Innovative Techniques in Planning and Finance of Public Transportation Projects: Lessons Learned and its Applications Ildefonso Burgos-Gil, PE, MCE General Manager for Mass Transit Development, Puerto Rico Highway and Transportation Authority, San Juan, PR, USA, [email protected] Abstract The International Transit Studies Program (ITSP) conducts two study missions each year to provide transit managers from across the United States the opportunity to examine public transportation practices in other countries and regions, with the goal of encouraging innovation domestically. The program is sponsored by the Transit Cooperative Research Program (TCRP), funded by the Federal Transit Administration, and managed by the Eno Transportation Foundation. The subject for the 2005 Fall Study Mission was Innovative Techniques in Planning and Finance of Public Transportation Projects. The mission studied systems in Barcelona, Spain; Copenhagen, Denmark; Shanghai, China; and Osaka, Japan. As a participant, the author had the opportunity to meet with the managers for the different systems and learn and document the experience. This paper presents a more detailed insight on the author’s assigned studied systems in Barcelona, the way it has been integrated to become an effective transit system, its financial model, the lessons learned and its possible applications in Puerto Rico and elsewhere. OLYMPIC TRANSPORTATION PLANNING: THE LEGACIES OF BARCELONA AND BEIJING Doneliza Joaquin Submitted in partial fulfillment for the requirement for the degree Master of Science in Urban Planning Graduate School of Architecture, Planning and Preservation Columbia University May 2012 INTRODUCTION Being selected as a host city for sport mega-events, such as the Olympics and the World Cup, is both a gift and a burden. Host cities are thrust into the international spotlight and must provide the stadiums, housing, transportation infrastructure and management, and crowd management needed for the games. To adequately supply transportation for the movement of millions of athletes, spectators, media, officials, workers, and volunteers; between venues, housing, and the airport; mega-events require the host city to implement a strategic transportation plan with a strict deadline. The transportation infrastructure built and policies implemented for these mega-events are an integral part of the games that can alter a city’s transportation network and leave a lasting legacy. Potential host cities are only required by the International Olympic Committee (IOC) to demonstrate their ability to provide a transportation plan that can efficiently support movement during the Olympic Games. Nowhere in a city’s Olympic bid must it explain how transportation built or policies implemented will be used after the Olympics has ended. In competition with other cities to win a bid, potential host cities may drastically propose to alter their transportation networks to attract the IOC. Mega-events provide an opportunity for a host city to make major investments in infrastructure development. These opportunities can by catalytic, compressing what was already planned on being built from taking decades to implementing it in a few years, or divergent, developing infrastructure specifically designed for purposes of the mega-event that would not have otherwise been built (Kassens 2009). -

2007 IN THE MTA Ten years after the creation of the MTA, this 2007 Report contains many elements of enormous importance and individuality that indicate the order of priorities of the Government of the Gene- ralitat and all associated administrative bodies. In the first place, a review of the 2001-2010 Infrastructure Management Plan (IMP), showed the urgent need for the already begun revision and update. The key financial data is that in 2007, there has been a considerable excess, in absolute terms, of the amount of money allo- cated for the whole period of duration of the IMP. More money, but nevertheless, not yet all the improvement work, and some of this pending work still under discussion or modification. This is the case of Metro line 12. The agreement has been to replace it by extensions to some lines and the construction of a new Cornellà-Castelldefels railway line. It is therefore urgent to have a revised IMP that adapts to this new reality. JOAQuim NADAL I FarrEraS The physical translation of the work included in the IMP is now more than evident in the Councillor for Territorial Policy follow-up map. Planning system of metro networks. Comparison between Copenhagen and Barcelona 3. The Barcelona’s metro 3.1. Introduction Barcelona, unlike Copenhagen, has a big metro network for more than 80 years. This metro, together with suburban railways, bus service and the new tram provides Barcelona with a great public transport network to move through the Metropolitan region. However, the increase of population, work places and the development of private transport need to offer a better public service, with better connections between different transport modes to compete directly with the private transport, such as cars and motorbikes. For that reason, in 1997, the Metropolitan Transport Authority (ATM) was created in order to plan the public transport infrastructures in the Barcelona Metropolitan Area. Aside from that, ATM acts as a mediator between the public Administrative and the different operators that take part in the public transport. Hence, ATM created the Infrastructure Master Plan for public transport 2001-2010 (PDI), which basically describes the development of the public transport in the Barcelona Metropolitan Region within the next years. That means the improvement of the actual network, enlarging the existing lines, putting new rolling stock, etc, or creating new ones to fulfil the demand. But also ATM is responsible to plan and coordinate the services, define an integration fare system and manage the mobility. One of the most important infrastructure within the PDI and improvement in the public transport will be the new metro line, L9, the largest in Europe, which will connect the Barcelona’s airport with L’Hospitalet de Llobregat, the northern part of Barcelona, Santa Coloma de Gramenet and Badalona, as well as The Zona Franca, which is the largest industrial area in Spain.
