The mission of the Kings County Administrator's Office is to provide recommendations and support to the Board of Supervisors. The following guidelines are the foundation of our mission:

 Provide leadership and accountability to the Board and the citizens of Kings County in the administration of County programs and services.  Develop and support a County management team which maintains the highest professional and ethical standards.  Facilitate collaboration among the County staff and other jurisdictions by providing an organizational environment that rewards innovation and excellence, and recognizes, respects, and involves our citizens.  Locate and use local, regional, state and federal resources to support, engage and advocate for Kings County commodities, businesses, services, citizens and employees.

 Supply the Board of Supervisors with informed recommendations, analyses, and forecasts for their weekly consideration and action.

 Work with County Departments to prepare the Annual County Budget and perform prudent oversight of its implementation to ensure the fiscal soundness and long-term stability of the County's finances.

ABOUT THE POSITION The County Administrative Officer is responsible for managing the day-to-day operations of the County on behalf of the Board of Supervisors. Appointed by, and serving at the pleasure of the Board, the County Administrative Officer oversees and coordinates the operation of all County departments and a work force of some 1500 employees. Additionally, the County Administrative Officer interprets, administers, and enforces the broad policies established by the Board of Supervisors, administers the County's budget and is responsible for developing long range financial plans and maintaining the financial viability of the County. The County Administrative Officer represents the County and the Board with other governmental agencies.

ISSUES FACING KINGS COUNTY The successful candidate will face many of the problems common to California counties including providing mandated services to an expanding number of clients with diminishing resources, jail overcrowding, environmental concerns, new regulations, and balancing city and county development. The Naval Air Station at Lemoore is scheduled to expand dramatically due to the rollout of the Joint Strike Fighter and realignment of FA-18 Squadrons. Kings County is poised for significant growth and must balance this development with the needs of the agricultural industry, the backbone of the local economy. With the leadership of the Board of Supervisors and an excellent management team, a solid foundation has been established by aggressive investments in automation and program innovations. These, combined with the vision of a strong administrator, will lead the County successfully into the next decade.

The ideal candidate for this position should posses a Bachelor's degree in business, public administration, or a related field and at least five years of progressively responsible executive level local government management experience. Experience as a County Administrator or City Manager or Assistant/Deputy County Administrator, or Assistant City Manager in a large agency would typically provide an individual with the knowledge and abilities required for this position. The Board of Supervisors is seeking a candidate who:

 Has a thorough understanding of the financial operations of California counties.  Is familiar with the State legislative process and interrelationship of State and Federal programs to the County's programs.  Is an accomplished delegator who also maintains sufficient "hands on" control and knowledge of the organization.  Is able to attract, retain and develop quality employees and appointed department heads.  Forms effective working relationships with other local government executives.  Has high personal ethical standards and a strong leadership presence.  Is a good listener and communicates effectively.  Is a strong manager and is respected by subordinates.  Has sound judgment/ Is responsive to Board members.  Is public spirited and works well with people.  Is apolitical, but understands the political process.  Has a good sense of humor.  Is courageous but never reckless/ Is creative.  Is an accomplished leader whose ego is kept under control.  Is goal oriented, persistent and yet patient when appropriate.  Has strong personality without being domineering.

COMPENSATION & BENEFITS

The annual salary for County Administrative Officer is $156,000—$216,000 per year, pending Board of Supervisors approval. In addition, County of Kings offers the following benefit package for staff and their dependents. PUBLIC EMPLOYEES RETIREMENT SYSTEM (CALPERS) SICK LEAVE 2% at 62 formula for PEPRA (new) employees 10 to 12 days per year based on years of service with 2% at 55 formula for classic employees unlimited accrual The County also contributes toward Social Security VACATION HEALTH, DENTAL AND VISION COVERAGE 12 to 20 days based on years of service Fully paid premium for employee and eligible MANAGEMENT LEAVE dependents 8 paid days annually of which a portion (48 hours) may DEFERRED COMP PLAN be cashed out at employee’s option

For every three dollars contributed by employee, The HOLIDAYS County shall contribute one dollar to a maximum of 11 scheduled paid holidays per year $2,500 per year
