Kemal Kirişci is the TÜSİAD senior fellow and director of the Tur- key Project at Brookings. Before joining Brookings, Kirişci was a professor of international relations and held the Jean Monnet chair in European integration in the department of political science and international relations at Boğaziçi University in Istanbul. His areas of research interest include EU-Turkish relations, U.S.-Turkish rela- tions, Turkish foreign and trade policies, European integration, im- migration issues, ethnic conflicts and refugee movements.

Elizabeth Ferris is a senior fellow in Foreign Policy in Washington, D.C., where her work encompasses a wide range of issues related to internal displacement, humanitarian action, natural disasters, and climate change. Her most recent book, The Politics of Protection: The Limits of Humanitarian Action, was published by Brookings Institu- tion Press in April 2011.
