpinning— antebellum doctrine on using ‘Barbarous Forces’ in ‘European’ war. It then records the silence of postbellum scholars on the ‘horror on the Rhine’—orchestrated allegations of rape framed in racialised terms of humanity and the requirements of the law of civilised warfare. Among possible explanations for this silence, the paper follows recent literature that considers this scandal as the embodiment of crises in masculinity, white domination, and European civilisation. These crises, like the scandal itself, expressed antebellum jurisprudential anxieties about the capacity—and implications—of black soldiers being ‘drilled white’. They also deprived postbellum lawyers of the vocabulary necessary to address what they signified: breakdown of the laws of war; evident, self-inflicted European barbarity; and the collapse of international law itself, embodied by the Versailles Diktat treating Germany—as Smuts warned, ‘as we would not treat a kaffir nation’—a colonial ‘object’, as Schmitt lamented. Last, the paper traces the resurgence of ‘colonial war’. It reveals how, at the moment of collapse, in the very instrument signifying it, the category found a new life. The Covenant’s Art.22(5) reasserted control over the colonial object, thus furnishing international lawyers with new vocabulary to address the employment of colonial troops— yet, now, as part of the ‘law of peace’. -

Michael Petersen SUBJECT : Comments on Appeals regarding HWC declaration of a Protected Area Erf 151832 On behalf of Paramount Chief Aran, I would like to cordially request that we, the Goringhaicona Khoi Khoin Indigenous Traditional Council (GKKITC) submit our comments regarding this issue, as well as, for an opportunity to verbally present at the Tribunal Hearing. The appropriate permission and mandate for such a submission has now been attained, which has taken time. We feel is its imperative for the voice of the first indigenous people that are historically linked to the precinct be heard. This is an historical comment, as it will be the first time a legitimate, embodied and formal presentation on the TRUP be submitted by the Goringhaicona on this issue. Indeed, this can be said on behalf of the Goringhaiqua, from whom the Goringhaicona is derived, as inhabitants on the banks of the Liesbeeck, who fought the battle against the Portuguese Viceroy D’Almeida in 1510. The Goringhaicona includes within our history, figures such as Chief Trosoa, Austumato (Harry the Strandloper) and Krotoa. We trust this is in order, and deeply appreciate the opportunity to voice our comment. Most research on college pathways for low- and moderate-income students focuses on those students as a whole or on urban low- socioeconomic status (SES) students. (Caution is in order when generalizing the experiences of low-SES urban students to those of low-SES rural students.) The literature reveals that rural students attend college at lower rates than their urban and suburban counterparts and are likely to have lower college aspirations. Why such differences exist remains highly speculative in the literature. -
