INTRODUCTION

The Foyle 3-Day Cycle Race being held in the North West of Ireland will see riders battle for victory from Friday 3rd to Sunday 5th August 2018. All stages of the Foyle 3-Day will be held under Cycling Ireland Rules.

This year’s race will see top riders and Teams from all over Ireland, GB, and beyond racing over three road stages for inal overall glory and a host of other categories. The race route will take riders from Derry into the magniicent scenery of the , Donegal and Tyrone.

Stage 1. Friday evenings stage is an undulating 88kms with 841meters of climbing. Starting at the Foyle Arena, Derry, this stage takes riders through , Donemana and onto the irst climb of the race, a Cat 3 16.7km into the stage. Its then onto , Park, , , and eventually onto the next Cat 2 Ballyhadedin Rd climb at 59.9 kms. The race proceeds onto the Carnamuff Rd before a rapid descent with picturesque views of and a left turn onto the main A2 Derry Rd heading up towards the lat inish at Campsie Industrial Estate where the irst stage winner and overall leaders of the race will be decided.

Stage 2. Saturday mornings stage is 141.1kms with 1716 meters of climbing. Again the Foyle Arena in Derry is the starting point for this tough hard stage, which will inish back in the scenic Point on the outskirts of the City. The 151kms of tough roads will take in some famous climbs including the iconic Mamore Gap and this may well decide the inal overall victor. The route will take the riders out of Derry across into Donegal through Muff and on towards Moville. The riders will then head for the villages of Gleneely and Culdaff, Malin Town before tackling the second climb, Black Mountain a Cat 1 at 60.9kms. The race then descends to Malin head and further down to the Five Finger Strand, the riders wont have time to take in the stunning views as they speed on towards Carndonagh, Ballylifin, Clonmany and the famous jaw dropping incline of Mamore Gap. “The Gap” a Cat 1 climb of 1.7km at 104.9 kms into the stage could provide a launchpad for any eventual stage winner, but with tough roads taking the riders down into Buncrana and onto the last climb of the day a Cat 2 up Grainne’s Gap, any breakaway riders will need to be on form to stay away. After Grainne’s Gap there is a very sharp descent with a hidden junction the riders must take a right turn at to descend down to Burnfoot and a quick left towards Muff and back across the border onto a lat inal 3km to the inish at Culmore Point.

Stage 3. Sundays 140km stage with 1580 metres of climbing will be no walk in the park either. The Neutralised roll out from Foyle Arena will take the riders through the city centre, before crossing the Foyle Bridge for the oficial start. The route heads irst for , Eglinton, Rd, Burntollet Bridge and into the irst climb, Ballyartan Rd a Cat 2 at 36.1 into the stage. The riders then descend to Donemana before tackling a Cat 3 climb at 47.6km, on then to Plumbridge and up the Category 1 “TV mast” climb at 70kms. A sharp descent dropping down into Strabane Town, leads the riders onto a short loop including Victoria bridge, Clady and back into Strabane. The route then takes the riders up to Artigarvan, Donemana again and back towards Derry on the Trench Road. The riders will then tackle 3/4 of next years Irish National Championships circuit before coming into the short but steep kick to the inish line on Church Brae. With some last minute KOM points available on the Cat 3 climb to the inish line, could the KOH jersey or even the overall win be won or lost in the inal sprint for the line?

Rules And Regulations

Article 1 Organization. The 2018 Foyle 3-Day, which is entered on the Cycling Ireland 2018 Race Calendar, is organized by Foyle Cycling Club under Cycling Ireland Technical Rules and Regulations plus these additional rules and will take place from 3rd August - 5th August 2018. The race takes place on public open roads, riders should at all times exercise extreme caution as there are no guarantees the route will be free from public vehicles. If a rider becomes dislodged from the main peloton, and is outside of the main race convoy (bubble), they are no longer within the protective cover of the race and normal rules of the road will apply. Caution should be taken at junction’s as marshal’s may be moved ahead. Riders and officials are at all times responsible for their own health and safety. The race route will be appropriately marked; however, riders and team managers should familiarize themselves with the route beforehand. The onus is on the riders to adhere to the race route. All race officials must be in possession of a license issued by a UCI National Federation.

Article 2 Rider Eligibility. Riders meeting the below criteria will be eligible for entry. • Riders holding a Full Competition License issued by Cycling Ireland with an A+, A1, A2,A3, Women and upgraded Juniors. Junior gear checks will take place at sign on and stage finish podium each day. • Riders holding an appropriate license issued by a UCI National Federation and they will be graded as A1 Riders who are members of a UCI Continental Team will be graded as A+.

Article 3 Team Participation. The Foyle 3 Day will be open to teams and solo riders as defined hereunder. Teams shall consist of a minimum of three riders and a maximum of 5 riders.

Club Teams. No more than 1 guest rider will be permitted on any team with a maximum of 4 riders and 2 guest riders on a team of 5 riders. The Team structure will consist of 5 riders, priority for engagement to the start list will be given to teams with the highest number of A1 riders. Teams may not contain more than two A3 riders. Teams will be given preference over solo riders for entry into the race.

Composite Teams. A team not being a National, Provincial or County selection made up of riders from more than one club. The team name should not be the name of any club represented on the team. All riders on the same team must wear identical jerseys.

Riders competing on any team as a guest rider or on a composite team must have a letter of authority from their own club permitting them to ride on the composite team or as a guest rider for another club, this must be presented to the Commissarie President at rider registration prior to Stage 1.

Refunds. Entries are non-refundable after Monday 16th July 2018 at 12noon.

Article 4 Sign On. Each rider must sign on before each stage at: Stage 1 Sign On: Race HQ 15:30pm –17:00pm Stage 2 Sign On: Race HQ 08:15am - 09:30am Stage 3 Sign On: Race HQ 09:10am -10:00am

Article 5 Managers Meeting. All team managers are to attend a pre-race meeting with the Panel of Commissaries, Race Director which will take place on Friday 3rd August @17:30hrs

Article 6 Neutral Service. Neutral service will be provided by 2 vehicles supplied by the Race Organisation. Neutral Service vehicles will be at their pre-designated place before and immediately after each stage. These vehicles will provide a service to all teams. Each team is requested to provide, as a minimum, 1 set of wheels each for use by the Neutral Service Crew. Such equipment must be in prime working order and must be acceptable to the Neutral Service Crew. It must be clearly marked by the supplying team or club any equipment supplied from Neutral Service and returned damaged or broken will be the responsibility of the rider/team using it. All equipment issued by neutral service or by a team vehicle to a member of another team must be returned and/or replaced immediately following the stage. Failure to do so may result in penalties. All Team Cars will provide a neutral service in a fair and sporting manner to other team members, where applicable. If at any time a neutral service crew is not available then a Commissaries may request the next Team Car in the cavalcade to provide service to the next rider requiring it, however following stage 1 Team Cars 1, 2 and 3 are exempt from this requirement. Team Cars who do not comply with this rule may be relegated to the rear of the cavalcade. A similar rule applies if a rider is dropped and his Team Car is ahead of him, the first Team Car behind will offer service.

Article 7 Race Numbers. The Race Organisation will supply a frame number and two back numbers. It is the responsibility of the rider to ensure that all numbers are visible at all times, failure to do so may incur a financial penalty as will the folding or deformation of the numbers. Where numbers are not visible at KOH points and stage finishes, a rider may be relegated to last place in the group he was with.

Article 8 Equipment & Clothing. Unless a Classification leader, riders must at all times, during each stage, wear their registered team clothing save for those riders on composite teams who must wear clothing approved by the Race Organisation / Commissarie President.

Article 9 Classifications. The race shall have the following classifications; Individual General Classification Points Classification KOH Classification U23 Classification - U23 Classification is deemed to be riders born in 1996 or later and includes Junior riders and Ladies riders

The order of precedence for the jerseys is as follows: Individual General Classification, Points Classification, KOH Classification, U23 Classification, Ladies Classification and Stage winners jersey.

A rider may be awarded the Stage winners jersey at the same time as any one other classification during Stages 1 & 2. Any other jerseys will be worn by the next best-placed rider who is not already the leader of another classification. A rider winning prizes in more than one competition will accumulate all the cash prizes but will only be awarded the jersey with the highest precedence.

Team Prize. There will only be an Overall Team Prize the classification of which will be based on the CI Tech Regs Chapter T7 Article 3E

Following Stage 3 the winner of each category will be awarded that category jersey.

Riders leading a classification must wear the classification jersey as their outer most garment or a clear rain cape if the weather is inclement provided they have the consent of the Commissaire President. Riders in contravention of this may be subject to penalties as follows: 1st offence £50 2nd offence £100 3rd offence Disqualification

The organisation will provide clear rain capes to the leading riders of each category in the event of inclement weather. 35

All classifications will be decided in accordance with Cycling Ireland stage race regulations.

Article 10 Presentations. Presentations will take place as follows: Stage 1-- At the Finish line : 1st, 2nd, & 3rd on stage 1 and all classification leaders after Stage 1. Stage 2 –At the Finish line: 1st, 2nd, & 3rd on stage 2 and all classification leaders after Stage 2. Stage 3 Presentations in Foyle Arena : 1st, 2nd, & 3rd on stage 3 and all classification leaders after Stage 3.

The riders MUST present themselves at the podium in a time limit of maximum 15 minutes after the third placed rider on the stage crosses the finish line. Failure to do so without good reason may result in a fine of 100% of the prize money.

In the event that any of the presentations have to be cancelled due to inclement weather, riders will be advised of the rescheduled arrangements in respect of the presentation.

At the general finish of the event, the first 3 riders in the general classification and the leaders of the remaining classifications including the team, must present themselves at the final awards podium ceremony. Failure to do so without good reason may result in a fine of 100% of the prize money due.

Refreshments will be available in the Foyle Arena.

Article 11. King of the Hills Competition. The prime line for the KOH competition will be marked by the waving of a Blue flag and a line marker on the road. An appropriate sign bearing that information will indicate the start of the climb. There will be signs to indicate 500m, 200m and 75m to the prime line. 1 1 2 2 3 3

Article 13. Time Bonus.

There will be NO time bonus on any stage.

Article 14 Team Cars. Each club / team represented in the race will be entitled to supply a maximum of one Team Car. Each Team Car will be issued with two numbers per stage, these must be displayed in the driver side windscreen, driver side passengers window/quarter panel and Driver side rear window of the vehicle in order to assist motorcycle escort in identifying the vehicle if required to move forward, Team Cars wishing to travel in the cavalcade will be limited to 1.66 meters in height. No Vans or motor cycles will be permitted as a Team Car. Team Managers and drivers must be in possession of a license issued by a UCI National Federation. Each Team Car in the cavalcade must contain another competent person in addition to the driver. No Team Car will be permitted to pass any group within the last 10km of any stage unless instructed to do so. All services must take place on the left-hand side of the road. Failure to do so may result in a penalty of £20 in addition to the penalties specified in Cycling Ireland Rules, for each offence.

Feeding from following vehicles will be allowed after permission has been granted from the Commissaire, after 50 Km and up to 20 Km from the finish of the event; this may be altered at the discretion of the Commissaire President. As it may not be possible to move Team Cars forward as and when a rider may require feeding it is recommended that teams make surplus bidons available to the neutral service cars who are generally in a better position to provide this service. Feeding must take place behind the Commissaires vehicles except in a group of 15 or less riders when feeding may take place alongside the rider at the back of the group.

Feeding must not take place on an ascent or descent, nor within 1 km of any prime. All Team Cars should position themselves according to the positions dictated by Individual GC. Under normal conditions riders in a lead group will be covered for service by a neutral service vehicle. If requested by a rider in a lead group, Team Cars will only be permitted to go forward when the gap is sufficient, normally greater than 1 minute and where traffic / road conditions are favorable. Team Cars going forward may only do so when instructed to do so.

ALL TEAM CARS MUST DRIVE IN A MANNERLY FASHION AND ADHERE TO INSTRUCTIONS FROM OFFICALS/COMMS WHEN ASKED, NON-COMPLIENCE WILL RESULTS IN EXCLUSION FROM THE RACE, NO EXCEPTIONS.

Article 15 Radios. Each Team Car must be equipped with a 2-way radio on the same frequency as the Race Organisation / Commissaires. Radios will be available from Radio Manager at the Managers sign on. Team Car personnel should ensure that they are competent in the use of the race radio, which should be tested prior to the start of each stage. Transmission is reserved to Race Organisation and Commissaires. Only if it is urgent or important should team managers transmit or if requested to do so by a Commissaires. Radios must be returned in a similar condition as supplied and signed back in by a member of the Race Organisation. The individual/Team/club signing for the radio is responsible for any radios lost/damaged. Race radio frequency is 453.5625Mhz

Article 16 Penalties & Appeals. The sporting control of the race is under the Panel of Commissaires, which has the right to interpret and apply the rules as they see fit. For infringements of Cycling Ireland or these Specific Race Rules, they may apply monetary and/or other penalties. Appeals will be made to the Panel of Commissaires and shall be in writing and in accordance with the CI Appeals Procedure and accompanied with a £25 fee. The Appeals Committee will consist of the Commissaire President, Race Director and the Chief Judge.

All fines levied must be paid to the Race Commissaire before the start of the following stage; failure to do so will result in the person fined being excluded from the start of that stage.

Article 17 Time Limits. The time limit for the event will be 20% for stages 1/2/3.

Article 19 Anti Doping In conformity with UCI Anti-Doping Regulations, competitors shall summit themselves to any anti-doping control instituted by the Sport Ireland Anti Doping Unit.
