For more information, please contact [email protected]. “DEEDS, NOT WORDS:” AFRICAN AMERICAN OFFICERS OF WORLD WAR I IN THE BATTLE FOR RACIAL EQUALITY A Dissertation Presented in partial fulfillment of requirements for the degree of Doctorate of Philosophy in the Department of History The University of Mississippi By ADAM PATRICK WILSON April 2012 Copyright Adam Patrick Wilson ALL RIGHTS RESERVE ABSTRACT This dissertation investigates the relatively untold story of the black officers of the Seventeenth Provisional Training Regiment, the first class of African Americans to receive officer training. In particular, this research examines the creation of the segregated Army officer training camp, these men’s training and wartime experiences during World War I, and their post- war contributions fighting discrimination and injustice. These officers returned to America disillusioned with the nation’s progress towards civil rights. Their leadership roles in the military translated into leadership roles in the post-war civil rights movement. Through their efforts, foundations for the modern Civil Rights movement were created. Through analysis of these men’s lives, the dissertation details how these men returned from war and impacted change in America. They attacked the legality of segregation through both local and national civil rights’ cases, embraced leadership roles in the “New Negro” movement, highlighted the value of educating black youth, and fought to integrate the military. These men served as the vanguard of civil rights fighting first as soldiers for democracy in Europe and returning as leaders determined to defeat segregation and injustice. ii DEDICATION To my family, thank you for all your support and encouragement over the years. Without your love, guidance, patience, and prayers, this dream would have been impossible. iii ACKNOWLEDGEMENTS The inspiration to write about the officers of Fort Des Moines came from a fascination I had for the subject while doing a research paper on the role of African Americans in World War I for the University of Tennessee at Martin’s annual Civil Rights Conference. After reading several monographs on the topic, I continually found a sentence or two that referenced the officer training camp at Fort Des Moines as the first facility created to train black officers. Although my paper covered the much broader topic of African Americans in World War I, I’ll be forever grateful for the opportunity to present that research paper at the conference. Thank you Dr. David Coffey and Dr. Alice Catherine Carls for that opportunity and for your encouragement throughout the years. When I began graduate school, my interest in the officers of Fort Des Moines continued and seemingly the topic sought me out instead of vice versa. In fact, during my first seminar class, I was assigned to read Groundwork, Genna Rae McNeil’s biography of Charles Hamilton Houston, the attorney responsible for the legal strategy employed in the landmark case. Amidst the pages of the book I read about Houston’s experiences during officer training at Fort Des Moines and during World War I. McNeil discovered a quote during her research where Houston claimed that the bigotry and discrimination he faced while serving in the Army caused him to return home following the war and pursue a career in law to fight for his civil rights. I secretly pondered whether or not Houston’s story was an isolated case and began my search for the roles other officers from Des Moines held in fighting for civil rights following World War I. iv This search led me to an article by Dr. Hal S. Chase that explained how the segregated training camp came to be created during World War I. Moreover, while reading through the article, I noticed that Dr. Chase had conducted interviews with several officers. This peaked my interest further and upon the advice of one of my professors I contacted Dr. Chase to learn more about the interviews. From this contact sparked a devotion to seeking out the lives of the men who earned their commissions at the camp. Dr. Chase fanned the spark into flames through his excitement, encouragement, and his generosity. He invited me to visit him and his lovely wife Avril in Des Moines and continue my research there. Thank you Dr. Chase for all your support. Additionally, I would like to thank the staffs of the institutions utilized during my research. In May of 1917, 1,250 black men—1,000 college graduates, faculty, and men of the black professional class, and 250 noncommissioned officers from the four established black Army units of the Ninth and Tenth Cavalry and the Twenty-fourth and Twenty-fifth Infantry— volunteered for officer training at Fort Des Moines, Iowa. These men embarked boldly on the difficult journey of Army training to become the nation’s first class of African American officer candidates to earn their commissions. On October 15, 639 of these men graduated and shortly thereafter many of them joined the Ninety-Second Division boarding ships destined for France.2 1 Martin Luther King, Jr., Strength to Love (New York: Harper & Row, 1963), 35. 2 Emmett J. Scott, 1919), 90. 1 Historians have often overlooked the significance of these men earning their commissions when conducting broader studies that examined the military experiences of African Americans in World War I or analyzed black soldiers throughout American history.3 These studies not only neglect the magnitude of the U.S. Government’s break with its practice of refusing black men commissions by its creation of the first black officer training regiment, but they also diminish the importance of this defining moment for the 639 men who, through individual sacrifice and collective effort, graduated and were commissioned into the United States Army—landing a blow against the bigotry and inequality of Jim Crow in the military and throughout America. In honoring the historical achievement of the first African American officer candidate class of 1917, the Fort Des Moines Museum and Education Center claims, “After completing training, they . went on to lead the 92nd Division against Imperial Germany on the bloody battlefields of France in 1918. Many of those who survived combat returned to America to become leaders in the battle for racial equality.”4 The center fails to comment, however, on the specifics of these contributions. How did they become “leaders in the battle for racial equality”? What specific events in their lives entitle them to this designation? Necessity has occasioned this condition. Most Southern white newspapers exclude Negro items except where they are infamous or of a marked ridiculous trend… While his northern brother is busily engaged in ‘getting white’ and ruining racial consciousness, the Southerner has become more closely knit.2 The advertisement was designed to announce and justify the Atlanta World’s reformulation as the Atlanta Daily World, making it the first African-American daily. This fact alone probably explains the advertisement’s “indecent” comment, but its “necessity” argument seems far more legitimate.3 For example, the 1932 Monroe Morning World, a white daily from Monroe, Louisiana, provided coverage of the black community related almost entirely to crime and church meetings.

    the negro press and the image of success: 1920-19391 ronald g. waiters For all the talk of a "New Negro," that period between the first two world wars of this century produced many different Negroes, just some of them "new." Neither in life nor in art was there a single figure in whose image the whole race stood or fell; only in the minds of most Whites could all Blacks be lumped together. Chasms separated W. E. B. DuBois, icy, intellectual and increasingly radical, from Jesse Binga, prosperous banker, philanthropist and Roman Catholic. Both of these had little enough in common with the sharecropper, illiterate and bur­ dened with debt, perhaps dreaming of a North where—rumor had it—a man could make a better living and gain a margin of respect. There was Marcus Garvey, costumes and oratory fantastic, wooing the Black masses with visions of Africa and race glory while Father Divine promised them a bi-racial heaven presided over by a Black god. Yet no history of the time should leave out that apostle of occupational training and booster of business, Robert Russa Moton. And perhaps a place should be made for William S. Braithwaite, an aesthete so anonymously genteel that few of his White readers realized he was Black. These were men very different from Langston Hughes and the other Harlem poets who were finding music in their heritage while rejecting capitalistic America (whose chil­ dren and refugees they were). And, in this confusion of voices, who was there to speak for the broken and degraded like the pitiful old man, born in slavery ninety-two years before, paraded by a Mississippi chap­ ter of the American Legion in front of the national convention of 1923 with a sign identifying him as the "Champeen Chicken Thief of the Con­ federate Army"?2 In this cacaphony, and through these decades of alternate boom and bust, one particular voice retained a consistent message, though condi­ tions might prove the message itself to be inconsistent.

Garvey's was a black nationalist movement organized around the principles of race first, self-reliance, and nationhood. At its height in the mid-1920s, the UNIA comprised millions of members and close supporters spread over more than forty countries in the Americas, Africa, Europe, and Australia. The Negro World was a faithful reflexion of all the UNIA stood for. It educated African people everywhere on the need for self-determination and racial uplift. With its international reach, it became a major recruiting tool for the organization. Like the larger movement, however, the Negro World was viewed with hostility and suspicion by European and other governments. The Negro World began publication in 1918 in Harlem, New York, about two years after Garvey arrived in the United States from his native Jamaica. Garvey had founded the UNIA in Jamaica in 1914, and he conceived the idea of a major publication before leaving for the United States. He brought considerable experience in journalism and printing to the paper.

The days of bus boycotts, restaurant sit-ins, angry mobs throwing stones at black children trying to enroll in all-white schools and black men being prosecuted or mob- lynched for looking at a white woman with intent to rape seem light years past.

Davis Assistant Professor Sandra Ruiz Assistant Professor Joshua Chambers-Letson, Northwestern University ABSTRACT This dissertation explores the intersection of race and citizenship in American theatre and performance during US active engagement in the Great War through focusing on performances by and about German immigrants and African American soldiers. Quickly after President Woodrow Wilson requested a declaration of war against Germany, the American homefront became a site of coercive patriotism supported by an extreme nationalistic rhetoric. A vital aspect of military preparedness would be the conformity of opinion, political expression, and outward signs of loyalty. Those who could or would not fit into the newly defined narrow view of proper American citizenship expression found themselves in the dangerous position of being outsiders. Those of German descent and recent German immigrants were suspected of disloyalty. Through a racialized process of enemization, Germans lost their access to the safety and security provided by White privilege. The performances examined in this dissertation derive from this brief period where the construction of race, and in particular the instability of Whiteness, stands out precisely because Germans were now considered White. Wartime German enemy construction was created through the modes and means of American anti-Black racism connecting xenophobic suspicions with deep-rooted racial ideologies of White supremacy.

A closer examination, however, of another Roosevelt presidency – that of Theodore Roosevelt (1901-1909) – demonstrates the degree to which black voters were already growing disenchanted with the Republicans in the face of what they viewed as uneven support and contradictory messages from the highest ranking Republican in the land. Though the perception of Theodore Roosevelt‘s relationship to black Americans has been dominated by his historic invitation of Booker T. Washington to dine with him at the White House in 1901, in fact even this event had assorted and complex meanings for Roosevelt‘s relationship to the black community. More importantly, his dismissal of black troops following a controversial shooting in southern Texas in 1906 – an event known as the Brownsville affair – set off a firestorm of bitter protest from the black press, black intellectuals, and black voters.

Saint Paul African American Historic and Cultural Context ABSTRACT Saint Paul’s African American community is long established—rooted, yet dynamic. From their beginnings, Blacks in Minnesota have had tremendous impact on the state’s economy, culture, and political development. Although there has been an African American presence in Saint Paul for more than 150 years, adequate research has not been completed to account for and protect sites with significance to the community. One of the objectives outlined in the City of Saint Paul’s 2009 Historic Preservation Plan is the development of historic contexts “for the most threatened resource types and areas,” including immigrant and ethnic communities (City of Saint Paul 2009:12). The primary objective for development of this Saint Paul African American Historic and Cultural Context Project (Context Study) was to lay a solid foundation for identification of key sites of historic significance and advancing preservation of these sites and the community’s stories.
