1. Introduction

1.1. Background Atkins was commissioned by the London Borough of Lambeth to carry out VISSIM modelling for improvement schemes surrounding several junctions on Westminster Bridge Road near and . The VISSIM model has been extended to include Kennington Road and as instructed by TfL.

The study area is situated in the London Borough of Lambeth and carries significant volumes of traffic, including buses and HGVs. The purpose of this study is to produce proposed VISSIM models for the following signalised junctions:

This report covers the proposed traffic modelling process, a description of the proposed scheme, details of the modifications in the models, and an evaluation of the results for the AM and PM peak hours. This process involved the modification of the validated base models to include new designs for the above junctions and changes to the existing road network, as well as the inclusion of future demands (Committed and Development Flows). All VISSIM modelling was completed using VISSIM 5.40.

The report will be submitted to TfL together will all relevant VISSIM modelling as part of the VISSIM Model Auditing Process (VMAP) Stage 5.

2. Proposed VISSIM Models

Proposed VISSIM models were developed in accordance with TfL’s guidance set out in the Transport for London Modelling Guidelines, Version 3. The models were developed in alignment with the principles of the TfL Model Audit Process (MAP), any deviation from this process has been agreed with TfL.

The proposal required modifications at the junction between Westminster Bridge Road and Kennington Road, with a new diagonal crossing and improved cycle facilities as part of the integrated improvements. Base validated models have been used to provide the model basis. Any changes to the base model are explained within this report.

2.1. Model Network The extent of the VISSIM model is shown in Figure 2-1 and includes:

 The junction of Westminster Bridge Road (A302) with Kennington Rad (A23), Baylis Road (B300), and Hercules Road;  Kennington Road (A23) between Lambeth Road (A3203) in the south and Westminster Bridge Road (A302) in the north;  Lambeth Road (A3203) between Hercules Road in the west and Kennington Road (A23) in the east;  Hercules road between Lambeth Road (A3203) in the southwest and Westminster Bridge Road (A302) in the northeast; and  Cosser Street between Hercules Road in the west and Kennington Road (A23) in the east.

The network includes the following traffic signal junctions, puffins, and pelicans:

 J09/037 Kennington Road (A23) / Lambeth Road (A3203)  J09/071 Westminster Bridge Road (A302) / Kennington Road (A23) / Baylis Road (B300) / Hercules Road  J09/239 Lambeth Road (A3203) / Hercules Road  P09/372 Westminster Bridge Road (A302) / Kennington Road (A23) / Baylis Road (B300) / Hercules Road

2.2. Proposals (V503) The proposal will include a number of changes to the base validated model, all of which are to the Junction at Westminster Bridge Road / Kennington Road / Baylis Road:

 A new diagonal crossing at Westminster Bridge Road / Kennington Road / Baylis Road between Lambeth North Underground Station and the wouth west footway;  The left turn from Westminster Bridge Road WB is banned, and the traffic island at this location removed;  The left hand turn from Baylis Road to Westminster Bridge Road is banned;  Hercules Road at the approach to Kennington Road is realigned, and becomes a priority junction;  Realignment of the existing controlled crossing facilities;  Extension of the ASLs on Kennington Road and Baylis Road arms to 7.5m;  Four second head starts for cyclists on Kennington Road and Baylis Road; and  A new 5m ASL on Wesminster Bridge Road WB approach.

 Northbound Quietway with a stepped cycle track leading into the Kennington Road Advanced Stop Lane; and  Southbound Quietway with a stepped cycle lane leading to a side by side controlled crossing on Kennington Road to access Hercules Road.

2.3. Proposed Model Assumptions (V503) The following assumptions were made when constructing the proposed traffic modelling scenarios:

 The proposals’ modelling is based on VMAP Stage 2 and 3 models for the AM peak model (08:15 – 09:15) and the PM peak (18:00 – 19:00);  Junctions J09/071 and P09/372 are affected by the proposals;  The VISSIM base models have been modified according to the schemes that have been described in Sections 2.1 and Error! Reference source not found.2;  Flows for the Future Base and Proposed models have been informed by results of individual ONE model runs, it should be noted that the base model flows were based on on-site observations;  The Proposed model journey time results are compared to the Base and Future Base results;  Proposed signal data, including intergreen times, stage timings, and phase delays for all junctions within the model (09/071, 09/037, 09/239 and 09/372) are based on the LinSig models. The signal timings have been tweaked slightly in Vissim to further optimise journey times.  The ‘.PUA’ and ‘.VAP’ files relating to model have been modified according to the LinSigs;  The lane widths of lane 3 on Kennington Road NB, and lane 2 on Wesminster Bridge Road WB have been increased to incorporate a proposed cycle lane at these locations.

2.4. Proposed Model Results The results from the proposed and future base models have been obtained from a set of 10 simulations, the seed values used were between 17 and 107 (with an increment of 10 between each run).

2.4.1. Traffic Flows (V504) Detail of the traffic flows for the Future Base and Proposed models can be found in Appendix A and Appendix B, respectively. Tables 2-1 and 2-2 below show the traffic flows for the AM and PM peaks respectively. Base, Future Base and proposed flows are included in the results tables.

In the VISSIM base model, the surveyed travel times were compared to the modelled data for both the AM and PM peak periods. In the proposed model the modelled travel times have been compared to the modelled future base, and the base for the AM and PM peak period.

General traffic journey times results for the AM peak period in the proposed model indicate an increased journey time when compared to the future base scenario for all routes. The maximum increase in journey time is 13.9 seconds on route 1 southbound. The closure of Hercules as a through route results in an increased volume of traffic along routes 1 and 2, resulting in increased journey times.

When compared to the base journey times, the proposed model also indicates a small increase in journey time on all sections.

Bus journey time results for the AM peak period in the proposed model indicate an increase on route 1 southbound (10.8s) and route 2 eastbound (14.9s), but a decrease on routes 1 northbound (-9.4s), and route 2 westbound (-7.9s). Taking into account all journey time sections, overall there is only a very slight negative impact on bus journey times.

When compared to the base journey times, the proposed results indicate a significant improvement on route 1 northbound (-14.7s) and route 2 westbound (-7.0s), and a slight increase in journey times on route 1 southbound (3.3s) and route 2 eastbound (1.6s).

General traffic journey time results for the PM peak period in the proposed model indicate slightly decreased journey times on routes 1 northbound (-2.8s), route 2 eastbound remains the same, while route 1 southbound (5.5s) and route 2 westbound (8.0s) see an increase in journey times.

When compared to base journey times, the proposal results show increased journey times on route 2, both eastbound (25.7s) and westbound (8.8s), and redcued journey times on route 1, both northbound (-4.6s) and southbound (-12.3s).

Bus journey time results for the PM peak in the proposed model show a decrease on routes 1 northbound (- 4.2s) and 2 eastbound (-6.3s) when compared to future base. There is an increase in journey times for routes 1 southbound (6.9s) and 2 westbound (8.7s).

When compared to the base journey times, the proposal results show a decrease on route 1, both northbound (-5.0s) and southbound (-11.8s), and on route 1 eastbound (-10.9s). There is an increase in journey time on route 2 eastbound (9.9s).

3. Summary and Conclusion

Calibrated and validated VISSIM base models (for the VMAP stage 5) were developed for the study area for the AM (08:15 to 09:15 hours) and PM (18:00 to 19:00 hours) peak hours.

As agreed with TfL, the model is required to be audited through TfL’s Model Auditing Process (MAP). The VISSIM model files have been supplied along with this report to allow that review.

Traffic flow analysis and journey time analysis have been undertaken for the models. Traffic flow analysis shows that the improvements at Westminster Bridge Road / Kenninton Road / Baylis Road and closure of Hercules Road to through traffic, have a very minimal negative impact on journey times for general traffic and buses. There is a general slight increase in journey time across all routes in the AM peak for both general traffic, but bus journey times have improved on certain routes while slightly worsened on others. The journey time results in the PM peak generally show that an increased journey time in one direction of travel has been accompanied by a journey time improvement in the other direction of travel, for both general traffic and buses. The changes in journey times in the most part are under 10 seconds.
