ORDER Whereas, an appeal under Section 19(3) of RTI Act, 2005 has been received from Shri Vijay Pertin, Vill; lthili, PO/Ps Roing, Lower Dibang Valley District, Arunachal Pradesh, for non-furnishing of information, by Dr. R.Tatan, PIO-cum-DMO, Roing, Lower Dibang Valley District, Arunachal Pradesh, as sought, by the Appellants under section 6(1) of RTI Act, 2005 on 28/09/2020, regarding Detail of Nursing Officer interview. Whereas, the l't hearing was held on 19th January'202L. Dr. R.Tatan, plO-cum- DMO, Roing, Lower Dibang Valley District, Arunachal Pradesh, and the Appellant Shri Vijay Pertin were present during the hearing. The Appellant informed the Commission that the PIO has not furnished information for the Sl.no. 1 as sought by him in the Form- A, rest of the informations have been furnished by the PIO and the Appellant is satisfied with it. The PIO informed that the information sought at Sl.no.1 is of third party. The plO also quoted section 8 of the RTI Act 2005 for exemption of furnishing the information. Whereas, the Commission made it clear to the Plo that if the information sought by the Appellant is pertaining to 3'd party information, the PIO should have taken action u/s 11(1) of the RTI Act. Since, the PIO has not acted as per Section 11(1) of the RTt Act, the Commission giving reasonable opportunity to the third parties decided to summon twelve numbers of successful candidates from the Nursing Recruitment under NHM hefd on 30th June'2o2o,l1th and 12 August'2020 as listed below u/s B@)of the Act in the next date of hearing. These people in rural villages are still more or less dependent on herbal medicines in this age of modernization also for overcoming various diseases. A field survey was conducted in the year 2010 and 2011 using field schedules and interview was taken from randomly selected 35 respondents who are practicing ethnomedicinal treatments. An informant consensus factor (FIC) was derived to determine the homogeneity of respondent’s knowledge on various reported ethnomedicinal plants. The study revealed 26 plant species belonging to 18 families used for treating various human ailments. The most common medicinal plants belong to shrubs (46%) followed by trees (35%) and herbs (19%). In most of the cases the leaves are used as medicines. However, roots, barks, stems and sometimes the whole parts of plants are also used as ethnomedicines. The respondents have good knowledge of the medicinal plants as revealed by the consensus analysis.

Ethnically, the Digaru Mishmi tribe (inhabitants) of the district adopted the traditional way of consuming these rich ethnobotanical resources to fulfill their daily nutrition & health care. These plants have traditionally occupied an important position in their socio-cultural, spiritual and health aspects of the rural tribal lives. So, the consumption of wild edible plants as a food source has been an integral part of the indigenous people’s culture. To get an insight into the Digaru Mishmi people’s way of lifestyle, the present study was conducted to explore, identify & document the ethno botany of the Digaru Mishmi people and to record their unique knowledge about wild edible plants.

This legislation has been created for every citizen, to hold the instrumentalities of Governance accountable on a day to day basis. The legislation perceives the common man as an active participant in the process of nation building by conferring on him a right to participate in the process through the implementation of the Right to Information Act. It is more than a decade Since the RTI Act has been in operation in the State. The State Information Officers and Appellate Authorities are quasi judicial functionaries under the RTI Act with distinctive powers and duties and they constitute the cutting edge of this “Practical regime of information”, as envisaged in the preamble of the Right to Information Act.

The Appellant informed the Commission that the PIO has not furnished information for the Sl.no. 1 as sought by him in the Form- A, rest of the informations have been furnished by the PIO and the Appellant is satisfied with it. The PIO informed that the information sought at Sl.no.1 is of third party. The PIO also ouoted section 8 of the RTI Act 2005 for exemption of furnishing the information.

Ramesha2 and Channakeshava3* 1Krishi Vigyan Kendra, Lower Dibang Valley District, Arunachal Pradesh, India 2Soil Science and Agriculture Chemistry, Agriculture College, Hassan, Karnataka, India *Corresponding author ABSTRACT A field study on Characterization of soils of Lower Dibang Valley District of Arunachal Pradesh, North East India was carried out at Krishi Vigyan Kendra, Lower Dibang Valley district of Arunachal Pradesh North East India during 2017-18. The soil properties of different villages revealed that the soil reaction (pH) ranges from 4.3 to 5.3. The lowest soil pH was recorded in Rayang village and the higher pH value of 5.3 recorded in Kangkog, Balek and Rukmo villages. Organic Carbon values ranged from 0.80-2.00 and are categorized as medium to high in range. The soluble salt content of soil measured in terms of electrical conductivity of soil solution (dS/m) which recorded as normal in range in all the soils of the villages (0.02 to 0.3 dS/m). The soils of different villages, 23.0 percent of soil samples belongs to low category with respect to available nitrogen status and 40 percent of soil samples fall in the category K e yw or ds medium and high.
