THE HISTORY OF THE DEVELOPMENT OF BRITISH SATELLITE BROADCASTING POLICY, 1977-1992 Windsor John Holden —......., Submitted in accordance with the requirements for the degree of PhD University of Leeds, Institute of Communications Studies July, 1998 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others ABSTRACT This thesis traces the development of British satellite broadcasting policy, from the early proposals drawn up by the Home Office following the UK's allocation of five direct broadcast by satellite (DBS) frequencies at the 1977 World Administrative Radio Conference (WARC), through the successive, abortive DBS initiatives of the BBC and the "Club of 21", to the short-lived service provided by British Satellite Broadcasting (BSB). It also details at length the history of Sky Television, an organisation that operated beyond the parameters of existing legislation, which successfully competed (and merged) with BSB, and which shaped the way in which policy was developed. It contends that throughout the 1980s satellite broadcasting policy ceased to drive and became driven, and that the failure of policy-making in this time can be ascribed to conflict on ideological, governmental and organisational levels. Glam Rock By Barney Hoskyns There's a new sensation A fabulous creation, A danceable solution To teenage revolution Roxy Music, 1973 1: All the Young Dudes: Dawn of the Teenage Rampage Glamour – a word first used in the 18th Century as a Scottish term connoting "magic" or "enchantment" – has always been a part of pop music. With his mascara and gold suits, Elvis Presley was pure glam. So was Little Richard, with his pencil moustache and towering pompadour hairstyle. The Rolling Stones of the mid-to- late Sixties, swathed in scarves and furs, were unquestionably glam; the group even dressed in drag to push their 1966 single "Have You Seen Your Mother, Baby, Standing in the Shadow?" But it wasn't until 1971 that "glam" as a term became the buzzword for a new teenage subculture that was reacting to the messianic, we-can-change-the-world rhetoric of late Sixties rock. When T. Rex's Marc Bolan sprinkled glitter under his eyes for a TV taping of the group’s "Hot Love," it signaled a revolt into provocative style, an implicit rejection of the music to which stoned older siblings had swayed during the previous decade. "My brother’s back at home with his Beatles and his Stones," Mott the Hoople's Ian Hunter drawled on the anthemic David Bowie song "All the Young Dudes," "we never got it off on that revolution stuff..." As such, glam was a manifestation of pop's cyclical nature, its hedonism and surface show-business fizz offering a pointed contrast to the sometimes po-faced earnestness of the Woodstock era. -

SUMMARY This is a summary of my Report. Fuller analysis and examples supporting my views are found in each chapter of the Report. SETTING UP THE REVIEW: THE TERMS OF REFERENCE (CHAPTER 1) 1. In early October 2012, the country was deeply shocked about revelations that Sir James Savile, the well-known and well-loved television personality and charity fundraiser had in fact been a prolific sex offender. Some of his offences were said to have taken place in connection with his work for the BBC. Later that month, I was invited by the BBC to investigate Savile’s sexual misconduct and the BBC’s awareness of it. The Review’s Terms of Reference (as amended) are that I should: receive evidence from those people who allege inappropriate sexual conduct by Jimmy Savile in connection with his work for the BBC, and from others who claim to have raised concerns about Jimmy Savile’s activities (whether formally or informally) within the BBC; (PART 1) investigate the extent to which BBC personnel were or ought to have been aware of inappropriate sexual conduct by Jimmy Savile in connection with his work for the BBC, and consider whether the culture and practices within the BBC during the years of Jimmy Savile’s employment enabled inappropriate sexual abuse to continue unchecked; (PART 2) in the light of findings of fact in respect of the above, identify the lessons to be learned from the evidence uncovered by the Review; (PART 3) 39 as necessary, take into account the findings of Dame Linda Dobbs in her investigation into the activities of Stuart Hall. -

Six years ago I conducted a series of interviews with John Peel at Radio 1 and in the wine bar nearby. It wasn’t difficult work: I turned on the tape-recorder and sat back, and after ten minutes of mild suspicion and Rioja he hit a groove of sad and funny stories that brought tears to his eyes and mine, and all I could do was hope the batteries were fresh. My memory of him is of a hugely sensitive man who cared very much about his music and his family, but also about how he was regarded by others. A magazine interview he had given some months before had been very harsh on him, questioning whether he genuinely liked most of the records he played, and Peel had been terribly hurt by it. Looking back, it is significant how often in our conversations he considered his standing among his peers, and how much he relished his reputation as a pariah within the corporation. This was a role he found useful to foster, but in truth he was a shy and quiet man, prone to internalising his anger. And he was immensely loyal; he knew that he could only function in public service broadcasting, and in time he became its best advertisement. I had first met him eighteen years earlier when he provided the narration for a radio documentary I had written.
