The table below identifies activity-specific Best Management Practices (BMPs) and Pollution Prevention Methods (PPMs) that are appropriate to prevent or mitigate pollution generated from the subject activity. These are the minimum designated BMPs and PPMs that must be implemented to eliminate prohibited discharges and limit impact on water quality to the maximum extent practicable. Below the matrix and following each BMP and PPM, is a listing of suggested implementation strategies to consider that may help achieve compliance with the minimum designated BMPs/PPMs. However, please be aware that satisfaction of these strategies by themselves does not necessarily guarantee compliance with the minimum designated BMPs/PPMs. Additional actions and efforts may be needed to fully achieve compliance with the minimum designated BMPs/PPMs. The “Other Tips & Techniques” Section provides additional items to consider that promote pollution prevention, conservation and good house keeping ideas that ultimately benefit water quality and our environment.

IC 9. Outdoor Loading & Unloading 1 of Laguna Niguel of Materials Suggested Implementation Strategies for Minimum Designated Best Management Practices (BMPs)

1. Prevent materials, products and other pollutants associated with loading and unloading activities from entering the streets, gutters, storm drains, or natural watercourses.

A. Use sweeping and pick-up methods or vacuum to clean loading areas, including parking lots, streets & gutters. Do not wash materials into the , gutters or storm drains. B. If pressure washing, use a collection device that enables collection of wash water and associated solids. Use a pump, wet vacuum or similarly effective device to collect runoff and loose materials. C. Clean oily spots with absorbent materials. Do not allow discharges to enter the street, gutters or storm drains. D. Dispose of collected runoff and solids properly. E. Avoid placing loading/unloading areas near storm drain inlets. F. Park vehicles and conduct loading/unloading only in designated loading/unloading areas so that spills or leaks can be contained. G. Use drip pans underneath hose and connections and other leak-prone spots during liquid transfer operations, and when making and breaking connections.

2. Provide employee & contractor training.

A. Educate and train employees and contractors on the required BMPs, storm water discharge prohibitions, and wastewater requirements. B. Educate and train employees and contractors on site-specific facilities such as locations of streets, gutters, storm drain inlets, v- and other drainage courses. C. Train employees on proper spill containment and cleanup methods.

3. Properly maintain fleet of vehicles and equipment.

A. Conduct regular inspections of vehicles and equipment for fluid leaks and malfunctions. B. Ensure all vehicles and equipment are in good working order. C. Promptly repair and clean up any fluid leaks from vehicles and equipment.

Suggested Implementation Strategies for Minimum Designated Pollution Prevention Methods (PPMs)

1. Keep loading & unloading areas free of trash & debris.

A. Do not hose out dumpsters or fill them with liquid . B. Regularly inspect, repair, and/or replace dumpsters.

IC 9. Outdoor Loading & Unloading 2 City of Laguna Niguel of Materials C. Properly dispose of any trash, litter and other debris that may have accumulated around the loading area, , landscape planters or other parts of the site to prevent them from entering the streets, gutters and storm drains.

Other Beneficial Tips & Techniques

1. Properly design loading/unloading areas to prevent storm water runon, runoff of spills, etc.

A. Grade and/or berm the area to prevent runon. B. Position roof downspouts to direct away from the area. C. Grade and/or berm the loading/unloading area to a drain that is connected to a dead- end. D. The area where truck transfers take place should be paved. If the liquid is reactive with the asphalt, Portland cement should be used to pave the area.

2. Reduce exposure of materials to rain.

A. Cover the loading/unloading areas. B. If a cover is unfeasible, use overhangs, seals or door skirts to enclose areas.

3. Pollution Prevention.

A. Consider pollution prevention measures at all times for improving pollution control. Implementation of pollution prevention measures may reduce or eliminate the need to implement other more costly or complicated procedures.

The following pollution prevention principles apply to most industries: • Affirmative Procurement - Use alternative, safer, or recycled products. • Redirect storm water flows away from areas of concern. • Reduce use of water or use dry methods. • Reduce storm water flow across facility site. • Recycle and reuse waste products and waste flows. • Move or cover potential pollution from storm water contact. • Provide on-going employee training in pollution prevention.
