OCTOBER EXPORTING DIARY 18 January 2014 Liberasation of Architectural Services: Revisited & The Architects Act 1967, ARCHITECTURAL Act 117 and The Proposed Amendments 20 February 2014 Lafarge Competition Awards Ceremony SERVICES TO ASEAN Pullman Hotel, Kuala Lumpur Venue The Malaysian Government has made a commitment to fully open up the Architectural services sector among ASEAN countries in 2015. Malaysia took the 28 March 2014 first step in liberalization of the Architectural sector on 19-11-2007 when PAM Members Night Malaysian entered into the ASEAN MRA (Mutual Recognition Agreement) on Venue Kuala Lumpur Architectural Services as part of AFAS (ASEAN Framework Agreement on 25 April 2014 Services). This allowed for the mutual recognition of qualifications by Architects of President Night the 10 ASEAN member countries. This means that a Malaysian Architect could Venue Kuala Lumpur practice in any of the 10 ASEAN countries as an Architect by registering with the 26 April 2014 PRA (Professional Regulatory Body) of the host ASEAN country and practice in that PAM Annual General Meeting country under their domestic laws and regulations and vice versa. This agreement Venue Kuala Lumpur came into effect in 2008 but did it bring in a flood of ASEAN Architects? Why did it 24 May 2014 not happen? A major part of the reason could be that many of the ASEAN PAM Annual Dinner Architects just did not have the capacity or capabilities. Of the 5 out of 10 ASEAN BIG Night Shangri-La Hotel, Kuala Lumpur countries which have responded to the survey only 3 countries have less than one Venue architect serving less than 5,000 populations (including Graduate Architects under the ASEAN Architect Survey on Professional Practice) as the internationally recognized ratio is one Architect serving 8,000 population. These are Philippines, AWARDS Singapore and Thailand. Malaysia on the other hand is only now just reaching the PAM Awards 2014 1 to 8,000 ratio of Architects to population (Including Graduate Architects) and Nomination Open Date : 2 January 2014 should be ready to export to the fast growing ASEAN countries Cambodia, Nomination Closing Date : 31 January 2014 Indonesia, Laos, Myanmar and Vietnam. PAM Gold Medal Awards 2014 How do we prepare to export to the opening ASEAN market? First we have to get Nomination Closing Date : 17 January 2014 to these countries or follow our clients who are planning to export or invest in these countries. Alternatively we could go on our own. This is where MARTRADE has planned several trade missions in 2014 with specific targets for Consultancy services. The tentative dates for these missions are as follows: Indonesia 11th-15th June 2014, Cambodia 2014 June 2014, Myanmar 1st-4th June 2014 and Sri Lanka October 2014. MATRADE is planning specific meetings with client bodies such as Developers and Development Authorities, Government Agencies and businesses interested in engaging Architects. PAM will be working with the MARTRADE to arrange for more focused trade missions instead of just exploratory visits. Architects intent to export their services in the ASEAN region in 2014 would benefit from early planning and joining the PAM International affairs committee where such matters are discussed and critical information disseminated. The government is taking up this challenge by looking into sustainable growth in the housing factors. As the nation moves to a high income economy by 2020, the Minister strongly stresses that there is an urgent need for the government to meet the housing needs of the population of Malaysia. The National Housing Policy which was launched in February 2011 has provided a direction to all the industry players as well as the architects in the provision of adequate and affordable housing. The government has formulated many policies and programs in ensuring that all nations have access to adequate shelters and facilities besides improvising the existing designs so as to achieve a certain standard of sustainable housing in the country. The layout and design of the houses in Malaysia will become the identity of the nation, reflecting the culture and later shape the future city space in the urban areas of our country. It is the responsibility of the government to make sure that its citizens are able to get a proper shelter, as the housing sector has become a global issue today. In Malaysia, even though the lower income group would not find it difficult to find a shelter, the middle income group now faces a challenge in owning a property due to the shortage of affordable housing. Housing affordability is influenced by the level of income, household income, distribution of home prices and etc. The government wants to ensure that all Malaysians of all income level have access to quality and affordable homes today and in the future. For the lower income group, there are adequate houses being committedly supplied and constructed now in order to tend to that particular group. There are also privileges for the disabled and an introduction of ‘transit homes’ which are developed for young and newlywed couples below 30 years of age with household income of less than RM3000. Recently, housing affordability has become more critical among the middle income groups. The shortage of urban housing units for the middle income group has become serious. Therefore, to solve this problem, the government has promised to build 1 million affordable houses in the next five years. The proposed 1 million houses would have an effect on the market supply and would affect rental and prices in the market. The demand for housing in urban areas had increased rapidly. Data from the Department of Statistics Malaysia shows that 71% of our population resides in urban areas today. The issues that we are looking now are new initiatives of housing models that will enable us to meet the housing demand and build a conducive living environment. The government always welcomes new concepts of living and developments that are well suit to the high density living. To ensure the sustainability, the developments must be harmonious with the surrounding environment. Looking back, the green building concept using the Green Building Index (GBI) is introduced in 2009 to promote the design of green and sustainable buildings. Numerous methods are being used and introduced now to reduce the environmental impact to the surroundings today and in the future. The mindset of affordable housing should also be changed. Affordable housing does not mean compromising on the housing quality and materials, but also on ways to reduce the cost by using the right construction method, materials and solutions. The Minister believes that PAM should take the lead in coming up with new and innovative designs that are not only environmental friendly, but also affordable.
