Cross border cooperation illustrates a common desire to have deeper commitments to create smooth neighborhood and achieve tangible results in the border regions. In the period 2007 – 2013 the next generation of European Territorial Cooperation programmes has given us the great opportunity to continue INTERREG IIIA experience in more extend and targeted way by creating new cross border cooperation programme for Latvia and Lithuania. This programme provides an important forum for national and regional authorities, NGO, municipalities and universities for sharing common interest in regional development and cross border partnership, exchange of experience as well as implementation of joint investment projects in our border regions. Introduction 2 On behalf of the Managing Authority of the Programme I have the honour of presenting our Ġ rst brochure, which introduces 44 cross border cooperation projects that were already been approved and launched. At present, a total of 33 million euros has already been allocated to various projects, which is more than a half of the total programme funding, however we look forward to the addition of more joint projects that were selected in 2010 and also look forward to receiving more project applications in future open calls. This brochure will give programme stakeholders a chance not only to learn more about the projects, but also about the added value created by these 44 cross border cooperation projects in promoting the development of a dynamic European region. This region is a gateway for transport and trade, and possesses not only a unique cultural and historical identity, but a highly-educated and ġ exible population able to meet global economic challenges, spur innovative, and attract investment. It is a great honour for the Ministry of Regional Development and Local Governments of Latvia fulĠ lling the functions of the Managing Authority and assisted by newly established Joint Technical Secretariat to undertake the implementation and monitoring of the programme in close cooperation with national responsible authorities in both countries of Latvia and Lithuania. It continues the cooperation tradition that started in the Latvia–Lithuania–Belarus INTERREG III A Priority within the Baltic Sea Region INTERREG III B Neighbourhood Programme 2004–2006. 5 European Union Strategy for the Baltic Sea Region Starting at the end of 2009, the Programme took on board the EU Strategy for the Baltic Sea Region, the Ġ rst ever macro-regional strategy created by the EU. The main aim of the Strategy is to coordinate existing efforts to improve living standards for inhabitants through the stimulation of social and economic development together with the improvement of environmental standards in the Baltic Sea Region. As cross border cooperation supported by the Programme has shown the importance of performance-based and result-oriented regional development in the Baltic Sea Region, we therefore suggest to outline how the projects of the Programme contribute to the implementation of the Strategy. However the number of those working in this sector is steadily decreasing each year, affecting the entire maritime sector in the Klaipeda and Kurzeme regions. Two educational institutions, Liepaja Maritime College and the Lithuanian Maritime Academy, have joined forces to tackle this problem by providing life-long learning opportunities, assisting those who want to further their studies or receiving certification for working in the industry according to Lithuanian and Latvian laws.
