20 February 2014 Lafarge Competition Awards Ceremony SERVICES TO ASEAN Pullman Hotel, Venue The Malaysian Government has made a commitment to fully open up the Architectural services sector among ASEAN countries in 2015. took the 28 March 2014 first step in liberalization of the Architectural sector on 19-11-2007 when PAM Members Night Malaysian entered into the ASEAN MRA (Mutual Recognition Agreement) on Venue Kuala Lumpur Architectural Services as part of AFAS (ASEAN Framework Agreement on 25 April 2014 Services). This allowed for the mutual recognition of qualifications by Architects of President Night the 10 ASEAN member countries. This means that a Malaysian Architect could Venue Kuala Lumpur practice in any of the 10 ASEAN countries as an Architect by registering with the 26 April 2014 PRA (Professional Regulatory Body) of the host ASEAN country and practice in that PAM Annual General Meeting country under their domestic laws and regulations and vice versa. This agreement Venue Kuala Lumpur came into effect in 2008 but did it bring in a flood of ASEAN Architects? Why did it 24 May 2014 not happen? A major part of the reason could be that many of the ASEAN PAM Annual Dinner Architects just did not have the capacity or capabilities. Venue Pullman Hotel, Kuala Lumpur

Among ASEAN countries, there were just not enough architects to serve their 27 June 2014 respective local markets for them to want to export. Of the 5 out of 10 ASEAN BIG Night Shangri-La Hotel, Kuala Lumpur countries which have responded to the survey only 3 countries have less than one Venue architect serving less than 5,000 populations (including Graduate Architects under the ASEAN Architect Survey on Professional Practice) as the internationally recognized ratio is one Architect serving 8,000 population. These are Philippines, AWARDS Singapore and Thailand. Malaysia on the other hand is only now just reaching the PAM Awards 2014 1 to 8,000 ratio of Architects to population (Including Graduate Architects) and Nomination Open Date : 2 January 2014 should be ready to export to the fast growing ASEAN countries Cambodia, Nomination Closing Date : 31 January 2014 Indonesia, Laos, Myanmar and Vietnam. PAM Gold Medal Awards 2014 How do we prepare to export to the opening ASEAN market? First we have to get Nomination Closing Date : 17 January 2014 to these countries or follow our clients who are planning to export or invest in these countries. Alternatively we could go on our own. This is where MARTRADE has planned several trade missions in 2014 with specific targets for Consultancy services. The tentative dates for these missions are as follows: Indonesia 11th-15th June 2014, Cambodia 2014 June 2014, Myanmar 1st-4th June 2014 and Sri Lanka October 2014. MATRADE is planning specific meetings with client bodies such as Developers and Development Authorities, Government Agencies and businesses interested in engaging Architects. PAM will be working with the MARTRADE to arrange for more focused trade missions instead of just exploratory visits. Architects intent to export their services in the ASEAN region in 2014 would benefit from early planning and joining the PAM International affairs committee where such matters are discussed and critical information disseminated. The inaugural PAM Housing Forum 2013 was held on 19 October 2013 and officiated by the Director General of the National Housing Department, YBhg Dato’ Mohd Padzil Hashim.

KEYNOTE SPEECH BY DIRECTOR GENERAL OF NATIONAL HOUSING DEPARTMENT, YBHG DATO’ MOHD PADZIL HASHIM

Affordability in homes is now a national agenda which should be taken seriously. The government is taking up this challenge by looking into sustainable growth in the housing factors. As the nation moves to a high income economy by 2020, the Minister strongly stresses that there is an urgent need for the government to meet the housing needs of the population of Malaysia.

The National Housing Policy which was launched in February 2011 has provided a direction to all the industry players as well as the architects in the provision of adequate and affordable housing. The government has formulated many policies and programs in ensuring that all nations have access to adequate shelters and facilities besides improvising the existing designs so as to achieve a certain standard of sustainable housing in the country. The layout and design of the houses in Malaysia will become the identity of the nation, reflecting the culture and later shape the future city space in the urban areas of our country.

It is the responsibility of the government to make sure that its citizens are able to get a proper shelter, as the housing sector has become a global issue today. In Malaysia, even though the lower income group would not find it difficult to find a shelter, the middle income group now faces a challenge in owning a property due to the shortage of affordable housing. Housing affordability is influenced by the level of income, household income, distribution of home prices and etc. The government wants to ensure that all Malaysians of all income level have access to quality and affordable homes today and in the future.

For the lower income group, there are adequate houses being committedly supplied and constructed now in order to tend to that particular group. There are also privileges for the disabled and an introduction of ‘transit homes’ which are developed for young and newlywed couples below 30 years of age with household income of less than RM3000. Recently, housing affordability has become more critical among the middle income groups. The shortage of urban housing units for the middle income group has become serious. Therefore, to solve this problem, the government has promised to build 1 million affordable houses in the next five years. The proposed 1 million houses would have an effect on the market supply and would affect rental and prices in the market.

The demand for housing in urban areas had increased rapidly. Data from the Department of Statistics Malaysia shows that 71% of our population resides in urban areas today. The issues that we are looking now are new initiatives of housing models that will enable us to meet the housing demand and build a conducive living environment. The government always welcomes new concepts of living and developments that are well suit to the high density living. To ensure the sustainability, the developments must be harmonious with the surrounding environment. Looking back, the green building concept using the Green Building Index (GBI) is introduced in 2009 to promote the design of green and sustainable buildings. Numerous methods are being used and introduced now to reduce the environmental impact to the surroundings today and in the future.

The mindset of affordable housing should also be changed. Affordable housing does not mean compromising on the housing quality and materials, but also on ways to reduce the cost by using the right construction method, materials and solutions. The Minister believes that PAM should take the lead in coming up with new and innovative designs that are not only environmental friendly, but also affordable.

In conclusion, innovative, effectiveness and practicality is a complete package for architects to create beautiful sustainable homes in a sustainable environment. The government and private sectors should always work together in finding solutions to better housing developments.

WORLD DAY OF ARCHITECTURE 2013 KUALA LUMPUR The World Day of Architecture was celebrated worldwide by the architectural fraternity on the 1st Monday of October. This year’s theme is CULTURE-ARCHITECTURE. The ties that bind architecture and culture together are a constant subject of analysis and discussion, probably because both are such vibrant fields in and of themselves. By choosing CULTURE- ARCHITECTURE as the theme for the 2013 World Architecture Day, the International Union of Architects (UIA) hopes to generate a wellspring of interpretations and illustrations of architects' diversity, richness, imagination, and capacity for invention through their designs and realisations.

UIA also hopes to affiliate its members with the UNESCO declaration entitled: Placing Culture at the Heart of Sustainable Development Policies, that was drafted in Hangzhou, PR of China, last May. This declaration advocates a new approach to sustainable development and calls on governments, civil society and the private sector to utilize cultural resources to face the planet's most urgent development challenges: environmental sustainability, poverty and social inclusion.

The UIA invites its members to celebrate World Architecture Day on 7 October 2013, by creating events that highlight culture as a vital part of the architectural process and illustrate its potential to help resolve the challenges architects face in the practice of their profession.

The World Day of Architecture 2013 (WDA2013) in was successfully held on 3 – 5 October 2013 at the St Jo’s, , Penang. In Kota Kinabalu, WDA2013was officiated by YB Datuk Seri Panglima Masidi Manjun, the Minister of Ministry of Tourism, Culture and Environment . There was an exhibition of PAM Members’ works and by the Sabah Institute of Art. In Kuching, WDA2013 was officiated by the Mayor of Majlis Bandaraya Kuching Selatan, Dato’ James Chan Khay Syn. There was an exhibition by architecture students. The Southern Chapter received compliments from the Majlis Perbandaran Pasir Gudang for the success of organising the WDA2013 in Bahru. The WDA Charity Ride, organised in conjunction with WDA2013, managed to collect RM 3,000 as its charity contribution to Dana Bakti Pasir Gudang. The PAM Awards 2013 exhibition was held at the KL City Gallery from 11- 20 October 2013 to celebrate WDA2013 in Kuala Lumpur. The exhibition was launched on 11 October 2013 by PAM President, Ar. Chan Seong Aun. The nation-wide WDA2013 events were successful and well-received by the public.

Dato' Ar. Dr. Kenneth Yeang King Mun – Recipient of Emeritus Professorship, University of Malaya Dato' Ar. Dr. Kenneth Yeang King Mun, a nationally and internationally renowned architect, was born in Penang in 1948. He received his early education at Westlands School, Penang from 1952 to 1959. He continued his studies at the secondary level at Penang Free School, Penang from 1959 to 1962, and later at Cheltenham Boys School in Cheltenham, Gloucestershire, England from 1962 to 1966. From 1966 to 1971, he pursued his studies in architecture at the Architectural Association (M) School, London. He later obtained a degree of Doctor of Philosophy (PhD) in Architecture at Wolfson College, Cambridge University, United Kingdom in 1975. In the academic field, he had been appointed to various positions including Instructor, External Examiner, Professor, Adjunct Professor and Chairholder at over 12 universities in the United States, United Kingdom, Australia, China and Malaysia. He was appointed as an Adjunct Professor at the Royal Melbourne Institute of Technology, RMIT University, Melbourne, Australia (1994-1998, 1998-2003), University of Hawaii, USA (1999-2002), University of New South Wales, Australia (2000-2003), Curtin University, Australia (2001-2003), Deakin University, Australia (2002) and the University of Malaya (2001-2002}. While at the University of Malaya, he was attached to the Department of Architecture, Faculty of Built Environment and became the first Adjunct Professor of the Faculty of Built Environment since its inception in 2000. He was one of those who were instrumental in helping University of Malaya obtain international recognition from the Royal Institute of British Architects (RIBA) for the Architecture program. Apart from that, he was a holder of the Graham Willis Chair, University of Sheffield, United Kingdom (1994-1998, 1999-2005) and in 1999 he was appointed as the Provost's Distinguished Visitor at the University of Southern California, USA. As an internationally renowned architect with expertise in designing sustainable and energy efficient buildings, he has designed and built more than 10 low-energy towers and more than 200 buildings around the world. His achievements in building design include receiving the Commonwealth Association of Architects (London) Commendation (1987), the Antron Design Award Honorable Mention, USA (1988) for the British Petroleum offices (BP) and for the interior design of J. Walter Thompson Interiors (1998). Recognition has also come from the Malaysian Architects Association (PAM) for a variety of buildings including the design of The Weld interior (1989), the IBM Plaza (1989), the MS Tan House, for single residential building (1991), Award for Commercial Building (1991), the Standard Chartered Bank, Penang for conservation (1993), the design of Mesiniaga Tower, Bangkok (1993) and also the Central Plaza building (1997). He also received the prestigious Aga Khan Award (1996) and the Royal Australian Institute of Architects (RAIA) International Award in 1998 for the Mesiniaga Tower, which uses sustainable building design techniques and low energy. With extensive experience and knowledge, he actively shares information and expertise through writing, lectures, exhibitions and teaching. He has written more than 12 books and his works have featured in over 17 exhibitions abroad including Tokyo, Berlin, London, New York, Rotterdam, Chicago, Orleans and Washington. It is clear that his contribution to the field of architecture is highly significant. He has helped to raise the profile of Malaysia internationally with his ongoing contributions. In recognition of his contributions to the nation, he was awarded the Merdeka Award for the category of Environment in 2011 and the 2011 PAM Gold Medal, the highest award of the Malaysian Institute of Architects (PAM). In fact, in 2008, his name appeared among the '50 people who could save the planet in The Guardian, a UK newspaper. Now, together with his partner Yang Mulia Tengku Dato' Robert Hamzah, he leads T.R. Hamzah & Yeang International, which operates in several countries in London, Tokyo, Beijing and Sydney other than Kuala Lumpur. In 2011, the company was named the '8th Most Innovative Architectural Firm' by Fast Company, a US Magazine. Council approved the new membership applications of 11 Graduate Members, 106 Student Members, 42 Corporate Members above the age of 65, 1 reinstatement of Graduate Member and 1 resignation of Corporate Member.

The World Day of Architecture 2013 in Penang was successfully held on 3 – 5 October 2013 at the St Jo’s, Gurney Paragon, Penang.

The fourth anniversary of the launch of Green Building Index in Penang was successfully held on 12 October 2013, officiated by the Chief Minister of Penang. It was reported that the Penang state government is still in favour of GBI’s rating tool rather than REHDA’s rating tool.

The Southern Chapter received compliments from the Majlis Perbandaran Pasir Gudang for the success of organising the World Day of Architecture (WDA) 2013 in Johor Bahru. The SUK Negeri Johor is keen to organise the same programme. The WDA Charity Ride managed to collect RM 3,000 as its charity contribution to Dana Bakti Pasir Gudang.

The joint PAM-ACEM-IEM-RISM Sabah Chapter made a courtesy call to Ir. Ng Chee Hing, Director of Drainage & Irrigation Department (DID) on 10 October 2013. One of the items discussed was on the submission procedure by the professionals for speedy approval. The Director of DID, Ir. Ng suggested having consultative meetings with the architects engineers and DID before the official submission. The PAM Sabah Chapter also made a courtesy call to the Mayor of Kota Kinabalu, Datuk Abidin Madingkir, on 16 October 2013 and discussed the same issue on the submission procedure by the professionals.

World Day of Achitecture 2013 in Kota Kinabalu was officiated by YB Datuk Seri Panglima Masidi Manjun, the Minister of Ministry of Tourism, Culture and Environment Sabah and attended by the PAM President, Ar. Chan Seong Aun. The event was successful and well-received by the public and the school children. There was an exhibition of PAM Members’ works and by the Sabah Institute of Art. The Minister suggested to organise a competition for next year’s WDA event.

PAM Sarawak Chapter volunteered to be the nominated Chairperson and Secretariat for the Joint Technical Consultative Meeting with the Ministry of Environment and Public Health (KASKA) to streamline the building plan submission approval and the policies.

The PAM Awards 2013 exhibition to celebrate World Day of Architecture 2013 in Kuala Lumpur was held at the KL City Gallery from 11- 31 October 2013. The exhibition was launched on 11 October 2013 by PAM President, Ar. Chan Seong Aun.

The following items were discussed at the ACAE meeting held on 7 October 2013 in Kathmandu, Nepal during the 17th ARCASIA Forum 2013:

i. PAM to update the Architecture Time Line Chart with the latest information up to 2013. ii. ACAE Chairman suggested PAM to include a technical Forum to complement DATUM during ACA16. The proceedings will be published in the ARCASIA Architecture Research Journal to be distributed to member countries. iii. The shortage of technical assistants in Singapore, Thailand and Hong Kong is because of the current education system which is geared towards producing designers/architects. iv. Pakistan conducted a training on “How to teach studio”. The program was led by facilitators from Macau and received good feedback from the participants. Pakistan planned to continue with the training for their young lecturers.
