Wartime Training at Canadian Universities during the Second World War Anne Millar Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the Doctorate of Philosophy degree in history Department of History Faculty of Arts University of Ottawa © Anne Millar, Ottawa, Canada, 2015 ii Abstract This dissertation provides an account of the contributions of Canadian universities to the Second World War. It examines the deliberations and negotiations of university, government, and military officials on how best to utilize and direct the resources of Canadian institutions of higher learning towards the prosecution of the war and postwar reconstruction. During the Second World War, university leaders worked with the Dominion Government and high-ranking military officials to establish comprehensive training programs on campuses across the country. These programs were designed to produce service personnel, provide skilled labour for essential war and civilian industries, impart specialized and technical knowledge to enlisted service members, and educate returning veterans. University administrators actively participated in the formation and expansion of these training initiatives and lobbied the government for adequate funding to ensure the success of their efforts. This study shows that university heads, deans, and prominent faculty members eagerly collaborated with both the government and the military to ensure that their institutions’ material and human resources were best directed in support of the war effort and that, in contrast to the First World War, skilled graduates would not be heedlessly wasted. At the center of these negotiations was the National Conference of Canadian Universities, a body consisting of heads of universities and colleges from across the country. -

MARCEL CADIEUX, the DEPARTMENT of EXTERNAL AFFAIRS, and CANADIAN INTERNATIONAL RELATIONS: 1941-1970 by Brendan Kelly A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of History University of Toronto © Copyright by Brendan Kelly 2016 ii Marcel Cadieux, the Department of External Affairs, and Canadian International Relations: 1941-1970 Brendan Kelly Doctor of Philosophy Department of History University of Toronto 2016 Abstract Between 1941 and 1970, Marcel Cadieux (1915-1981) was one of the most important diplomats to serve in the Canadian Department of External Affairs (DEA). A lawyer by trade and Montreal working class by background, Cadieux held most of the important jobs in the department, from personnel officer to legal adviser to under-secretary. Influential as Cadieux’s career was in these years, it has never received a comprehensive treatment, despite the fact that his two most important predecessors as under-secretary, O.D. Skelton and Norman Robertson, have both been the subject of full-length studies. This omission is all the more glaring since an appraisal of Cadieux’s career from 1941 to 1970 sheds new light on the Canadian diplomatic profession, on the DEA, and on some of the defining issues in post-war Canadian international relations, particularly the Canada-Quebec-France triangle of the 1960s. A staunch federalist, Cadieux believed that French Canadians could and should find a place in Ottawa and in the wider world beyond Quebec. This thesis examines Cadieux’s career and argues that it was defined by three key themes: his anti-communism, his French-Canadian nationalism, and his belief in his work as both a diplomat and a civil servant. -

Reacting to the medium’s growing significance, members of the Canadian Broadcasting Corporation (CBC) accepted that they had a wartime responsibility to maintain civilian morale. The CBC thus unequivocally supported the national cause throughout all levels of its organization. Its senior administrations and programmers directed the CBC’s efforts to aid the Canadian war effort. -

2010 – Following a global recession, St. Thomas has lost many jobs related to the automotive sector. The Ford Motor Company in Talbotville is scheduled to close in 2011. But with a skilled workforce, vacant industrial sites, and a superior transportation system, St. Thomas has the potential to accommodate innovative green energy jobs. The manufacture of solar panels and wind turbines (at the right) are possibilities. 2010 - The Elgin County Courthouse, built in 1854, is to receive a $100 million renovation and will house the consolidated Superior Court of Justice and the Ontario Court of Justice. The Canada Southern Station of 1872 is undergoing restoration and is home to the North American Railway Hall of Fame whose mandate is the conservation and remembrance of railway history. St. Thomas is melding its past and present to create its future. 28 May 2008 - Alma College, long a symbol of St. Thomas and an ever-present historic presence in the community, is burned down by two arsonists. It is greatly mourned by citizens of the city. 28 June 1985 - A statue of Jumbo the Elephant is erected in St. Thomas on the centennial of his death. It remains a major symbol of St. Thomas. 2 July 1979 - Joe Thornton is born in a 10 January 1997 - George London hospital. He will grow up in St. Thorman, prominent chronicler of Thomas and will attend Central Elgin local history and educator, dies in St. Collegiate Institute. He is currently a Thomas. He moved here from British celebrated hockey player. He was chosen Columbia in 1939 and taught for many first overall in the 1997 NHL Draft, years. -

The school acts of 1841 and 1843 outlined the basic arrangements by which either a Roman Catholic or a Protestant minority might establish a dissenting separate school board. Since the School Act of 1863 (usually referred to as the Scott Act), the separate school question has focused on two major issues: (1) the appropriate division of tax monies between the public and separate school systems; and (2) the involvement of separate schools in secondary education. The Tiny Township legal case of 1926-1928 resolved that Roman Catholic separate schools had no automatic constitutional right to offer the full range of secondary education. Subsequent Roman Catholic campaigns for full funding of secondary education have taken a political rather than legal route. Polling Before Gallup: Early Developments in the Canadian Polling Industry Christopher Adams, St. Paul’s College, University of Manitoba1 May 22, 2017 Abstract This conference paper provides an overview of early developments relating to the polling industry in Canada prior to the arrival of the American pollster George Gallup’s “Gallup Poll” which first began appearing in Canadian newspapers in 1941. In particular, the paper provides: 1) an overview of the early use in Canada of survey research techniques, 2) how government agencies and academics were involved in collecting and processing quantitative data and relating to Canadian attitudes and behaviours, and, 3) how the private sector, including advertising agencies and market research firms, were developing ways to conduct public opinion research relating to consumers and media, including newspapers and radio. Together these activities provided a foundation for what would become a fully developed polling industry in Canada. Introduction There is a mistaken notion among those who write about early developments in the Canadian polling industry that it began as an American import in the early 1940s when George Gallup and Saul Rae established the Canadian Institute of Public Opinion (CIPO). In his journalistic account of the industry’s history in Canada, Clair Hoy asserted it was after Gallup’s entry on the national scene that Canadian “polling had suddenly advanced from the days of straw polls.”2 While this may have been partly true about media stories based on surveys on public issues,3 it is certainly not true that survey research and the use of other forms of quantitative analysis had not been used prior to this time to assess Canadian attitudes and behaviours. -

Her book, Where Angels Fear to Tread, written in and self- published in from her home in the rectory of St. John’s Episcopalian Church in Jamaica Plain, Boston, raised considerable controversy when it first appeared. Mrs. Campbell’s fascinating entan- glement with the law spanned fourteen years. It began in , when she first came across an unsigned copy of her mother’s will while sort- ing through musty family trunks. The saga peaked in , when Mrs. Campbell appeared on her own behalf to argue her case in front of the Judicial Committee of the Privy Council in London. The legal battle finally ended in , when the Ontario Court of Appeal issued its last decision on the matter of costs relating to the complex web of litiga- tion spawned by Mrs. Campbell’s inheritance. The story that Mrs. Campbell tells is extraordinary, and not only because she appears to have been the first woman to argue in front of the Law Lords at the Privy Council. Mrs. Campbell’s description of the barriers she surmounted before emerging victorious in England unveils the intricate, multilayered world of overlapping intrigue and influence that constituted the early-twentieth-century Ontario legal system. From her unique vantage point as both an insider and an out- sider, she comments on the actions of lawyers and judges with acuity and perspicacity. Others might have thought as she did. -
