Gov. Swears In 16 Cabinet Ministers Premier Gary Filmon and 15 Manitoba Progressive Conservative M.L.A.s were sworn in May 9 as members of the new administration's Executive Council. During the swearing -in ceremony, conducted by Lieutenant-Governor George Johnson, Premier Filmon said there are few experiences in life more humbling than being called to serve as a member of the Executive Council. "But it is also a responsibilty," he said, "and one which cannot be taken lightly. It is a responsibility that is about much more than just good bookkeeping. It is about providing a legacy for our children." Filmon said his government is taking office at a challenging time in the province's history and he renewed his commitment to building an open and responsible administration. A former Manitoba cabinet minister and City of Winnipeg councillor, Gary A. Filmon served as opposition leader in the past two Legislative Assemblies. A registered professional engineer, Mr. Filmon was first elected to the Manitoba Legislature as a government member in the River Heights by-election of October 1979. The following month he was appointed Legislative Assistant to the Minister of Finance and Energy and Mines until January 1981 when he was sworn into the provincial cabinet. He became Minister of Consumer and Corporate Affairs and Environment, and assumed responsibility for the Manitoba Housing and Renewal Corporation. He was re-elected in 1981 and 1986 as the Member of the Legislative Assembly for Tuxedo and has been leader of the Manitoba Progressive Conservative Party since December 1983. A native of Winnipeg, he obtained his early education at four North Winnipeg schools: Margaret Scott, Faraday, St. John's and Sisler. He then attended the University of Manitoba, graduating with a Bachelor of Science degree (civil engineering) in 1964. Following post-graduate work he won his master's degree in civil engineering in 1967. He served as a consulting engineer for five years with Underwood McLellan Ltd., and for the next 11 years was president of Success/Angus Commercial College. For four years, starting in 1975, he was a Winnipeg city councillor, serving as chairman of the Committee on Works and Operations, as member of the Executive Policy Committee, and as a member of the city's official delegation to the provincial government. He also served as chairman of the Ass iniboine Park-Fort Garry Committee. Among his community activities, he has served as president of the University of Manitoba Alumni Association, president of the Association of Canadian Career Colleges, member of the Senate of the University of Manitoba, director of the Administrative Management Society, director of the Winnipeg Jets Hockey Club and director of the Red River Exhibition board. First elected to the Manitoba Legislature in 1977, he was Minister of Agriculture and a member of the Treasury Board and Provincial Land Use Committee in the government from 1977 to 1981.
