Wiltshire Police has had an increase in the volume of recorded crime by 2.8% in the 12 months to January 2020 and continues to have one of the lowest crime rates in the country.
Our service delivery remains consistently good.
In January, we received 8,415 999 calls which we answered within 4 seconds on average and 12,699 CRIB calls which we answered within 50 seconds on average.
In January, we also attended 1,470 emergency incidents within 10 minutes and 27 seconds on average.
Wiltshire Police has seen a 5% reduction in vehicle crime and 10% in residential burglaries in the 12 months to January 2020.
The Crime Survey of England & Wales recently ranked Wiltshire as one of the top forces (78.3%) nationally for public confidence. It covers the 12 months to March 2019. The publication can be found here: WWW.CRIMESURVEY.CO.UK

► There has been a 24 per cent increase in stop and search in Wiltshire in Dec 18 – Dec 19. This appears to be below the national increase of 32 per cent (March 18 – March 19) ► With no strategic direction is an increase indicative of a more confident workforce to stop and search. ► Swindon and Salisbury continue to be the areas most impacted by County Lines, due to transport connections to London

► Salisbury has seen an increase in County Lines in the past 12 months and stop and searches have also increased, most significantly in the city centre ► Heat maps by hour reveal an increased probability of being stopped between 1pm and 3pm, and between 8pm and 2am. ► Most searches are for drugs but a clear difference between Wiltshire, where the top searches are for Cannabis, and Salisbury, where ‘Drugs Other’ can be interpreted as Class A (heroin). This is a direct reflection of the action against County Lines. ► Rural Crime (Game/Poaching) is in the mind-set of Salisbury Officers. Although only 4 searches recorded, they are the only searches recorded of this nature in the Force. We have increased the number of trained Wildlife and Rural Crime officers, which may be a factor. ► Seasonal drops in searching during the Winter months has been noted in previous years.

A local Priority raised in our last Police Report was the rise in Business Burglaries. Above is a map of reported offences over a 3 month period highlighting the concern. This resulted in a review of offences aligned with intelligence to produce a patrol strategy and plan, which directly resulted in 3 key and unrelated arrests in early January. Since then, there has been a marked reduction of offending, with no offences within the city Centre and no consistent pattern outside of this (noted 2 offences in Old Sarum).

Proud to serve and protect our communities January/February 2020 HIGH LEVEL CPT UPDATES: Magna Carta A man who smashed the glass box housing Magna Carta at Salisbury Cathedral has been found guilty of criminal damage and attempted theft. Mark Royden, aged 47, from Kent, had been on trial at Salisbury Crown Court. He has been remanded in custody for sentencing. The case relates to an incident at the cathedral shortly before 5pm on 25/10/18 when Royden set off a fire alarm in the toilet area of The Cloisters before entering the Chapter House and damaging the glass case containing Magna Carta. He used a hammer to strike the case three times, causing three circular holes. Fortunately, the document was not damaged.
Woman jailed for string of shoplifting offences in Salisbury Jennifer Rose Todd, aged 29, of Wick Lane, Downton, appeared at Salisbury Crown Court charged with six counts of theft and two counts of making off without payment. These offences were also a breach of a previously-imposed Community Order, which had been put in place to tackle Todd's prolific offending history. She was sentenced to 13 months imprisonment.
PC Jack Billington, neighbourhood PC for Salisbury city centre, said: "We are currently running Operation Vendor in Salisbury, which is proactive work by our Community Policing Team to target our prolific offenders, including shoplifters, who make life miserable for local businesses in the city centre. We welcome this sentence, as Todd's offending has been going on for some time and our previous measures, including a Community Order, have not been successful."
Distraction Burglar Arrested A distraction burglary series across the South West which we have been investigating since the start of the year, where a male purporting to be an electrician/water board has been targeting elderly vulnerable victims within their homes. Our Proactive Tasking Team spent 2 days in Bristol in an effort to locate and arrest a suspect. This is an ongoing investigation, but an individual has been charged and remanded in custody. I hope to be able to provide more detail in the future when this progresses to court.
Four people appear in court following poaching incident on Christmas Eve Freddie Hughes, 24, of Lloyd Avenue, Marchwood, Albert Kempster, 25, of Greenfields Way, Weston-Super Mare, James Kempster, 33, and Albert Smith 53, both of Marchwood Road, Totton, appeared in Salisbury Magistrates Court At 12.15pm on December 24, we received a report of a suspicious vehicle and dogs on farm land in Stapleford. Officers attended the area and four men were eventually located – the vehicle was seized along with the two dogs. The four appeared in court on Friday and they were each fined £120, ordered to pay CPS costs of £85 and £32 each to victim services.

Prolific offender jailed for four years following crime spree in Salisbury Josh Chamberlain, 21, formerly of Tollgate Road, Salisbury, appeared in Salisbury Crown Court and pleaded guilty 6x burglary, 2x Taking a motor vehicle without consent, 3x Disqualified Driving, Possession of Class B drug, Attempted burglary, 2x Aggravated vehicle taking, 2x Driving with no insurance & 2x failing to provide a specimen of breath for analysis. As well as a four year prison sentence, he was also disqualified from driving for five years and ordered to pay a victim surcharge of £170.
On one occasion shortly before midnight on August 31, Chamberlain was disturbed by a homeowner in Castle Road who chased him out of his house and down the road. Chamberlain was spotted leaving the scene in a vehicle – officers attempted to stop the vehicle but Chamberlain continued driving and a pursuit was authorised before Chamberlain lost control of the car and crashed. While the pursuit was ongoing, we received a further report of a burglary in Castle Road which had taken place approximately 20 minutes earlier. The vehicle Chamberlain had made off in had been stolen from a driveway in Fairfield Road earlier that evening.
Det Con Mark Welch said: “Chamberlain is a prolific offender and I believe the streets of Salisbury are far safer now he is in prison.”
Pair jailed after pleading guilty to high-value shoplifting in Salisbury Marian Stoica, from Hounslow, and Vasile Neamtu, from Coventry, both appeared at Swindon Magistrates Court and were sentenced to six-and-a-half months after pleading guilty to theft of alcohol. Warrants have also been issued for two other defendants, Ziad Ell-Abboud and Luigi Dutu, who have been charged with the same offences and failed to appear at court.
The charges relate to a shoplifting incident at Sainsbury’s in The Maltings, where £1,272.45 worth of alcohol was stolen on 2/9/19. On the morning of the offence Wiltshire officers were alerted to a black Ford Mondeo, which was known to have links to high-value shoplifting offences in other force areas. Plain clothes officers followed the vehicle on the A30 London Road and watched it park in the Central car park, before the occupants split up and all walked into Sainsbury’s separately. When they were returned to the car the stolen items were seized and all four were arrested.
PC Emma Fisher, from Community Tasking Team South, said: “These high-value shoplifting offences, which very often involve organised groups of criminals coming into Wiltshire from elsewhere in the country to target supermarkets and other businesses, cause disruption, inconvenience and financial harm to our local businesses. I hope this sentence shows that we will be proactive in targeting these gangs and will hopefully deter them from coming to our county and committing crimes here.”

HIGH LEVEL PCC UPDATES Burglary reports - Recent media reports have claimed that burglary is 'no longer a priority' for Wiltshire Police. It's unfair to suggest this is the case when so many improvements have been seen in the way they investigate burglaries. That said I recognise more improvements need to be made in how they initially investigate these crimes and work is being done at the top level to ensure this is happening. Also, the increase we are now seeing in the number of staff and officers here, following years of government underfunding, will also help improve our service.
Estates update summary - As part of my Estates Strategy 2017 - 21 I am keen to improve the spaces we have to give our officers and staff premises to enable them to meet the demands of their roles that also improve their general health and wellbeing. Every pound we save on running our estate is a pound I will not have to save from policing. Buildings don't keep people safe, visible officers out in our communities that are able to respond quickly do.
Several touchdown points have now successfully gone live, in Calne and Pewsey Leisure Centres and Downton, Wilton, Malmesbury and Westbury Libraries. These touchdown points replace out-of-date and underused police buildings which weren't open to the public. This saves us valuable funds but also encourages officers out into our communities making them more visible and accessible.
Royal Wootton Bassett improvements are progressing currently due for completion in April 2020. Improvements at the new site in Warminster will begin in April 2020, due for completion at the end of the summer. Refurbishment plans of Bourne Hill in Salisbury to a modern, open plan environment across a single floor have been submitted and if approved, are likely to commence in the second half of 2020.
HIGH LEVEL FORCE UPDATES Operation Makesafe - We're working with hotels and B&Bs across the county to highlight child exploitation and the risk of their premises being used for criminal activity. Training will run 17/18/19 March and PCSOs have been visiting establishments to invite managers in person. More information available on our website.

Don't dial and drive - We will be supporting the National Police Chiefs' Council campaign to tackle drivers who use their mobile phones whilst behind the wheel during March. New legislation that came into effect on 1 March 2017 meant drivers caught using their mobile phone when driving will receive six points on their driving license and a £200 fine. We want everyone to be safe on our roads and as part of the campaign we will be educating the public that the true cost of taking such a risk can sadly be far more tragic than points and a fine.
