Band Abstract Dieser Eingangsband sucht den Zugang zu Philipp Scheidemanns Gesammelten Werken in der internationalen Solidarität, die von 1913-1919 zwischen den beiden sozialdemokratischen Parteien in Berlin und Kopenhagen herrschte. Europas erste sozialdemokratische Ministerpräsidenten, Philipp Scheidemann (1865-1939) und Thorvald Stauning (1873-1942), bemühten sich schon 1917, lange vor ihren Ernennungen in die höchsten Landesämter, um den europäischen Frieden. Einige unbekannte oder vergessene Dokumente aus der Stauning- Sammlung der Arbejderbevægelse Bibliotek bilden in Text, Abbildung und Karikatur eine Klammer zu Scheidemanns späterer Exilzeit 1934-39 in Kopenhagen, während derer er heimlich Ergänzungsmemoiren schrieb (vgl. III. Band) und Stauning ihn hinter den Szenen vor Gefahren seitens der Gestapo im Exil schützte. Abstract This study seeks to demonstrate an access to Scheidemanns collected works from the point of view of international solidarity between Denmark’s and Germany’s social democratic parties during 1913 to 1919, and between their two rising leaders, Philipp Scheidemann (1865-1939) and Thorvald Stauning (1873-1942). Recently, documents concerning peace initiatives in 1917/18 came to light in the Stauning Collection of the Kopenhagen Arbejderbevægelse Bibliotek. Such texts, pictures and caricatures throw new light on Stauning clandestinely protecting his friend Scheidemann’s special expatriate status as an anonymous writer in Kopenhagen (see Third Volume below) during his exile, which lasted from 1934 until his death in November, 1939. Krause ALL RIGHTS RESERVED ii ABSTRACT Scott H. Krause: Outpost of Freedom: A German-American Network’s Campaign to bring Cold War Democracy to West Berlin, 1933-66 (under the direction of Konrad H. Jarausch) This study explores Berlin’s sudden transformation from the capital of Nazi Germany to bastion of democracy in the Cold War. This project has unearthed how this remarkable development resulted from a transatlantic campaign by liberal American occupation officials, and returned émigrés, or remigrés, of the Marxist Social Democratic Party (SPD). This informal network derived from members of “Neu Beginnen” in American exile. Concentrated in wartime Manhattan, their identity as German socialists remained remarkably durable despite the Nazi persecution they faced and their often-Jewish background. Through their experiences in New Deal America, these self-professed “revolutionary socialists” came to emphasize “anti- totalitarianism,” making them suspicious of Stalinism. Serving in the OSS, leftists such as Hans Hirschfeld forged friendships with American left-wing liberals. These experiences connected a wider network of remigrés and occupiers by forming an epistemic community in postwar Berlin. They recast Berlin’s ruins as “Outpost of Freedom” in the Cold War.

[Seite: - 1 - ] In these days, when the world is shaken by a war, the duration, gravity and development of which cannot yet been foretold, considering that the war was started by Hitler's invasion of Poland after he had concluded a non-aggression pact with Stalin, we German Social Democrats can draw the consequences from a firm policy, in these days of a world wide whirlwind which bewildered so many minds. Unlike those who trusted in Hitler's peace claims we had no illusions. We knew from the very first day that Hitler means war, and we could not be deceived or prevented from warning the world by any of his tricks. On the other hand, we did not share the illusion of those who believed that Hitler were the arch enemy of Bolshevism and that the Soviet Union were the arch enemy of the Third Reich, and that we should, therefore, support the barbaric Hitler regime as a bulwark against barbaric Bolshevism, or submit of Bolshevic dictatorship in order to exterminate Hitler's dictatorship. Now, all those illusions are over. In vain was the belief in an opportunity of persuading Hitler, even by sacrifices, to keep peace, and we see that the policy of concessions came to that result which was made necessarily by Hitler's "dynamic" policy, namely a new world war.

Dokumentation DER UNTERGANG DER SOZIALDEMOKRATIE 1933 Vorbemerkung Das Gebiet der Zeitgeschichte wird von der politischen Gegenwart durch keine feststehende Zäsur getrennt; und der zeitliche Abstand zu dem jeweiligen Gegen stand der Forschung gibt nicht einmal einen brauchbaren Maßstab für den Grad seiner Gegenwartsnähe ab. Schon die Entscheidung, ob ein Forschungsgegenstand mit den Methoden der zeitgeschichtlichen Disziplin behandelt werden kann, belastet das Verantwortungsbewußtsein des Forschers. Daß die unwissenschaftliche Frage nach der politischen Opportunität einer Untersuchung für ihn keine Rolle spielen darf, braucht nicht betont zu werden. Für seine Entscheidung gibt es nur eine ein zige vertretbare Grundlage: die Qualität des zur Verfügung stehenden Quellen materials. Die detaillierte Untersuchung der Haltung, die von den anti- und nichtnational sozialistischen Parteien während der wenigen Monate zwischen dem 30. Januar 1933 und der endgültigen Liquidierung des bisherigen Parteiensystems eingenommen wurde, ist eine Forschungsaufgabe, die - aus Unschwer zu erklärenden Gründen - Schritt für Schritt auf Schwierigkeiten stößt, Das ist um so bedauerlicher, als die Entschlüsse der tatsächlichen und potentiellen Gegenkräfte, ihre Einschätzung der Lage, ihre Verwirrung und ihre Ratlosigkeit von nicht geringerer Bedeutung für den Prozeß der Konsolidierung der totalitären Macht gewesen sind als das ziel bewußte, rücksichtslose Vorgehen der Nationalsozialisten. Die vorliegenden Doku mente, die einen Einblick in die Vorgänge innerhalb der SPD im Stadium ihrer Selbstzersetzung und in die Anfänge der illegalen sozialdemokratischen Tätigkeit gewähren, tragen zwar nur zur Klärung einer Teilfrage bei; sie machen es jedoch zusammen mit den übrigen herangezogenen Quellen möglich, auf neuer Basis zu einem zeitgeschichtlichen Gesamturteil über die 1933 von der stärksten demokra tischen Partei der Weimarer Zeit praktizierte Politik zu gelangen.

Workers' Resistance Against Nazi Germany at the International
Workers’ resistance against Nazi Germany at the International Labour Five months after the National Socialists took power in Germany, the workers’ group and the German delegation clashed at the International Labour Conference 1933 Conference 1933 in Geneva. Only a few weeks before, the National Socialists had destroyed the German free trade union movement and set up a compulsory organisation, the German Labour Front (DAF). Nazi-Germany sought international recognition for this organisation from the ILO and the League of Nations respectively. Furthermore it Reiner Tosstorff wanted to sell Germany as a leader of social progress. However, the steps caused severe protest, especially among the workers’ delegates. Their protest finally turned out to be successful, on one hand because of a severe diplomatic incidence caused by Robert Ley, the new workers’ delegate imposed by Nazi-Germany, on the other hand, because the heads of the German delegation were unable to pressure Wilhelm Leuschner, representative of the former free German trade unions to publi- cly support the regime. At the ILC 1933 the international trade union movement, insisting once more on its core values of freedom and solidarity, stood in fierce opposition to the Nazi-dictatorship and its oppression of political and social rights.
