The Committee met, pursuant to notice, at 10:40 a.m. in room 2172, Rayburn House Office Building, Hon. Henry J. Hyde (Chair- man of the Committee) presiding. Chairman HYDE. The Balkans area has been a region of tremen- dous concern since the early 1900s. In subsequent years the atten- tion of the United States has been diverted to other geostrategic priorities. However, 2005 is an exceptionally important year for the people of the Balkans. U.S. officials have outlined three main objectives for United States policy in southeastern Europe: (1) integrating the region into a Europe, whole and free; (2) creating a self-sustaining peace so that NATO can eventually withdraw its military forces; and (3) ensuring that the region does not become a safe haven for orga- nized crime and terrorism. This Committee has attempted to address the continuing and un- derlying inadequacies of international policies in the Balkans through a number of hearings since I have been Chairman. We are sensitive to the situation on the ground, and we must consider how actions of the U.S. Congress are perceived in the region. However, we must continue to ask the ultimate questions about the Balkans if we are to achieve the ultimate goal, which is a region that is free, safe, and democratic. Today this Committee considers the most critical issue in the Balkans, the question of Kosovo. In 1999, NATO intervened mili- tarily in the former Yugoslavia. It is important and significant to ask why the final status of Kosovo was left undetermined at that time. The current status of Kosovo, or Kosova as it is also known, is governed by UN Security Council Resolution 1244 passed in June 1999 at the end of the Kosovo conflict. The resolution authorizes an international military and civilian presence in Kosovo, the dura- tion of which is at the discretion of the UN Security Council. The NATO-led peacekeeping force, KFOR, is charged with main- taining a secure environment while the UN mission in Kosovo, UNMIK, is given the chief role of administering Kosova on a provi- sional basis. The resolution provides for an interim period of autonomy for Kosovo of undefined length until negotiations on the future status of the province take place. In a future stage, UNMIK will oversee the transfer of authority from the interim autonomous institutions to permanent ones after Kosovo’s future status is determined. UN Security Council Resolution 1244 provides little insight into how the status issue should be resolved, saying only that it should be determined by an unspecified political process. Through the leadership of the United States Administration, in close cooperation with our European allies, the political process re- solving the status issue has been reenergized and reinvigorated over the past year. The international community will review the current situation and status of Kosovo this summer. A decision will be made about the prospects for final status negotiations, perhaps by the end of the year. The purpose of this hearing today is to assess the current situa- tion in Kosova and to consider United States Administration poli-

Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history.

    Trump and Trade Updates – April 2017 Commerce Moves to Review China’s “Nonmarket Economy” Status 4/3/17 – The Trump administration on April 3, 2017 issued a notice of initiation and request for public comment and information pertaining to whether the People’s Republic of China (PRC) should continue to be treated as a nonmarket economy (NME) country under the antidumping and countervailing duty laws. The notice in the Federal Register indicates that this inquiry is part of the Department of Commerce’s less-than-fair-value investigation of certain aluminum foil from the PRC. The notice states that the Department of Commerce has treated the PRC as an NME country in all past antidumping duty investigations and administrative reviews. Yet, under the agreement with the PRC regarding its accession to the World Trade Organization (WTO), the PRC believes that WTO members were required to begin treating it as a market economy in December 2016. The department is conducting this inquiry in order to obtain the most recent data and information available from U.S. industry, and the notice states that U.S. law allows it to review the PRC's nonmarket economy status "at any time." The timing of this notice is interesting, given that Chinese President Xi Jinping is traveling to the United States for talks later this week. And, according to this Marist Poll of New York State voters, Schumer is the odds-on favorite to win re-election. He receives the support of 63% of the state’s likely voters including early voters and those who are undecided yet leaning toward a candidate while Townsend has 35%. One percent plans to vote for someone else, and 1% is undecided. Schumer has widened his lead. When Marist last asked about this race in September, 59% of likely voters including those who were undecided yet leaning toward a candidate backed Schumer, 38% supported Townsend, and 3% were undecided. Unsuccessful wars, and, in a still greater degree, misgovernment and internal commotions were the causes of its decline.’ - Richard Alfred Davenport,’ The Life of Ali Pasha Tepelena, Vizier of Epirus’i. On the wall in front of us is a map of north-west Greece that was made by a French military geographer, Lapie, and published in Paris in 1821, although it was probably in use in the French navy for some years before that. Lapie was at the forefront of technical innovation in cartography in his time, and had studied in Switzerland, the most advanced country for cartographic science in the late eighteenth century. It is likely that it was made for military use in the Napoleonic period wars against the British. Its very existence is a product of British- French national rivalry in the Adriatic in that period. Modern cartography had many of its roots in the Napoleonic Wars period and immediately before in the Eastern Mediterranean, when intense naval competition between the British and French for control of these waters led to major scientific advances. In turn, in the eighteenth century, similar progress had been made in both countries as a result of earlier wars in the Atlantic. This map is titled ‘Chameria/Thesprotia’, and so at that time it is clear that the two traditional names for the region, Albanian and Greek, were both in common use then, not only locally but by the often classically-educated officers of a European Great Power.

  • Druhá Světová Válka Na Kosovu
    Druhá světová válka na Kosovu Jugoslávie se poté, co státním převratem v noci z 26. na 27. dubna 1941 odmítla možnost přistoupit k Paktu tří, velice brzy rozpadla jako domeček z karet. Dne 6. dubna 1941 zaútočilo na jihoslovanský stát bez vyhlášení války hitlerovské Německo. K němu se vzápětí přidala Itálie, na výsledku bleskové války se přiživily i Bulharsko a Maďarsko. Kapitulací jugoslávské armády 17. dubna 1941 mizí královská Jugoslávie z mapy Evropy. O rozdělení válečné kořisti jednali ministři zahraničí Itálie a Německa Galeazzo Ciani a Joachim von Ribbentrop na Vídeňské konferenci 22. dubna 1941. Oblasti bývalého tzv. Jižního Srbska, si podělili tak, že Metochie, Drenica, Prizrenská kotlina a západní Makedonie s centry v Debru a Struze se dostaly do italské okupační zóny. Kosovo nejprve obsadili Němci, ale po dvou měsících jeho centrální část přenechali taktéž Italům. Německo si jako výraznou surovinovou základu ponechalo oblast severního Kosova s Mitrovicí, Vučitrnem a Podujevem. V dubnu 1942 ještě z tohoto svého záboru vydělilo dolinu řeky Lim od Kosovské Mitrovice na západ (s poměrně kompaktním srbským osídlením), kterou přenechali do italského záboru. Další německý spojenec, Bulharsko, získalo kromě větší části Makedonie také východní část Kosova: díl gnjilanského okresu, Vitinu, oblast v okolí Kačaniku a také Preševo s okolím v jižním Srbsku, osídlené převážně albánským obyvatelstvem. Novým rozdělením jugoslávských oblastí obývaných albánským obyvatelstvem se tak otevřela cesta k fašistickému řešení kosovské otázky.Viz přiložená mapka. Německá část Kosova sice formálně zůstala v držení srbského protektorátu, který Němci vytvořili z centrálního Srbska, avšak moc vlády jeho Němci jmenovaného správce, armádního generála Milana Nediće,1 jehož jižní jugoslávská armáda zakončila své neslavné působení během dubnové německé ofenzívy právě na Kosovu, na toto území od počátku příliš nezasahovala.

    The People Shaping the Trump Administration Despite Running on a Pledge to ‘Drain the Swamp’ and Crack Down on Special Interests, Donald Trump Has Filled His Transition Team With Lobbyists and Others With Potential Conflicts November 16, 2016 – Donald Trump rode to the White House by raging about alleged rampant corruption in Washington and pledging to “drain the swamp.” Each of the five points in the ethics platform he issued in October focused on diminishing the influence of lobbyists.1 These included a promise to impose a five-year ban on former executive branch officials lobbying the federal government. Trump further promised to crack down on special interest-influence by expanding the definition of lobbyist to include consultants and others who trade on inside government information and expertise.2 But Trump’s nascent transition team, which will shape his administration, is swarming with lobbyists and other special interests. Many of the lobbyists are working for the transition on areas for which they currently are lobbying the federal government. Meanwhile, many of those who aren’t lobbyists appear to have potential conflicts of interest. Vice president-elect Mike Pence reportedly said on November 15 that the transition team would be purged of lobbyists, but the transition team has not made the point official.3 Even if true, that remedy would not address cases such as a defense contractor working on defense interests, or a lawyer for health care interests working on health care reform. Abstract: In recent decades Western Europe has seen a dramatic increase in the political activity of ethnic groups demanding special institutional provisions to preserve their distinct identity. This mobilization represents the relative failure of centuries of assimilationist policies among some of the oldest nation-states and an unexpected outcome for scholars of modernization and nation-building. In its wake, the phenomenon generated a significant scholarship attempting to account for this activity, much of which focused on differences in economic growth as the root cause of ethnic activism. However, some scholars find these models to be based on too short a timeframe for a rich understanding of the phenomenon or too narrowly focused on material interests at the expense of considering institutions, culture, and psychology. In response to this broader debate, this study explores fifteen ethnic groups in three countries (France, Spain, and the United Kingdom) over the last two centuries as well as factoring in changes in Western European thought and institutions more broadly, all in an attempt to build a richer understanding of ethnic mobilization. In any event, because of the short-term thinking, greed, fear, and ignorance which have plagued decision making with regard to the region by players inside it and out, the road to peace in the Balkans is paved with bad intentions. It has been long and widely forecast that the security situation in the Balkans — indeed, in South-Eastern Europe generally — would become delicate, and would fracture, during the final stages of the Albanian quest for independence for the Serbian province of Kosovo and Metohija.
