State Profile of Maharashtra

Maharashtra occupies the western & central part of and has 720 km long coastline along the Arabian Sea and is also fortified naturally by Sahyadri and Satpuda mountain ranges. The State is surrounded by Gujarat to the north west, Madhya Pradesh to the north, Chhattisgarh to the east, Telangana to the south east, Karnataka to the south and Goa to the south west. For administrative convenience, the State has been divided into 36 districts and six revenue divisions.

With a population of 11.24 crore, as per Population Census 2011 and with geographical area of about 3.08 lakh sq. km, the State ranks 2nd by population and 3rd in terms of geographical area.

Maharashtra is one of the highly urbanised states in India. The State enjoys tropical monsoon climate. The hot scorching summer from March onwards is followed by monsoon in early June. The rich green cover of the monsoon season persists during the mild winter that follows through an unpleasant October transition.

The State capital Mumbai is not only home for leading corporate houses and firms but also has Asia’s oldest Stock Exchange, the . In order to have development in the emerging sectors, thrust sectors viz. Agro & food processing units, Textile machinery manufacturing, Information Technology (IT) & IT Enabled Services (ITeS), Electric vehicles, Industry 4.0 (artificial intelligence (AI), 3D printing, internet of things (IoT) & robotics, nanotechnology), Integrated data centre parks, Electronic systems design & manufacturing and semi-conductor fabrication, etc. have been identified in the State.

The State has adopted varied measures for ‘Ease of Doing Business’. MIDC is offering ready-to- move-in factory environment under Plug & Play Infrastructure complete with advanced utilities and affordable pricing structure with sectoral tailoring. The grand response garnered in ‘Magnetic Maharashtra 2.0 investors summit’ has shown that the State remains the favoured destination for investment owing well developed infrastructure, technological advancement, availability of skilled manpower, connectivity to major areas and ample natural resources.

Maharashtra is not just a geographical expression but an entity built on collective efforts of its people. Varied customs and traditions co-exist peacefully in Maharashtra. The State is well known throughout the country for its rich music and dances. Povadas, Bharuds, Gondhals and Lavnis are the major forms of folk music in the State and represent the best that the Maharashtrian society has contributed in the field of music. Maharashtra celebrates all major religious festivals in a peaceful and harmonious manner. As such the State has played a significant role in the social, economical and political sphere of the nation.

Monuments like Ajanta, Ellora & Elephanta caves, Gateway of India and architectural structures like Viharas and Chaityas attract tourists from all over the world. The State has announced its Agro Tourism Policy and Beach Shack Policy to promote tourism in the State. The State has classified the Hospitality sector as an industry.

The State has sizable contribution in sports, arts, literature and social services. The State is also home to ‘Bollywood’, a world famous entertainment industry.

Maharashtra has time and again showed its pragmatic & progressive nature and the State continued to walk on the path of sustainable development.

1 State Economy

State Income

State Income 1.1 As per the advance estimates, the State economy is expected to grow by (-) 8.0 per cent during 2020-21, the Indian economy is also expected to grow by (-) 8.0 per cent. During 2020-21, the ‘Agriculture & allied activities’, ‘Industry’ and ‘Services’ sectors are expected to grow by 11.7 per cent, (-) 11.3 per cent and (-)9.0 per cent respectively. As per the advance estimates, nominal (at current prices) Gross State Domestic Product (GSDP) for 2020-21 is expected to be Rs.26,61,629 crore and real (at constant 2011-12 prices) GSDP is expected to be Rs. 19,62,539 crore. As per the first revised estimates, nominal GSDP for 2019-20 is Rs. 28,18,555 crore as against Rs.25,79,628 crore for 2018-19. Real GSDP is Rs. 21,34,065 crore for 2019-20 as against Rs.20,33,314 crore for 2018-19. The Per capita State Income for 2019-20 is Rs.2,02,130 as against Rs.1,87,118 for 2018-19.

Prices

During Covid-19 lockdown, difficulties were faced in the collection of prices of essential commodities for the month of April and May, 2020. For non-food group items, prices were unavailable for the same period. Hence the CPI for ‘pan, supari & intoxicant’, ‘clothing, bedding & footwear’, ‘miscellaneous (except medical services for urban)’ and ‘general’ groups could not be compiled for the month of April and May, 2020. Average Consumer Price Index (CPI) (base year 2003) for rural and urban areas in the State from June, 2020 to December, 2020 was 318.5 and 303.2 respectively as against 300.5 and 284.2 respectively from June, 2019 to December, 2019. The year-on-year rate of inflation based on average CPI during June, 2020 to December, 2020 was 6.0 per cent for rural areas and 6.7 per cent for urban areas as against 9.4 per cent and 6.3 per cent respectively from June, 2019 to December, 2019.

Public Finance

The revenue receipts of the State are Rs. 3,47,457 crore for 2020-21 (BE) as against Rs. 3,09,881 crore during 2019-20 (RE). The tax and non-tax revenue (including central grants) as per 2020-21 (BE) are Rs. 2,73,181 crore and Rs. 74,276 crore respectively. Actual revenue receipts during April to December, 2020 were Rs. 1,76,450 crore (50.8 per cent of BE). The revenue expenditure of the State is Rs. 3,56,968 crore as per 2020-21 (BE) as against Rs. 3,41,324 crore during 2019-20 (RE). 1.9 As per 2020-21 (BE), the share of capital receipts in total receipts and capital expenditure in total expenditure are 20.0 per cent and 17.8 per cent respectively. Share of development expenditure in revenue expenditure is 68.7 per cent as per 2020-21 (BE).

Institutional finance

As on 31st March, 2021 aggregate deposits and gross credit of scheduled commercial banks in the State were Rs. 28.15 lakh crore and Rs. 23.38 lakh crore respectively. Credit Deposit Ratio is 83.04 per cent as on 31st March, 2021. The share of ‘Agriculture & allied activities’ sector is 19.7 per cent and that of ‘MSME (Micro, small, medium enterprises, khadi & village industry)’ sector is 52.4 per cent in the Annual credit plan for priority sector for 2021-22. During 2020-21, under Pradhan Mantri MUDRA Yojana total loans of Rs. 24,339 crore were disbursed to 37.39 lakh beneficiaries in the State, of which 29.04 lakh were under ‘Shishu’, 7.31 lakh under ‘Kishor’ and 1.03 lakh under ‘Tarun’ category.

2 Agriculture & allied activities

The State received 113.4 per cent of the normal rainfall during monsoon 2020. Out of 355 talukas (excluding talukas in Mumbai City & Mumbai suburban districts) in the State, 139 talukas received excess rainfall, 173 received normal and 43 received deficient rainfall.

Average size of operational holding as per Agriculture Census 2015-16 is 1.34 ha whereas as per Agriculture census 2010-11 it was 1.44 ha. The total area of small & marginal operational holdings (upto 2.0 ha) was 92.20 lakh ha constituting 45 per cent of the total area of operational holdings whereas number of small and marginal operational holdings were 121.55 lakh which were 79.5 per cent of the total number of operational holdings.

During kharif season of 2020-21, sowing was completed on 156.89 lakh ha area. The production of cereals, pulses, oilseeds, cotton and sugarcane is expected to increase by 60 per cent, 14 per cent, 28 per cent, 33 per cent and 40 per cent respectively over the previous year.

During Rabi season 2020-21, by the end of December sowing was completed on 53.64 lakh ha. The production of cereals and pulses is expected to increase by one per cent and 12 per cent respectively while production of oilseeds is expected to decrease by 18 per cent over the previous year. The area under horticulture crops is 19.20 lakh ha and production is expected to be 278.75 lakh MT during 2019-20.

Industry and co-operation

Since liberalisation (August, 1991) upto October, 2020 in all 20,909 industrial projects with an investment of Rs. 14,29,142 crore were approved in the State. During 2020 upto October, 247 projects with proposed investment of Rs. 37,887 crore were registered in the State. The FDI inflows in the State since April, 2000 to September, 2020 was Rs. 8,18,522 crore, which was 27.7 per cent of total FDI inflows at All-India level. During 2020-21 upto September the total FDI inflows in the State was Rs. 27,143 crore. The number of MSMEs registered in the State, upto March, 2020 for Udyog were 17.67 lakh, of which 15.60 lakh were micro, 1.99 lakh were small and 0.08 lakh were medium enterprises. The total investment of MSMEs in the State was Rs. 2,38,543 crore and employment generated was 91.01 lakh.

Aurangabad Industrial City (AURIC), a well planned and greenfield smart industrial city based on the concept of ‘walk to work’, is being developed across an area of 10,000 acres in the State as a part of Delhi-Mumbai Industrial Corridor (DMIC). In all 62 plots of total area of about 212 acres have been allotted in AURIC to the investors. Total investment in AURIC is more than Rs. 5,000 crore and employment generated is about 2,811. Land Utilisation

The land utilisation statistics for 2018-19 depicts that of the total 307.58 lakh ha geographical area of the State, the gross cropped area was 232.12 lakh ha while the net area sown was 168.15 lakh ha (about 55 per cent).

It can be seen from the above table that as at 2015-16, 79.53% are small and marginal farmers, 15.22% are semi-medium farmers and only 5.25% are medium and large farmers.

The crop Loan target for the financial Year 2020-21 was Rs. 62,459 crore. The disbursement position of crop loans is being monitored on fortnightly basis in the Kharif season and on monthly basis thereafter. Special emphasis is given to lending for crop loans so as to cover each farmer in the state. Agency-wise comparative performance of crop loan disbursement in the state as of 31.03.2021 is given hereunder -

Observations :

 As of 31.03.2021, the overall achievement by Banks in the State is 77% at Rs.47,972 crores of the Annual target of Rs. 62,459 crores showing 68% positive growth YOY. Overall achievement during the same period of the previous year was to the extent of 48%.

 All Banks are showing positive growth over corresponding period of earlier year.

 DCCBs & RRBs have shown better performance at 97% & 94% resp. of the annual target.

 Performance of PSBs is moderate at 66% during the FY 2020-21. Among major Public Sector Banks, performance of Bank of Maharashtra and Union Bank of India was good at 84% and 74% resp.

 Performance of Pvt. Sector Banks is also improved as compared to last year and achievement stood at 66%. Among all Pvt. Sector Banks, HDFC and Axis Bank’s performance is good at 86% & 77% resp.

10  During ongoing Kharif season of 2021, Member Banks in the State have achieved crop loan disbursement of 19% as of 15.05.2021. Actual disbursement as of 15.05.2021 is Rs.7766 crores, wherein 10.66 lakh farmers are covered under crop loan / KCC.

District wise, Bank wise and Agency wise position of crop loans as of 31.03.2021 & 15.05.2021 as reported by Lead District Managers is given in Annexure 4.1 to 4.6.

 During the year 2020-21, the achievement is 61% of the annual Priority Sector target. During the corresponding period of previous year, the achievement was 71%.

 Percentage achievement under Agriculture disbursement is higher at 98% of the annual targets, showing rise of 46% Year to Year. Disbursement achievement under MSME Sector is at 63% of the annual target, showing negative growth of 21% Y-o-Y. The low performance in MSME and other priority sector can be attributed to COVID-19 pandemic & lockdown during most part of the FY 2020-21.

C) Review of Mahatma Jotirao Phule Karjmukti Yojana, 2019

We draw attention of all Member Banks towards Govt. of Maharashtra GR .कृ कमा 1219 / प्र.क्र.157/2- स dated 27.12.2019 and subsequent communications & various meetings thereof.

Accordingly, the implementation of the scheme is underway and the benefit of the scheme has already been transferred to approximately 31.51 lakh loan accounts.

11 Details of MJPSKY, 2019 Beneficiaries as of 31.05.2021 are as under :

Under MJPSKY, 2019 Debt Waiver Scheme, as of 31.05.2021, approx. 31.51 lakh farmers are benefitted amounting Rs.20,109Rs.21,109 crores.crores. Out of these 31.51 lakh farmers, approx. 19.68 lakh farmers are given Fresh Finance amounting Rs.13,152 crores i.e. around 63% farmers covered.

Steps taken for improving land record, progress in digitization of land record and seamless loan disbursements :

i) Digitization of land record -

a) Present Status under MoU with the Settlement Commissioner & Director of Land Records, GOM -

At present, there is a facility of downloading 7/12 extracts online by entering into MoU with Dept. of Land Records, GoM.

Following Banks entered into MoU with the Dept. of Land Records, GOM –

PSBs - Bank of Maharashtra, CBI, State Bank of India, PNB, Bank of India and P & S Bank

Pvt SBs - Kotak Mahindra, ICICI, HDFC, IDBI

RRBs - Maharashtra Gramin Bank, VKGB

DCCBs - Satara, Pune, Gondia, Ratnagairi, A Nagar, Sindhudurg, Aurangabad, Latur, Dhule, Nandurbar, Buldhana, Parbhani, Sangli, Thane, Solapur & Nashik.

b) Creation of Online Charge by Banks :

We draw attention of Dept. of Settlement Commissioner & Director of Land Records towards our communication dated 16.02.2021 (Copy enclosed as Annexure - 5.1) , wherein Dept. of has requested for Status of Creation of online charge by Banks on 7/12 extracts. As such, we request official from Dept of Land Records, to update SLBC forum on the subject matter.

Secondly, issue of creation of Online charge on agriculture land was discussed with Department of Settlement Commissioner & Director of Land Records on 05.05.2021.

Facilitation of Online Charge creation is very pertinent to have ease in crop loan / KCC delivery to the farmers & to improve performance of Banks in the State. ii) Notification of all Dist. Headquarters, Taluka places, Municipal corporations for Deposit of title deeds -

At present ,in the State of Maharashtra, out of 36 districts, 5 districts namely, Gondia, Hingoli, Nandurbar, Palghar & Washim are yet to be notified for creation of Equitable Mortgage by way of Deposit of Title Deeds. As such, customers / farmer community of these districts have to approach nearby districts for creation of equitable mortgage, which is very time consuming and incurs additional expenses, apart from having indirect effect on CD Ratios of respective districts. (Ref. Our letter dated 27.04.2021 addressed to Principal Secretary, Revenue & Forest, Government of Maharashtra – Annexure -5.2).

20 In all other States, all Taluka Places, Municipal corporations, District Head Quarters are notified for creation of Equitable Mortgage by way of Deposit of Title Deeds. (Madhya Pradesh, Rajasthan, Kerala, Odisa & Tamilnadu).

In view of the above, our persistent request is to notify all District Headquarters, all Municipal Corporations/Councils and all Taluka places, as notified areas, for creation of Equitable Mortgage by way of Deposit of Title Deeds, which will ultimately benefit customers of these areas to mortgage their properties in nearby areas of their district/towns, etc. & get the credit from Banks.

This will ultimately help in credit growth in Agriculture & MSME sectors, benefitting growth in overall Economy & GDP our State. Further, it will also reduce the hardship of farmer / borrower, to go to far away district places for creation of equitable mortgage.

We request representative from Department of IGR (Inspector General of Registration & Controller of stamps, Govt. of Maharashtra) to brief the house.

Implementation of Economic Package announced under Atma Nirbhar Bharat

Hon’ble Prime Minister Shri Narendra Modi on May 12th, 2020, announced the Special economic and comprehensive package of Rs. 20 lakh crores under Atma Nirbhar Bharat to fight COVID-19 pandemic in India.

In view of the above it is hereby advised to take all necessary steps to ensure smooth, timely and expeditious credit & subsidy disbursal to eligible beneficiaries under the different schemes in the Atma Nirbhar Bharat package related to Agriculture as well as MSME sector.

Atma Nirbhar package related to Agriculture are as under :

1. Agriculture Infrastructure Development Fund Scheme - Rs. 1 lakh crore

Under AIF Scheme, target of Rs.8,460 crores is allotted by Govt. of India for the State of Maharashtra for the period of four years starting from FY 2020-21. All Member Banks have to ensure that their allotment to Agri Infrastructure in ACP of FY 2021-22 shall be at least three times that of FY 2020-21. (As the target of Agri infrastructure for the FY 2021-22 is Rs. 2538 crores, to that of Rs.846 crores for the FY 2020-21.)

Further, we draw attention of Member Banks towards Joint Letter of Commissionerate of Agriculture & SLBC, Maharashtra addressed to District Collectors of all Districts, wherein need for focused approach towards implementation of the scheme was necessitated for completion of target for the FY 2020-21 before 31.03.2021. Copy of the letter enclosed for reference of all concerned as Annexure 6.1.

Additionally, please refer to the Minutes of the meeting dated 21.01.2021 held under the Chairmanship of Commissioner, Agriculture, Govt. of Maharashtra wherein District Superintending Agriculture officers, Lead District Managers, DDRs & DDMs, NABARD of all Districts were called to discuss on the issues faced by stakeholders engaged in the implementation of the scheme. During the meeting it was decided that all concerned stakeholders to work in synchronization with each other for successful implementation of the scheme.

Progress report as of 31.03.2021 is enclosed as an Annexure 6.2.

2. Formalisation of Micro Food Processing Enterprises Scheme - Rs.10,000 crore

PMFME Scheme is the flagship programme of Govt. of India launched under Atmanirbhar Bharat Economic Package, wherein The scheme envisages an outlay of Rs.10,000 crore over a period of five years from 2020-21 to 2024-25. Under the scheme, 2,00,000 micro food processing units will be directly assisted with credit linked subsidy (Maharashtra State received Physical Target of 21,998 proposals for Five Years).

The scheme covers individual micro food entrepreneurs, FPOs/ SHGs/ Co-operatives, etc.

One of the important feature of the scheme is One District One Product (ODOP) approach to reap benefit of scale in terms of procurement of inputs, availing common services and marketing of products. This approach would provide framework for “Value chain development and alignment of support infrastructure.” There may be more than one cluster for one product in one district.

3. Concessional Credit Boost to 2.5 crore farmers through KCC - Rs. 2.00 lakh crore

Govt. of India had launched a special drive from 08.02.2020 to 31.03.2021 for covering PM Kisan Beneficiaries under the KCC Scheme. Meanwhile, as a part of the Hon. Prime Minister’s Atmanirbhar Package for farmers, Hon Finance Minister has announced to cover 2.50 crore farmers under the KCC Scheme including those engaged in Dairy, Poultry and Fishery activities, in a mission mode to facilitate credit to the farm sector of the economy.

Progress report as per FI portal as on 28.05.2021 (Annexure 6.5) :

 Total no. of cumulative applications received are 26.25 lakh, out of which 24.65 lakh applications got sanctioned, amounting to Rs.16,894 crores and the sanction percentage is 94%.

 Sanctions under Dairy are 36541 accounts, amounting Rs.248 crores.

 Sanctions under Fishery are 3640 accounts, amounting Rs.37.13 crores.

Amongst all States, State of Maharashtra ranked first in processing of KCC applications during Phase I & Phase II campaigns on cumulative basis.

4. Animal Husbandry Infrastructure Development Scheme – Rs.15,000 crore

5. Pradhan Mantri Matsya Sampada Yojana for fishermen - Rs.20,000 crore

Detailed guidelines of above schemes are already shared by SLBC with Member Banks and LDMs.

Atma Nirbhar package related to MSME SECTOR are as under :

1. Rs. 3 lakh crore credit to MSMEs- Emergency Credit Line Guarantee Scheme 2. Rs. 5000 crore special credit facility for Street Vendors 3. Partial credit guarantee scheme 1.0 and 2.0 4. Rs 1,500 crore Interest Subvention for MUDRA- Shishu Loans 5. Rs. 20,000 crore Subordinate Debt for Stressed MSMEs

All Member Banks are requested to ensure that the credit is disbursed or subsidy is credited in time to all the eligible beneficiaries under the above schemes under Atma Nirbhar Bharat package.

1. Emergency Credit Line Guarantee scheme (ECLGS) -

Emergency credit line guarantee scheme (ECLGS) has been formulated as a specific response to the unprecedented situation caused by COVID- 19 and the consequent lockdown which has severely impacted manufacturing and other activities in the MSME Sector. The scheme aims at mitigating the economic distress being faced by MSMEs by providing them additional funding upto Rs.3 laks crore in the form of a fully guaranteed emergency credit line.

36 The Bank wise and District wise reports as on 31.03.2021 regarding Emergency Credit Line Guarantee scheme (ECLGS) and Standup India for MSME Hubs is enclosed as Annexure 6.6 & 6.7

2. Pradhan Mantri Street Vendors’ Atmanirbhar Nidhi (PM SVANidhi) scheme

In pursuance of the announcement made by Hon'ble Finance Minister, during her address on May 14, 2020, Ministry of Housing and Urban Affairs has launched PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi), a Special Micro-Credit Facility Scheme for providing affordable loan to street vendors to resume their livelihoods that have been adversely affected due to Covid-19 lockdown.

PM SVANidhi targets to benefit over 50 lakh Street Vendors, who had been vending on or before 24 March, 2020, in urban areas. Features of the Scheme include extension of collateral free working capital loan of up to Rs. 10,000, interest subsidy @ 7% per annum, eligibility of higher loan on timely repayment of first loan, and monthly cash back on digital transactions. Implementation of the Scheme is to start from July, 2020 and its duration is till March 2022. An integrated IT and Mobile App will be developed to ensure transparent and time bound implementation.

The Bank wise & District wise position along with Districtwise Targets for Maharashtra under PMSVANidhi is enclosed as Annexure 6.8 & 6.9.

Annual Credit Plan 2021-22 (Proposed)

The preparation of Annual Credit Plan generally starts well in advance every year. The past performance is reviewed by the Lead District Managers. Tentative projections on the basis of achievements of December quarter end are made for March. NABARD prepares Potential Linked Plan (PLP) every year which is available at District level. The Annual Credit Plan (ACP) for the district is finalized after discussing the same in DLCC meeting chaired by the District Collector. The State Credit Plan is prepared by consolidating the District Credit Plan.

The ACP of the State comprising sector wise targets of Crop / KCC loan, agriculture term loan, MSME, other priority and non-priority is releases / launched at the hands of Hon’ble Chief Minister of the State during the SLBC meeting.

As such, the proposed State Annual Credit Plan target for the FY 2021-22 is consolidation of District Annual Credit Plan Targets, which are projected by the respective Lead District Managers based on potential of the districts, Ground Level Credit Targets & past trend of achievements.

60 * LDMs in the State had prepared Crop Loan disbursement plan of Rs.55,560 crores for the FY 2021-22 i.e. less by Rs.6,899 crores as compared to last year, after due approval in respective DLCC meetings chaired by District Collectors of the district. In order to minimize the gap, a meeting was held under the chairmanship of Commissioner, Cooperation, GoM on 05.05.2021 and it was advised to bridge the gap, presented as above.

Further, the matter was once again discussed during SLBC Sub-commitrtee meeting on Agriculture held on 19.05.2021 in the presence of officials from Cooperation Dept., RBI, NABARD, Memebr Banks and LDMs. Accordingly, Member Banks and LDMs have agreed to revise Crop / KCC Loan target by Rs.5300 crores. Thereby, we have presented crop loan target of Rs.60,680 crores for the FY 2021-22. Copy of the communication from Cooperation Dept., GoM and SLBC, Maharashtra dated 27.05.2021 & 21.05.2021 resp enclosed as Annexures 7.1 & 7.2.

As per the recommendation of RBI’s Internal Working Group to review Agricultural Credit, in order to provide special focus to allied activities, separate targets for allied activities (working capital and term loan) under GLC targets have been fixed.
