Race Director’s Foreword Welcome to the 2018 edition of the SPAR Tour of Omagh. Now in its ninth year, the race is going from strength to strength thanks to the dedication of Omagh Wheelers members, and to the many volunteers and friends connected to Omagh Wheelers Cycling Club. In 2018, we continue to host two separate races: A4 and Women's. This special event gives both types of riders the opportunity to experience the demands and challenges of a three day event, which provides real competitive racing, and an excellent environment for riders to gain experience and develop. The demands of a three-day event are very different to a normal one-day race, as not only do riders have to try and recover before the demands of the next stage, but you also have a mixture of cycling disciplines to contend with: a time-trial stage which will benefit those strong against the clock, a King of the Hills (KOH) competition for the climbers, and a Points competition for riders with a Cavendish-style kick. There is also a competition for the Best Overall Rider and Team which requires every rider to keep riding to the line for those vital seconds. We have introduced new categories in 2018 for Best Young Rider in both races. In the Women’s race, we have significantly increased the prize-money to ensure equality between male and female competitors. The Women’s race provided fantastic racing action in 2017, and with a bigger field again this year featuring riders from Ireland and Britain, it’s shaping up to be an exciting race! The SPAR Tour of Omagh will take place on public roads, and although we will have marshals in place to ensure the safety of participants, I would remind all officials, drivers, and riders to obey the rules of the road and use common sense! Please respect event marshals who are in place to ensure a safe event, and also please respect other road users. Cyclists are privileged to have use of our public roads for such events, it’s important to respect this to ensure the future of our sport. I would like to thank our event sponsors for making the event possible. I would like to thank all of our officials and volunteers whose dedication and commitment make such an event possible. Friday 27th July Stage 1 sign-on: 15:00 – 16:30 Managers meeting: 16:30 Officials/Marshals meeting: 16:45 Stage 1 start: 17:30 Start 1 finish (approx): 20:00 Saturday 28th July Stage 2 TT start: 09:00 Stage 2 TT finish (approx): 11:00 Stage 3 sign-on: 12:30 – 13:30 Stage 3 Marshals meeting: 13:00 Stage 3 start: 14:00 Stage 3 finish (approx): 16:10 Sunday 29th July Stage 4 sign-on: 09:30 – 10:30 Stage 4 start: 11:00 Stage 4 finish (approx): 13:10 Prize Presentation: 15:00 • The event will have two neutral service vehicles and a broom wagon. Each team is expected to supply one pair of wheels. Wheels should be collected from service immediately after each stage. • The A4 race and Women's race will run independently, with the Women's race starting at a set time after the A4 race. • Each road stage begins with a neutralised section. It is important the whole race remains compact during neutralisation, and that team cars get in place as quickly and safely as possible. • The TT will take place on a closed road. • Sign on for stages 1, 3 and 4 will take place at Race HQ. There will be no sign-on for Stage 2 – TT; riders must report to the start line 5mins before start time. • Food and refreshments will be provided for riders at Race HQ after stage 4. Race Regulations The event will be run under the regulations of Cycling Ireland, supplemented by the following: 1. All personnel must ‘sign-on’ at the start, including team managers/drivers. 2. All team drivers must hold a current Cycling Ireland licence, and produce this to the Commissaire at sign-on. 3. Riders will be provided with two back numbers and one frame number. Both back numbers should be worn over the pockets of your jersey each stage, and must be visible at all times. Where numbers are not visible at KOH points and stage finishes, a rider may be relegated to last place in the group or not awarded points. 4. All team managers must attend the Managers meeting on Friday night @ 16:45 sharp. 5. Participants in the event are responsible for all expenditure and costs arising in relation to the race and for any offences or damages caused. Entry to the event implies acceptance of these Race Regulations. The only exceptions will be by specific arrangements with the Race Organisation. Any loss or damage to radios used in the race is the liability of the team or individual who signs for it. It is recommended that the equipment is put away safely when not in use. 6. Jersey presentations will take place 10 minutes before the start of stages 3 and 4. 7. Team classification will be calculated on the first three riders of a team. Where a club is unable to muster a full team, the Organisers will consider composite teams and entries from individuals. Teams must each wear identical jerseys. Where a club enters multiple teams, members of such teams are not interchangeable. 8. Riders competing for a composite/club team other than their registered club must have a letter of release from their registered club and this must be made available to the Chief Commissaire no later than the sign on for stage one. 9. The race is run on roads open to the public. All involved, riders, marshals, team drivers - must take due care at all times. Take proper notice of directions given by marshals and the PSNI. 10. All team cars are to take up race formation 15 minutes before the start of stages 1, 3 and 4. Team cars must have approval from of the Commissaires if they wish to move in the Cavalcade. 11. Starting order for the time trial will run in order of race number, at 1min intervals e.g. Rider no 1 starts @ 09:01, Rider no 2 starts @ 09:02. 12. The Time Trial will be strictly non-aero to ensure fairness for competitors. Competitors must use standard road bikes. Aero handlebars and helmets are not permitted. 13. Race communication will be via radio on the ‘Cycling Ireland’ frequency. Radio’s can be hired from the Race organizers at a cost of £10each. Clubs are responsible for the safe return of all equipment. Race radio frequency is 453.5625mhz 14. The transmission of radio messages is reserved to the Commissaires, and the race organisation. Team managers are forbidden to transmit, unless their advice is asked for, or the matter is important and urgent. 15. Both events will offer three different categories as below. Riders must select their relevant category when entering online. Once applications are approved, a rider cannot change their category. I. Best young rider - U23. II. Masters – 40 years or over in current year III. Senior 15. King of the Hills (KOH) points are as follows in A4 race only: Cat 1: 8- 6- 4- 2- 1 Cat 2: 5- 3- 2- 1 Cat 3: 3- 2- 1 16. Points competition: points will be awarded as follows 15 points down to 1 point respectively on each Road stage for the first 15 places. Should two or more riders have an equal number of points the rider with the greater number of first placings on stages is deemed the winner.
