The manner in which the provisions of the Charter are incorporated and implemented is generally satisfactory. Municipalities (and counties) have wide powers and adequate financial resources for implementing them. However, the supervision exercised over the municipalities and counties by the central government and its representatives in the counties (governors) is such that it limits the freedom of local and regional authorities to take decisions, especially since they have no judicial remedy against central government decisions affecting them, which is contrary to the requirements of Article 11 of the Charter, as indicated in Recommendation 203 (2006). The ongoing territorial reform instituted by the new government, which includes plans to merge municipalities and give them and counties more powers, looks set to further bolster local and regional self-government in Norway. 1. The invitees and media representatives have been addressed by the Mr. Branimir Gvozdenovic, Minister of Sustainable Development and Tourism in the Government of Montenegro, Mr. Roland Siller, Member of the Management Committee of KfW, Ms. Snezana Matijevic, Mayor of Tivat, Mr. Aleksandar Stjepcevic, Mayor of Kotor, and Mr. Franz Mittermayer, Managing Director of WTE Wassertechnik GmbH. The Contractor is WTE Wassertechnik (Germany), while the Engineer is GkW Consult (Germany). The future WWTP for Kotor and Tivat will have capacity for 72.000 PE. The Project value is Euro 10,247 million. Funding is provided by KfW loan of which 58% should be repaid by the Municipality of Tivat and42% by the Municipality of Kotor. Eur Polit Sci https://doi.org/10.1057/s41304-018-0159-6 SYMPOSIUM The radical right and the end of Swedish exceptionalism Jens Rydgren1 · Sara van der Meiden1 © The Author(s) 2018 Abstract Fifteen years ago, Rydgren (Scand Polit Stud 25(1):27–56, 2002) asked why no electorally successful radical right-wing party had yet emerged in Sweden. In this respect, Sweden was a negative case. Rydgren posited four main explana- tions: (1) social class mattered more in Sweden than elsewhere. Working-class vot- ers identifed strongly with their social class and with the Social Democratic party, making them largely unavailable to radical right-wing mobilization; (2) socioeco- nomic issues still structured most politics in Sweden, and issues belonging to the sociocultural dimension—most importantly immigration—were of low salience for voters; (3) voters still perceived clear policy alternatives across the left-right divide; and (4) the leading radical right-wing alternative, the Sweden Democrats, was per- ceived as being too extreme. Since 2010, however, Sweden can no longer be con- sidered a negative case, and in this article, we argue that in order to understand the rise and growth of the Sweden Democrats, we should focus on changes in the factors enumerated above. Political youth organisations and alcohol policy in Nordic countries Project report 2019/2020 Nordic Alcohol and Drug Policy Network www.nordan.org THIS is not a scientific study. It has never aimed to be one. This is advocacy groups attempt to analyse the developments in societies and in a way to predict where are we heading in the next five or ten years. The prediction aspect of this is because we are focusing on young people. And even more, on politically active young people. They are, at least theoretically, the ones making the decisions of tomorrow. Are they the future ministers, prime ministers, party leaders, high officials? Probably, yes. They are going to decide the future of the political parties, and as we are finding out, they give their best to do it already today. Perhaps more than ever, the youth voice is critical in today's policymaking. "Politics is in realignment. And perhaps the most underappreciated change is this: Based on recent research at Tufts University's Tisch College of Civic Life, young voters, ages 18- 29, played a significant role in the 2018 midterms and are poised to shape elections in 2020 and beyond." CNN on January 2, 2020, looking at the US presidential elections. Every Nordic country is discussing or already experimenting with lowering the voting age, thus involving younger people in our democratic processes. That will mean that political parties will listen more and more what young are saying, what they support and are interested in. Youth matter. Today more than ever before. For us, to understand the motives and interests of young people, it will be easier to predict the next steps and the future developments.
