Daya Krishan: Will the Chief Minister be pleased to state the number of Punjab domiciled Public Servants in the service of the Haryana Government on 1st march, 1967? Rao Birendra Singh: 6174. Sh. Fateh Chand Vij: Will the Chief Minister be pleased to state – (a) whether a Police Commission was appointed by the Government of the erstwhile Punjab State and the said Commission made a number of recommendations; (b) whether any recommendations out of these mentioned in part (a) above have so far been accepted and implemented; if so, the details thereof; if not, the reasons for not doing so? Rao Birendra Singh: (a) Yes. (b) Yes, a statement is laid on the Table of the House. STATEMENT A Police Commission was appointed and the recommendations made by it were submitted to the erstwhile Punjab Government on 17th May, 1962. Following recommendations made by the Punjab Police Commission have so far been accepted and implemented :- (i) Revision of Pay-Scales The pay-scales of Constables/Head Constables and Assistant Sub-Inspectors of Police have been revised as under with effect from 1st October, 1962 :- Rank Old scale of pay New scale of pay Constable Time scale Rs. 45-1- Rs. 125-125-125-128/1-150, 60. Section grade inclusive of dearness and Rs. 50-1-60/2-80 temporary allowance to be reached in 5 years time with effect from 1st October, 1962 by giving an ad hoc increment of Rs. 20 per mensem during the 1st year and Rs. 7.50 per mensem during each of the succeeding four years. Head Rs. 60-3-90 Rs. 150-3-165/3-180, inclusive of Constable dearness and temporary allowance to be reached in 5 years time with effect from 1st October, 1962 by giving an ad hoc increment of Rs. 20per mensem for the first year and Rs. 7.50 per mensem during each of succeeding four years. Assistant Rs. 80-4-100/5-120 Rs. 160-5-200 inclusive of Sub dearness and temporary Inspector allowance to be reached in 5 years time with effect from 1st October, 1962 by giving an ad hoc increment of Rs. 20 per mensem for the first year and Rs. 5 per mensem during each of the succeeding years. The Sub-Inspectgors wre sanctioned and ad-hoc increment of rs. 25 per month each in their existing pay with effect from 1st October, 1962 till the decision of the splitting of this rank into three classes viz., A.,B. and C. and the abolition of the rank of Inspector as recommended by the Punjab Police Commission is taken. (ii) Ration Allowance The rate of ration allowance of the PAP now HAP personnel posted on the Indo-Pak Border has been revised from Rs. 20 to Rs. 35 per month. (iii) Conveyance Allowance The rates of Conveyance Allowance of Inspectors, Sub-Inspectors and Assistant Sub-Inspectors have been revised by Government with effect from 1st January, 1963, as under :- Rank Old Rates New rates Plains Hills Inspectors Rs. 67.50 per Rs. 75 per Rs. 75 per month month month Sub-Inspectors Rs. 67.50 per Rs. 75 per Rs. 75 per month month month Assistant Sub- Rs. 37.50 per Rs. 50 per Rs. 60 per Inspector month month month The Government have also revised the rate of motor cycle allowance in lieu of Pony/Horse allowance on Inspectors, Sub-Inspectors posted in towns at the rate of Rs. 40 per month. (iv) Travelling Allowance and Daily Allowance The Sub-Inspectors, Assistant Sub-Inspectors, Head Constables and Constables have been granted the same rate: of T.A.
