Saint Paul African American Historic and Cultural Context ABSTRACT Saint Paul’s African American community is long established—rooted, yet dynamic. From their beginnings, Blacks in Minnesota have had tremendous impact on the state’s economy, culture, and political development. Although there has been an African American presence in Saint Paul for more than 150 years, adequate research has not been completed to account for and protect sites with significance to the community. One of the objectives outlined in the City of Saint Paul’s 2009 Historic Preservation Plan is the development of historic contexts “for the most threatened resource types and areas,” including immigrant and ethnic communities (City of Saint Paul 2009:12). The primary objective for development of this Saint Paul African American Historic and Cultural Context Project (Context Study) was to lay a solid foundation for identification of key sites of historic significance and advancing preservation of these sites and the community’s stories. In 2016, Aurora-Saint Anthony Neighborhood Development Corporation received a Minnesota Historical and Cultural Heritage Grant to conduct the Project, a groundbreaking effort as the first context statement focused on a non-European cultural group in Saint Paul. The scope of the Project included gathering existing information from a significant body of past research, engaging in additional community outreach, and identifying a preliminary list of related sites of significance to the African American community recommended for future survey. The Context Study’s goal is to lay the groundwork for regulatory bodies to advance their preservation responsibilities to ensure significant African American resources are protected with the same due diligence, through implementation of appropriate professional preservation planning strategies, as historic assets of groups with European origination. This context describes the history of Saint Paul’s African American community and its development over time, to enable identifying related properties, evaluating their significance, and informing preservation priorities. The physical extent of the context study includes the current boundaries of the City of Saint Paul. The context explores the African American community in Saint Paul through the time period of 1837 to 1975. The first date is the year of the formal establishment of Saint Paul, and the latter reflects National Park Service guidelines that most properties be at least 50 years old to be eligible for listing in the National Register of Historic Places (NRHP), unless exceptionally important. Research was conducted on broad themes such as important events and persons, buildings, and cultural values to inform the organization and layout of the context. Within these themes, the context addresses topics pertaining to the African American community, including migration, religious institutions, business and industry, arts and culture, education, politics, journalism, and significant leaders and events. The context provides a history of significant time periods; identifies threats to resources; includes historical photographs of significant historical figures or events; and describes additional research needs. The report will be made readily available to cultural, civic, and economic development organizations working to draw visitors interested in the cultural heritage and contributions of Saint Paul’s African American community, as well as to arts, educational, and other organizations for use in designing curriculum, performances, and other promotions.     The Filicide Enigma: Was Gen. Henry Sibley’s Son Ha nged in Ma nkato? By Walt Bachman Introduction For the first 20 years of Henry Milord’s life, he and Henry Sibley both lived in the small village of Mendota, Minnesota, where, especially during Milord’s childhood, they enjoyed a close relationship. But when the paths of Sibley and Milord crossed in dramatic fashion in the fall of 1862, the two men had lived apart for years. During that period of separation, in 1858 Sibley ascended to the peak of his power and acclaim as Minnesota’s first governor, presiding over the affairs of the booming new state from his historic stone house in Mendota. As recounted in Rhoda Gilman’s excellent 2004 biography, Henry Hastings Sibley: Divided Heart, Sibley had occupied key positions of leadership since his arrival in Minnesota in 1834, managing the regional fur trade and representing Minnesota Territory in Congress before his term as governor. He was the most important figure in 19th century Minnesota history. As Sibley was governing the new state, Milord, favoring his Dakota heritage on his mother’s side, opted to live on the new Dakota reservation along the upper Minnesota River and was, according to his mother, “roaming with the Sioux.” Financially, Sibley was well-established from his years in the fur trade, and especially from his receipt of substantial sums (at the Dakotas’ expense) as proceeds from 1851 treaties. 1 Milord proba bly quickly spe nt all of the far more modest benefit from an earlier treaty to which he, as a mixed-blood Dakota, was entitled.

Kuhn ABSTRACT The U.S.-Dakota War of 1862 resulted in the deaths of more than 500 Minnesota settlers, the expulsion of the Dakota people from their homeland, and the largest mass execution in U.S. history. For more than a century, white Minnesotans declared themselves innocent victims of Indian brutality and actively remembered this war by erecting monuments, preserving historic landscapes, publishing first-person narratives, and hosting anniversary celebrations. However, as the centennial anniversary approached, new awareness for the sufferings of the Dakota both before and after the war prompted retellings of the traditional story that gave the status of victimhood to the Dakota as well as the white settlers.

    Draft—Do not cite without permission of the author Chapter I: The Contradictions of American Democracy in the Antebellum Years: The Inadequacy of the Constitution; The Rise of the Anti-Slavery and Woman’s Rights Movements Between 1815 and 1860, the new nation consolidated its identity and expanded its boundaries.1 This was a time of economic growth and internal improvements.2 The antebellum era witnessed a “transformation” of the private law of torts, contracts, property, and commercial law that has been said to have unleashed “emergent entrepreneurial and commercial groups to win a disproportionate share of wealth and power in American society,” all in the name of promoting economic growth.3 These years also witnessed significant democratization of the American polity. Even though the new nation’s charter incorporated the revolutionary principle of “popular sovereignty” or the consent of the governed, its political structures and practices had been designed to be far from democratic in the beginning.4 After 1815, however, the spreading trend in the states toward universal white adult male suffrage accelerated significantly, culminating with the election of Andrew Jackson in 1828.5 The people and party operatives who put this man of humble origins into the White House poured into Washington D.C. for his inauguration. “Never before had an American ceremony of state turned into such a democratic and charismatic spectacle.”6 From the perspective of divisions between the social classes, Jacksonianism represented important gains for egalitarian thinking in politics.7 The subsequent decades before the Civil War saw a flowering of reform ferment in the United States.

His travels to the US caught the eye of potential sponsors, including the Dakota’s Lowell Pickett, and with some wrangling with state department redtape, this amazing musician found himself in Minnesota. Over the past few years, Nachito’s nearly monthly performances at the Dakota have saluted the music of Earth, Wind and Fire and Duke Ellington, as well as the folk traditions of his homeland.
