CLIOHWORLD is an Erasmus Academic Network, supported by the European Commission through its Lifelong Learning Programme. Its full title is “Creating a New Historical Perspec- tive: EU and the Wider World”. More in general, it is part of the family of ‘CLIOH nets’: Networks and projects devoted to “Creating Links and Innovative Overviews for a New History Agenda”. The specific role of CLIOHWORLD is to bring the history of Europe, European integration and the European Union itself into a new perspective, in which traditional ways of approaching European history can be seen in a different light, and more meaningful paths taken. This Reader is designed to provide teachers and students with a novel and valid tools for exploring an important and timely topic. That is because I am a loyal subject of Her Majesty the Queen. I have not known any other monarch in my life because she has been Queen longer than I have been alive. On September 9th she will, God willing, have reigned over our nation longer than any other monarch, surpassing Queen Victoria’s 23,226 days. She plans to spend much of the day in the Borders, travelling from Edinburgh to Tweedbank near Galashiels on the new Borders Railway which I saw being constructed last year during a short break near there. It is the longest new line laid in the UK in over a century and many have made comparisons between this event with those which Queen Victoria attended during her reign. Apparently she is not going to make much of a fuss over becoming the longest serving monarch. Instead she wishes to spend time with her subjects celebrating achievements in the communities and among the people she loves and serves.

    Mali: A Neo-Colonial Operation Disguised as an Anti-Terrorist Intervention* Translated by Dan La Botz In mid-January of this year France invaded Mali, a former French colony that sits in the middle of what was once the enormous French empire in Africa that stretched from Algeria to the Congo and from the Ivory Coast to the Sudan. The French government argued that its invasion of its former colony was an anti-terrorist and humanitarian intervention to prevent radical Salafist Muslims from taking the capital of Bamako and succeeding in taking control of the country. Critics have suggested that France had other motivations, above all maintaining its powerful influence in the region in order to prevent European competitors, the United States, or the Chinese from muscling in, but also because of its specific interests in resources such as uranium. The situation is very complex, in part because of a historic division and even antagonism between the Tuaregs, a Berber people in the North of Mali, and the black African population in the South, but also because, in addition to the various Islamist groups, there are also numerous organizations of traffickers in drugs and other contraband. In this article, Jean Batou unravels the complexity of the situation to lay bare the central social struggles taking place. – Editors Looking back on events, it’s important to point out the real ins-and-outs of the French military intervention in Mali, launched officially on January 11 on the pretext of preventing a column of Salafist pick-up trucks from swooping down on the city of Mopti and the nearby Sévaré airport (640 km north of Bamako), and thus supposedly opening the way to Bamako, the capital and the country’s largest city.

EU-LISTCO investigates the challenges posed to European foreign policy by identifying risks connected to areas of limited statehood and contested orders. Through the analysis of the EU Global Strategy and Europe’s foreign policy instruments, the project assesses how the preparedness of the EU and its member states can be strengthened to better anticipate, prevent and respond to threats of governance breakdown and to foster resilience in Europe’s neighbourhoods. Continuous knowledge exchange between researchers and foreign policy practitioners is the cornerstone of EU-LISTCO. Since the project's inception, a consortium of fourteen leading universities and think tanks have been working together to develop policy recommendations for the EU’s external action toolbox, in close coordination with European decision-makers. Bu analizi, Süveyş Krizi’ne giden yolda Fransa’nın İsrail’e karşı izlediği politika üzerinden yapmaktadır. Fransa’nın bu krizde kritik bir rol oynadığını savlayan makale, Paris’in bu politikasını açıklayabilmek için Dördüncü Cumhuriyetin zayıf ve istikrarsız siyasal yapısı içerisinde öne çıkan savunma ve dışişleri bürokrasileri arasında bürokratik siyaset modeli çerçevesinde cereyan eden iç mücadeleye odaklanmaktadır. Bu mücadelede Savunma Bakanlığı bürokrasisinin galip gelmesinde bir dizi bölgesel gelişme etkili olmuş ve sonuçta Fransa, Mısır’a yönelik ortak askerî müdahalenin planlanmasında öncü bir rol oynamıştır.     Pirineos, 151-152: 83 a 99, JACA; 1998 BIODIVERSITY OF THE HERCYNIAN MOUNTAINS OF CENTRAL EUROPE JAN JENÍK Faculty of Science, Charles University, Benátská 2, CZ-12801 Praha 2, Czech Republic SUMMARY.- The vegetation of temperate Central Europe north of the Alps is mainly of low diversity broadleaf and conifer forest. The occurrence of three azonal habitat types: mires with their numerous microhabitats, the georelief of the karst and its deeply-cut river valleys, and ecological islands with a distinct vegetation near the treeline of the middle-mountains causes local areas of high diversity. These high species diversity spots are the result of an interplay between physical, biotic and historical factors. A model of an anemo-orographic system with its underlying factors is described to explain the high plant and animal diversity in the corries (glacial cirques) of the Hercynian mountains. RÉSUMÉ.-La végétation de l'Europe Centrale tempérée au nord des Alpes nous montre surtout des forêts à de feuillues et de connifères à faible diversité. Cependant, la présence de trois types d'habitats azonaux peut produire une haute diversité au niveau local: zones humides avec leur nombreux microhabitats, reliefs karstiques et leur profonds défilés fluviaux, et enfin des îles écologiques avec une végétation par­ ticulière situées près de la limite supérieure des arbres (treeline). Ces secteurs riches en espèces peuvent s'expliquer par l'interaction des facteurs physiques, biotiques et historiques. Dans ce domaine nous proposons un système anémo-orographique avec ses facteurs inféodés qui pourrait expliquer la haute diversité animale et végétale dans les cirques glaciaires des montagnes hercyniennes.
