FIL4ON ADMINISTRATION INSTALLED INTO OFFICE - - - Lt. Gov. Swears In 16 Cabinet Ministers Premier and 15 Manitoba Progressive Conservative M.L.A.s were sworn in May 9 as members of the new administration's Executive Council. During the swearing -in ceremony, conducted by Lieutenant-Governor George Johnson, Premier Filmon said there are few experiences in life more humbling than being called to serve as a member of the Executive Council. "But it is also a responsibilty," he said, "and one which cannot be taken lightly. It is a responsibility that is about much more than just good bookkeeping. It is about providing a legacy for our children." Filmon said his government is taking office at a challenging time in the province's history and he renewed his commitment to building an open and responsible administration. GARY ALBERT FTLMON, President of the Executive Council Minister of Federal-Provincial Relations; Chairman of the Treasury Board; MLA for Tuxedo.

A former Manitoba cabinet minister and City of Winnipeg councillor, Gary A. Filmon served as opposition leader in the past two Legislative Assemblies.

A registered professional engineer, Mr. Filmon was first elected to the Manitoba Legislature as a government member in the River Heights by-election of October 1979. The following month he was appointed Legislative Assistant to the Minister of Finance and Energy and Mines until January 1981 when he was sworn into the provincial cabinet. He became Minister of Consumer and Corporate Affairs and Environment, and assumed responsibility for the Manitoba Housing and Renewal Corporation.

He was re-elected in 1981 and 1986 as the Member of the Legislative Assembly for Tuxedo and has been leader of the Manitoba Progressive Conservative Party since December 1983.

A native of Winnipeg, he obtained his early education at four North Winnipeg schools: Margaret Scott, Faraday, St. John's and Sisler. He then attended the , graduating with a Bachelor of Science degree (civil engineering) in 1964. Following post-graduate work he won his master's degree in civil engineering in 1967.

He served as a consulting engineer for five years with Underwood McLellan Ltd., and for the next 11 years was president of Success/Angus Commercial College.

For four years, starting in 1975, he was a Winnipeg city councillor, serving as chairman of the Committee on Works and Operations, as member of the Executive Policy Committee, and as a member of the city's official delegation to the provincial government. He also served as chairman of the Ass iniboine Park-Fort Garry Committee.

Among his community activities, he has served as president of the University of Manitoba Alumni Association, president of the Association of Canadian Career Colleges, member of the Senate of the University of Manitoba, director of the Administrative Management Society, director of the Winnipeg Jets Hockey Club and director of the Red River Exhibition board.

Jim Downey, 46, was born in Melita and has been farming in the area for over 20 years. In 1971, he founded the Melita Auction Mart ltd., salich he operated until September of 1977.

First elected to the Manitoba Legislature in 1977, he was Minister of Agriculture and a member of the Treasury Board and Provincial Land Use Committee in the government from 1977 to 1981. He has also served as Opposition chief critic for Agriculture, Municipal Affairs, A.E. McKenzie Seeds and Native Affairs, and as deputy critic for Crown Investments and Natural Resources.

He was awarded the President's Medal on completion of a Diploma Course in Agriculture at the University of Manitoba and later graduated from the Western College of Autioneering in Billings, Montana. A director of the Manitoba Stock Growers Association and the Manitoba Beef Growers Association, he has also been active in community affairs, is a member of the Royal Canadian Legion and a past member of the Melita Toastmasters.

DCNALD WARDER ORCHARD - Minister of Health, MLA for Pembina

Don Orchard, a Miami district farmer, has represented Pembina constituency in the Legislature since 1977. In the past Legislature, he was Progressive Conservative critic for Health, Communications, Manitoba Telephone System and Manitoba Data Services. He has also served as deputy leader of the party and deputy critic for Consumer and Corporate Affairs.

During the 1977-81 Progressive Conservative government, he served as Legislative Assistant to the Minister of Education until he was appointed Minister of Highways and Transportation in 1979. He was also Minister responsible for the Manitoba Telephone System and Manitoba Data Services. He was chairman of the Road and Transportation Association of Canada, chairman of the Council of Ministers responsible for Transportation and Highway Safety, and chairman of the Provincial Land Use Committee. He was active on a number of cabinet sub-committees, from Indian Land Claims to Economic Development.

He was born in Miami, Manitoba, and farms in the area. He was educated at the University of Manitoba, graduating with a B.S.A. degree in Agriculture Economics in 1968. He then served five years in Regina and Edbonton as area sales manager for Simplot Chemicals.

He returned to Miami in 1973, served six months as a consultant for the International Joint Commission for the Study of the Pembina Dam System. He purchased farmland in the district, and while farming also instructed farm business management courses. He has been a director of the Miami Agricultural Board and was secretary 1976-77 of the Miami Consumers Co-op Board.

ALBERT DRIEDGER Minister of Highways and Transportation; Minister of Government Services, MLA for Emerson

First elected to the Manitoba Legislature in 1977 and re-elected in 1981 and 1986, he has served as chief critic for Natural Resources, the Manitoba Public Insurance Corporation and deputy critic for Government Services, Natural Resources and Business Development and Tourism.

During the Prdgressive Conservative government of , Mt. Driedger was chairman of the Committee of Supply for two years and served as Legislative Assistant to the Minister of Natural Resources.

Prior to his election in 1977, he was Reeve of the Rural Municipality of Hanover for five years and studied Agriculture at the University of Manitoba.

A resident of Grunthal, vbere he has been a real estate brdker and beef farmer, he is also past president of the Grunthal Chamber of Commerce and the Grunthal Sports Association and a former minor hockey league coach.

Albert and Mary Driedger have four children, and three grandchildren.

CLAYTON SIDNEY MANNESS, Minister of Finance; Minister responsible for the Crown Corporations Accountability Act; Minister responsible for Manitoba Data Services Act, MLA for Morris.

A resident of Dcmain, Manitoba, virtually all his life, Clayton Manness has farmed in the area since 1968 and holds an M. Sc. degree in Agricultural Economics fran the University of Manitoba.

He has worked primarily in the areas of agricultural marketing, research and transportation for the Manitoba Department of Agriculture, the Canada Grains Council and the Cargill Grain Company.

Mt. Manness is a former board member of the Manitoba Marketing Council, a former member of the Western Grain Standard Committee and a member of the Canada Grains Council Committee on grading.

First elected to the Manitoba Legislature in 1981, be has served as chief critic for Finance and deputy critic for Energy and Mines and Education.

Active in community work, farm associations, his local church, the Agri-business sector and local recreation, he has also coached boys' baseball and hockey for many years.

Clayton and Cheryl Manness have four children.

CHARLOTTE LOUISE OLESON, Minister of Community Services; Minister of Employment Services and Economic Security; Minister responsible for the Status of Women; MLA for Gladstone.

Charlotte Oleson was first elected to the Manitoba Legislature in November, 1981, as MLA for Gladstone and has served as chief critic for Employment Services and Economic Security, and deputy critic for Natural Resources. She also has been deputy critic for Municipal and Northern Affairs, and Environment, Workplace Safety and Health.

Active in community affairs both as a volunteer and as an elected mother of the Council of the Village of Glenboro, she served as deputy mayor and was chairman of Finance and vice-chairman of the Fire Department.

She also served as vice-chairman of the Cypress Planning Board and was involved in drafting that district's development plan.

Mrs. Oleson served on the board of the Western Manitoba Regional Library and was a director of the Manitoba Library Trustees Association. She was a member of the Manitoba Human Rights Commission and is secretary-treasurer of the Glenboro and Area Historical Society.

Charlotte and Stan Oleson have three sons and two grandchildren.

JAMES GLEN CUMMINS, Deputy Premier; Minister of Municipal Affairs; Minister responible for the Manitoba Public Insurance Corporation Act; Minister responsible for the Jobs Fund; MLA for Ste. Rose.

Glen Cummings was first elected to the Manitoba Legislature in 1986. He served as the chief critic for Highways and Transportation, for Manitoba Public Insurance Corporation and deputy critic for Agriculture and for Government Services.

He was chairman of the board in the Beautiful Plains School Division for five years and a trustee for seven years. He also served as director and chairman of the Beautiful Plains Agricultural Society for 12 years.

Mr. Cummings has farmed for more than 25 years and is currently running a hog finishing and grain operation.

He has also contributed to his community by serving on the executive of the original YelloWhead Recreational Centre and as a rural fundraiser for the Centre. He was a volunteer basketball coach at Brodkdale Collegiate, was a livestock judge at local fairs, and has given clinics to 4-H clubs.

Glen and his wife Heather have one son and one daughter.

Jim McCrae was first elected to the Manitoba Legislature in 1986 and has been the deputy leader of the Progressive Conservative Party, chief critic for Labor and deputy critic for Employment Services and Economic Security.

Prior to his election in 1986 he was a Brandon city alderman and a court reporter for the Attorney-General in Brandon. As a city alderman, he was a member of the Civic Pensions Committee and the Special Transit Review Committee. Mr. McCrae is also a former director of several organizations including the Provincial Exhibition of Manitoba, Keystone Centre and the Brandon Kinsmen Club.

From 1975 to 1982 he was engaged in freelance reporting for various federal government agencies such as the National Energy Board, the CRTC, Restrictive Trade Practices Commission, Post Office Administrative Boards as well as the Ontario Municipal Board. He was also a Hansard reporter at the House of Commons in Ottawa and worked at press conferences under former Prime Ministers Trudeau and Clark.

EDWARD JAMES CONNERY, Minister of Labor; Minister of Environment, Workplace Safety and Health; Minister responsible for the Workers Compensation Act; Minister responsible for the Civil Service Act, the Civil Service Superannuation Act, Civil Service Special Supplementary Severance Benefit Act and Public Servants Insurance Act; MLA for Portage la Prairie

First elected to the Legislature in 1986 as M.L.A. for Portage la Prairie, Ed Connery has been an active member of the Progressive Conservative Party since moving there in 1960. He was president of the provincial Progressive Conservative Association and a director of the federal Progressive Conservative Association.

He has served as Opposition chief critic for Business Development and Tourism and for Workers Compensation Board, and deputy critic for Industry, Trade and Technology.

As well as owning a successful family farm operation, he has been a major innovator and leader in the vegetable industry in Manitoba. He has developed bulk storage and handling techniques for vegetables that have been adopted within the industry.

Mr. Connery was a director and president of the Vegetable Growers Association of Manitoba. He was chairman of the Manitoba Vegetable Growers Marketing Board 1982-84 and chairman of the Manitoba Root Crop Marketing Board 1972-82. As well, he became vice-president of the Manitoba Vegetable Producers' Marketing Board 1982-84. He was a director and president of the Canadian Horticultural Council, and is vice-president of Portage Community Cablevision Ltd.

Ed Connery and his wife, Beverley, have three sons, one daughter and four grandchildren.

Jim Ernst was elected to the Manitoba Legislature in 1986 and has served as chief critic for Housing, Manitoba Development Corporation, Lotteries and Urban Affairs and deputy critic for Culture, Heritage and Recreation and Finance.

Prior to 1986 he was deputy mayor of Winnipeg and was involved with civic politics for 13 years. He also served as a national director of the Federation of Canadian Municipalities.

Mr. Ernst is president of Ernst, Liddle and Wolfe Ltd., real estate and insurance brokers; and of Erlow Holdings Ltd., and vice-president of Administered Acceptance Corporation, Niakwa Investments Ltd., and Northwestern Construction Co. Ltd.

He is a member of the Winnipeg Chamber of Commerce and a board member of Youth EMployment Service Inc.

GLEN MARSHALL FINDLAY, Minister of Agriculture; Minister responsible for the Manitoba Telephone Act; MLA for Virden

Glen Findlay was first elected to the Manitoba Legislature in 1986 as M.L.A. for Virden. He has served as Progressive Conservative chief critic for Agriculture, and deputy critic for Environment and Workplace Safety and Health.

Mr. Findlay has an extensive agricultural background and is currently a grain and cattle farmer at Shoal Lake.

After completing his Master's degree at the University of Manitoba, he received his Doctorate from the University of Illinois. He continued with post-doctorate research through a National Research Council of Canada fellowship and was a professor with the Faculty of Agriculture, University of Manitoba.

He is a member of the Manitoba Institute of Agrologists and has served on the provincial council. He was vice-chairman and later acting chairman of the Natural Products Marketing Council.

He is currently a producer nether of the Grain Standard Committee of the Canadian Grain Commission and is a member of several farm organizations such as Manitoba Canola Growers, Western Canada Flax Growers and Keystone Agricultural Producers.

Glen Findlay and his wife, Kay, have four children and three grandchildren.

LEONARD EERKACR, Minister of Education, MLA for Roblin-Russell

Len Derkach is a former Manitoba school teacher and currently farms seven miles northeast of the town of Bissell.

Although he retired from teaching in 1977, he remains active within the educational system.

He was a trustee and chairman of the local school board from 1979 to 1985 and fram 1976 to 1985 served on the Bassburn Credit Union Board.

Mt. Derkach was elected to the Legislature in 1986 and has been critic for Northern Affairs, Crown Corporations and the Jobs Fund, and deputy critic for Education and Northern Affairs.

Len and Margie Derkach have three sons.

GERALD DUCHARME, Minister of Urban Affairs; Minister of Housing; MIA for Riel

Gerry Ducharme was first elected to the Manitoba Legislature in 1986 as M.L.A. for Riel. In the past Legislature, he was chief Opposition critic for Consumer and Corporate Affairs, for Sport, and deputy critic for Urban Affairs.

A city councillor for Seine Valley Ward from 1980 to 1986, he was chairman of the Executive Policy Committee, secretary-treasurer of the Winnipeg Convention Centre Board, and councillors' representative on the Board of Commissioners.

As well as sitting on numerous committees and boards, he also served as chairman of the Winnipeg Police Commission (1982-83), as a member on the Finance Committee and the Rivers and Streams Committee (1980-81), and as chairman of the Finance Committee and the Negotiation Committee (1979-80).

Mr. Ducharme founded Ducharme Agencies in 1959, an Autopac, insurance and real estate business in St. Vital. He is a past director of the Manitoba Insurance Agents Association and is a member of the Winnipeg Real Estate Board.

Bonnie Mitchelson was first elected to the Manitoba Legislature in 1986 as M.L.A. for Rimer East. She has long been active in provincial election campaigns and has served municipally as a campaign chairman.

In the past Legislature she was Progressive Conservative chief critic for Urban Affairs and deputy critic for Health.

She received her education in the north end of Winnipeg and graduated as a registered nurse from the Health Sciences Centre in 1968.

She is on the board of directors of the Manitoba Heart Foundation and has been a fund-raiser for the Cancer Foundation, the Kidney Foundation and the Salvation Army. She is also a member of the Gateway Community Club.

JOHN (JACK) PENNER, Minister of Natural Resources, Minister responsible for the Natural Resources Development Act, MLA for Rhineland

A Halbstadt farmer who has played a leading role in major agricultural organizations, Jack Penner is the new Member of the Legislative Assembly for Rhineland.

Mr. Penner is past president of the Keystone Agricultural Producers with Whom he worked to influence the development of policies to diversify western Canadian agriculture.

He is also past president of several other organizations including the Lisgar Progressive Conservative Association, the Rhineland Pioneer Centre, the Rhineland Agriculture Society, the Halbstadt Marais Water Co-pp, Letellier Pool Elevator Association, and the Halbstadt 41 Sugar Beet Club.

He was a director for the Manitoba National P.C. Association and has served on the Sun Valley Co-op board and the Houston School Division school board.

He is a meniber of the Manitoba Beet Growers Association and an executive member of the Canadian Federation of Agriculture.

Jack Penner and his wife, Dora, have three sons and one daughter.

HAROLD JOHAN NEUFELD, Minister of Energy and Mines; Minister responsible for the Natural Gas Supply Act; Minister responsible for the Manitoba Hydro Act; Minister rsponsible for Seniors; MLA for Rossmere.

Harold Neufeld is a long-time resident of the Rossmere constituency, is a Chartered Accountant and a partner with Thorne Ernst and Whinney.

He has served on numerous committees with the Institute of Chartered Accountants of Manitoba, on the Board of Governors of the Canadian Ins itute of Chartered Accountants and as president of the Manitoba Institute of Chartered Accountants.

Mr. Neufeld has been active in many community groups including the East Kildonan Lions Club, Fist Kildonan Kiwanis Club, treasurer of the Bronx Park Community Club, treasurer of the East Kildonan Scholarship Foundation, treasurer and President of the Rossmerre Golf and Country Club, treasurer of the Elmwood-Kildonan YMCA, treasurer of Cardiac Reh-fit Centre, and a member of the German-Canadian Business Professional Association of Manitoba.

Harold Neufeld and his wife Verdeen have two daughters.
