New Zealand Journal of Employment Relations, 45(1): 14-30 Minor parties, ER policy and the 2020 election JULIENNE MOLINEAUX* and PETER SKILLING** Abstract Since New Zealand adopted the Mixed Member Proportional (MMP) representation electoral system in 1996, neither of the major parties has been able to form a government without the support of one or more minor parties. Understanding the ways in which Employment Relations (ER) policy might develop after the election, thus, requires an exploration of the role of the minor parties likely to return to parliament. In this article, we offer a summary of the policy positions and priorities of the three minor parties currently in parliament (the ACT, Green and New Zealand First parties) as well as those of the Māori Party. We place this summary within a discussion of the current volatile political environment to speculate on the degree of power that these parties might have in possible governing arrangements and, therefore, on possible changes to ER regulation in the next parliamentary term. Keywords: Elections, policy, minor parties, employment relations, New Zealand politics Introduction General elections in New Zealand have been held under the Mixed Member Proportional (MMP) system since 1996. Under this system, parties’ share of seats in parliament broadly reflects the proportion of votes that they received, with the caveat that parties need to receive at least five per cent of the party vote or win an electorate seat in order to enter parliament. The change to the MMP system grew out of increasing public dissatisfaction with certain aspects of the previous First Past the Post (FPP) or ‘winner-take-all’ system (NZ History, 2014). -

In less than four weeks, one of our two guests tonight will be destined to lead the country as Prime Minister for the next three years. They are, of course, Helen Clark, Labour’s leader and current Prime Minister – welcome. And welcome also to National’s Don Brash, currently Leader of the Opposition. Tonight for the first time, they meet in a televised debate. We’re here in our Auckland studios in front of an audience made up of an equal number of Labour supporters on one side, and on the other, those backing National this election. Before we begin, just a few rules – this will be a debate. We hope that the two leaders will engage with each other and not have to wait for me to invite them in, but I am here to moderate the discussion, to discourage overly lengthy answers and to make sure we hear from both. Morris Sir David Beattie Co-opted Member DECISION Introduction On the evenings of February 20, 21 and 22 1990, TVl's 6.30 pm Holmes programme broadcast items relating to the membership of the Labour Party in the Te Atatu electorate and the imminent selection there of a Labour candidate for the general election. On February 21 and 22 the 10 pm Network News on TV1 also gave attention to the Labour Party's situation in Te Atatu. As a result of the broadcasts, the Hon. Richard Prebble MP made two formal complaints to Television New Zealand Ltd. His first complaint, made by letter dated 26 February, was directed primarily against the Holmes programme of 21 February but also challenged elements of the Holmes programmes of 20 and 22 February. Mr Prebble's second complaint, made by letter dated 9 March, related to the 10 pm News of 21 February. In the letter of 9 March, Mr Prebble indicated that he would accept his two complaints being considered together by TVNZ's Complaints Committee. That course of action was adopted: the Complaints Committee determined both complaints on 28 March 1990, declining to uphold either of them. Mr Prebble was informed of the Committee's decisions and the reasons for them by letter dated 6 April 1990. -

ADVERTISING AND THE MARKET ORIENTATION OF POLITICAL PARTIES CONTESTING THE 1999 AND 2002 NEW ZEALAND GENERAL ELECTION CAMPAIGNS A THESIS PRESENTED IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY IN POLITICS AT MASSEY UNIVERSITY, PALMERSTON NORTH, NEW ZEALAND. CLAIRE ELIZABETH ROBINSON 2006 i ABSTRACT This thesis proposes an alternative way of establishing a link between market orientation and electoral success, by focusing on market orientation as a message instead of as a management function. Using interpretive textual analysis the thesis examines the advertising messages of the highest polling political parties for evidence of voter orientation and competitor orientation in the 1999 and 2002 New Zealand general election campaigns. Relating manifest market orientation to a number of statistical indicators of electoral success the thesis looks for plausible associations between the visual manifestation of market orientation in political advertisements and parties’ achievement of their party vote goals in the 1999 and 2002 elections. It offers party-focused explanations for electoral outcomes to complement existing voter-centric explanations, and adds another level of scholarly understanding of recent electoral outcomes in New Zealand. While the thesis finds little association between demonstration ofcompetitor orientation in political advertisements and electoral success, it finds a plausible relationship between parties that demonstrated a voter orientation in their political advertisements and goal achievement. -

16 Nuclear-free New Zealand: Contingency, contestation and consensus in public policymaking David Capie Introduction On 4 June 1987, the New Zealand Parliament passed the New Zealand Nuclear Free Zone, Disarmament and Arms Control Act by 39 votes to 29. The legislation marked the culmination of a decades-long effort by a disparate group of peace and environmental activists to prevent nuclear weapons from entering New Zealand’s territory. More than 30 years later, the law remains in force, it has bipartisan support and it is frequently touted as a key symbol of New Zealand’s national identity. In some ways, it should be puzzling that New Zealand has come to be so closely associated with staunch opposition to nuclear arms. The country is far removed from key strategic territory and even at the height of the Cold War was one of the least likely countries anywhere to suffer a nuclear attack. The fact the adoption of the antinuclear policy led to the end of New Zealand’s alliance relationship with the United States under the Australia, New Zealand, United States Security (ANZUS) Treaty—an agreement once described as the ‘richest prize’ in New Zealand diplomacy—only adds to the puzzle (Catalinac 2010). How, then, did a group of activists 379 SUCCESSFUL PUBLIC POLICY and politicians propel an issue into the public consciousness and, despite the staunch opposition of the most powerful country in the world, work to see it enshrined in legislation? This chapter explores nuclear-free New Zealand as an example of a policy success. It does so in four parts. -

4. ‘This process of political readjustment’: The aftermath of the 2006 Fiji Coup1 Brij V. Lal Democracy remains an article of faithÐalways. This renders democracy precarious because anyone at any time with sufficient resources can knock it over and down. All it takes is `bad faith.' That is, anyone can destroy democracy by simply losing faith in what it is by its very nature. Fiji Daily Post (editorial), 21 April 2007 However much I may sympathize with and admire worthy motives, I am an uncompromising opponent of violent methods even to serve the noblest of causes. Mahatma Gandhi `We consider that Fiji has reached a crossroads and that the government and all those empowered to make decisions in our constitutional democracy are unable to make these decisions to save our people from destruction', Commodore Josaia Voreqe (Frank) Bainimarama told Fiji at 6 pm on 5 December 2006. The military, which had `observed the concern and anguish of the deteriorating state of our beloved Fiji', had, therefore, `taken over the government as executive authority in the running of the country'. Those fateful words brought to a close the long-running saga of escalating tension and the mounting war of words between Laisenia Qarase's Soqosoqo Duavata ni Lewenivanua (SDL) government and the Republic of Fiji Military Forces (RFMF).2 The following day, President Ratu Josefa Iloilo met Commodore Bainimarama.
