The draft programme contains proposed schemes generated by requests for improvements from the public, public representatives and schemes identified within Department for Infrastructure Roads. All the proposed schemes have been assessed in accordance with current procedures and are considered to be high priority and represent good value for money. The assessment procedure takes into account a number of factors including cost, traffic volumes and collisions. You will appreciate that our capacity to deliver schemes within this programme is dictated by availability of funding and based on current funding levels; it will only be possible to deliver a small number of these schemes over the 2020-2022 period. The Division will however continue to bid for additional funding and plan ahead by developing schemes in terms of design and land acquisition to ensure that we are well placed to utilise additional funding should it become available. Work continues to progress at a fast pace on the A6 Londonderry to Dungiven dual carriageway with the site clearance almost complete and significant earthworks progressing well along the scheme towards completion in 2022. On a more local level the footway at Temple Road Strathfoyle will be completed shortly and the A5 Melmount Road in Sion Mills has been resurfaced. At this time, the Department’s budget for the current year does not provide for a full street lighting repair service and we are only able to provide a limited maintenance service where electrical/structural hazards will be dealt with first. Other defects will be repaired as resources allow and we are currently not able to repair all street lighting defects that are identified. I would ask for your understanding at this time. The structural maintenance budget for Northern Ireland is currently £104 million against an annual requirement of some £143 million and this includes £10m set aside for a ‘roads recovery fund’ which is being used to address localised areas of immediate need across the road network. Of this £724k has been allocated to the Derry and Strabane Council area. The Department will continue to identify those roads in most need of repair and prioritise this work alongside other ongoing priorities. Network Development Manager, Harry Gallagher and Network Development Engineer, Deaglan MacBride, look forward to meeting the Council’s Special Environment and Regeneration Committee to present this programme and to hear member’s views on it. Opportunity will also be taken to provide updates on the various programmes included within the Spring report as well as on the Strategic Roads projects that affect the area. David McKinley Divisional Manager (Acting) Page 4 DRAFT LTSM PROGRAMME Carriageway Improvements 2020 – 2022 A2 Clooney Road Route Management Strategy Location: Clooney Road from Caw Roundabout to Maydown Roundabout DfI Roads commissioned an Options Study to identify engineering solutions to improve traffic safety along the 2.5km route. Development of a suitable scheme has to be considered against the development of Phase 2 of the A6 – A2 dualling. Page 5 DRAFT LTSM PROGRAMME Sightline Improvements 2020 – 2022 B165 Bellspark Road – C0677 Orchard Road, Glebe, Clady Design Options have been developed for a junction improvement scheme at the Orchard Road / Bellspark Road to deliver sightline improvements and junction realignment. The land acquisition process has commenced. Page 6 DRAFT LTSM PROGRAMME Sightline Improvements 2020 – 2022 C679 Drumlegagh Road North / C680 Drumlegagh Church Road Location: C679 Drumlegagh Road North and C680 Drumlegagh Church Road Crossroads, Drumlegagh Junction sightline improvement scheme. The existing junction has restricted sightlines in both directions along the Drumlegagh Road North when exiting from the eastern leg of the Drumlegagh Church Road due to roadside fencing and hedgerow. The land acquisition process is ongoing. The estimated cost of the scheme is £45,000. Page 7 DRAFT LTSM PROGRAMME Sightline Improvements 2020 – 2022 B72 Liskey Road / C607 Camus Road, Douglas Bridge Location: B72 Liskey Road at the junction with the C607 Camus Road, Douglas Bridge The scheme commenced in 2019. Further land issues need to be resolved. At present the existing sightline on the Liskey Road is restricted in the southern direction by roadside boundary embankment and hedging which is impeding the motorist’s view when exiting the Camus Road. This scheme, to provide the junction visibility splay in the southern direction will create a safer environment for road users. The estimated cost of the scheme is £15,000. Page 8 DRAFT LTSM PROGRAMME Sightline Improvements 2020 – 2022 B118 Tamnaherin Road / U1146 Highmoor Road Location: B118 Tamnaherin Road at the junction with the U1146 Highmoor Road Land acquisition was agreed in September 2019. The existing sightline on the Tamnaherin Road is restricted in the northern direction by roadside boundary fencing and hedging which is impeding the motorist’s view when exiting from Highmoor Road. This scheme to provide the junction visibility splay in the northern direction when exiting the minor road will create a safer environment for road users. The estimated cost of the scheme is £95,000. Page 9 DRAFT LTSM PROGRAMME Vehicle Restraint System 2020 - 2022 Curleyhill Road, Strabane Location: Curleyhill Road, Strabane Provision of additional vehicle restraint. Page 10 DRAFT LTSM PROGRAMME Footways 2020 – 2022 Strabane Footbridge Location: Downstream of Strabane Bridge, Strabane The proposed location of a new shared use footbridge and cycleway was selected in 2019. The proposal is to create a new river crossing from the Water Wall, at Lower Main Street Car Park over to a point close to O’Nolan Park/Waterside Street. The new footbridge will link the town centre to Translink bus centre and the general Melmount area. The aim of the scheme is to provide enhanced connections for pedestrians and cyclists between the Melmount Road – Bradley Way area and the town centre as highlighted through the Sub Regional Transport Plan 2015. The next stage is to make a formal Planning Application. The Department will continue to collaborate with Council on this project through the City Deal initiative and Strabane town centre regeneration project. Page 11 DRAFT LTSM PROGRAMME Footways 2020 – 2022 C568 Temple Road Footway Widening Location: C568 Temple Road Works commenced on site in October 2019. The existing footway along Temple Road from number 14 to the bottom of the access road at Westlake is 0.7 metres in width over a length of approximately 120 metres. The scheme will provide enhanced connections for pedestrians and cyclists between the Clooney Road and Strathfoyle. Page 12 DRAFT LTSM PROGRAMME Footways 2020 – 2022 U1134 Fincairn Road / U1153 Chestnut Drive Footway Link Location: U1134 Fincairn Road and U1553 Chestnut Drive This scheme was completed in 2019. The existing footway along Fincairn Road had no link with Chestnut Drive. The new link makes it safer for pedestrians to access both roads by removing the need to clamber up a grass bank. Page 13 DRAFT LTSM PROGRAMME Footways 2020 – 2022 B165 Bellspark Road Footway Link, Clady Location: B165 Bellspark Road This scheme is now completed. The existing footway along Bellspark Road had a missing link between existing footways. This link makes it safer for pedestrians to access the village of Clady. The Archaeology, Architecture and Cultural Heritage chapter relates to the proposed N14/N15 to A5 Link Scheme which involves the design of a road linking the A5 Western Transport Corridor (WTC) in Tyrone to the existing N15 at Lifford in County Donegal (refer Figure 3.1, Volume 2). 10.2 Methodology 10.2.1 Guidelines and Policy This Chapter is compiled so as to be compliant with the guidelines set out in legislation in both Northern Ireland and the Republic of Ireland. Northern Ireland The relevant legislation in Northern Ireland which protects and recognizes the archaeological heritage is The Historic Monuments and Archaeological Objects (Northern Ireland) Order 1995. The Planning Service has produced a series of Planning Policy Statements which set out the policies of the Department of the Environment on particular aspects of land- use planning. Each Planning Policy Statement applies to the whole of Northern Ireland and their contents are taken into account when development plans are being prepared. The contents are also material in the case of decisions on individual planning applications and appeals. Planning Policy Statement 6: Planning, Archaeology and The Built Heritage (PPS 6) specifically sets out the planning policies of the Department of the Environment in relation to the protection and conservation of archaeological remains and other features of the built heritage and advises on the treatment of these issues in development plans.
