Des acteurs et des processus émergents dans l'élaboration de la politique extérieure grecque Panayotis Tsakonas* Des changements dans la politique extérieure grecque Plusieurs observateurs1 et analystes2 ont noté que la politique extérieure grecque, qu'ils considéraient de nature «défensive», «statique», «introvertie», prônant - entre autres - l'isolement de la Turquie par tous les moyens et à tout prix, a été suivie, depuis le milieu des années '90 par une politique extérieure «post-nationaliste», «extrovertie», «pro-active», «flexible» et beaucoup plus sûre d'elle-même, basée sur une programmation à long terme et sur une volonté de prendre des risques calculés, considérant que les intérêts nationaux de la Grèce sont mieux servis à travers des efforts multilatéraux. Cette nouvelle politique étrangère a essayé de surmonter les travers nationalistes du pays, d'abandonner sa mentalité du «zero-sum game» et de s'adapter à l'environnement de l'après-Guerre Froide. On devrait souligner qu'il existait une forte volonté de la part du gouvernement de l'époque, au milieu des années '90, afin de transformer le système politique grec en un modèle de gouvernance reflétant les valeurs, les normes et les principes européens3. En d'autres termes, le programme politique et la vision idéologique allaient dans le sens d'une modernisation du système politique grec4 et une européanisation de la politique extérieure grecque5. Plus précisément, la modernisation du système politique grec et l'adhésion à l'Union monétaire européenne (UME) étaient perçus comme les moyens qui allaient mettre un terme au «caractère exceptionnel» de la Grèce et faire avancer le pays de la périphérie au centre des développements des affaires européennes. De cette façon le programme de modernisation et l'agenda reformiste du gouvernement grec se complétait par une politique extérieure, prônant la pleine intégration européenne de la Grèce. Pour contrebalancer le fardeau d'une politique extérieure contreproductive du début des années 1990, qui a fait que la Grèce ressemble «à un pays balkanique immature et parvenu au milieu ouest européen tandis que son adhésion même à l'Union européenne était remise en question»6, le gouvernement grec était appelé à surmonter les rigidités nationalistes,à s'adapter à l'environnement de l'après-Guerre froide, à se rétablir des traumatismes de la politique balkanique grecque de la période 1989-1995 et réussir à rehausser le rôle joué par le pays dans les Balkans, en augmentant ainsi sa crédibilité aux yeux de la communauté internationale et européenne en particulier 7.     ABSTRACT Title of Document: BALKAN WARS BETWEEN THE LINES: VIOLENCE AND CIVILIANS IN MACEDONIA, 1912-1918 Stefan Sotiris Papaioannou, Ph.D., 2012 Directed By: Professor John R. Lampe, Department of History This dissertation challenges the widely held view that there is something morbidly distinctive about violence in the Balkans. It subjects this notion to scrutiny by examining how inhabitants of the embattled region of Macedonia endured a particularly violent set of events: the Balkan Wars of 1912-1913 and the First World War. Making use of a variety of sources including archives located in the three countries that today share the region of Macedonia, the study reveals that members of this majority-Orthodox Christian civilian population were not inclined to perpetrate wartime violence against one another. Though they often identified with rival national camps, inhabitants of Macedonia were typically willing neither to kill their neighbors nor to die over those differences. They preferred to pursue priorities they considered more important, including economic advancement, education, and security of their properties, all of which were likely to be undermined by internecine violence. National armies from Balkan countries then adjacent to geographic Macedonia (Bulgaria, Greece, and Serbia) and their associated paramilitary forces were instead the perpetrators of violence against civilians. In these violent activities they were joined by armies from Western and Central Europe during the First World War. Contrary to existing military and diplomatic histories that emphasize continuities between the Balkan Wars of 1912-1913 and the First World War, this primarily social history reveals that the nature of abuses committed against civilians changed rapidly during this six-year period.

    Title The permanent campaign strategy of Greek Prime Ministers (1996–2011) Candidate Panagiotis Koliastasis Degree This thesis is submitted in fulfillment of the requirements of the Degree of Doctor of Philosophy 4 Abstract Various academic authors have analysed the implementation, the causes and the impact of the permanent campaign strategy by political executives in presidential and parliamentary systems, notably the United States and United Kingdom. This study builds on this literature and extends the research on the permanent campaign in the European parliamentary majoritarian context by examining contemporary Greece as a national case study. In particular, the study addresses three questions. First, did contemporary Greek Prime Ministers adopt the permanent campaign strategy? Second, why did they do so? Third, what impact did the implementation of the permanent campaign have on their public approval? The research focuses on the cases of three successive Prime Ministers in Greece: Costas Simitis (1996–2004), Kostas Karamanlis (2004–2009) and George Papandreou (2009-2011). Simitis and Papandreou were leaders of the centre-left PASOK, while Karamanlis was the leader of the centre-right New Democracy. The study finds that all three Prime Ministers undertook the permanent campaign strategy in order to maintain public approval, aligning themselves with their British and American counterparts. They established new communication units within the primeministerial apparatus, consulted with communication professionals to form a coherent communication
