On this day, the council of the central Diyarbakir borough of Suriçi voted unanimously for a project called ‘Multilingual Municipality Services’. The mayor, Abdullah Demirbas of the Democratic Society Party (DTP) justified the proposal with a reference to the district’s majority of Kurdish speakers and the prevalence of other lan- guages such as Arabic and Armenian. Many of the residents are indeed of rural origin and have fled to Diyarbakir during the Kurdish uprising in the 1990s. Their Turkish is often too patchy to fully benefit from services of the municipality. At the same time, the idea went, Diyarbakir’s multi-cultural and multi- lingual past merits a publicity campaign that lives up to the diversity of its past, exemplified by the sur- viving Armenian, Chaldaean and Protestant Churches and the many historical mosques in the old town. Demirbas’s experiment with ‘multilingualism’ and public services in Kurdish could have marked a depar- ture from Turkey’s assimilatory policies towards its Kurdish citizens. It could have been a step towards a genuinely inclusive policy based on the acknowledgement and recognition of difference, a step in full conformity with the spirit of EU-induced legal reform packages and with European standards of human and minority right.

In 2013 the Society celebrated its 85th year of dedicated service. Long-lived organizations may develop over time distinctive positive or negative characteristics. A positive example would be the accumulated experience, if, of course, a significant amount of experience is transmitted from one generation to the next. On the other hand, negative characteristics, such as misplaced self-confidence built up over time, could also be a determining factor. The 85-year-old Hamazkayin does not claim to be experienced; it does not claim to be free from neg- ative aspects.

The de- velopment of Armenian institutions in Lebanon is marked since the period of the French Mandate by the pervasive role played by political parties based on mass mobilisation. Through alliances and expediency, these parties managed to carve out their own quotas in Lebanon’s peculiar power-sharing system. However, Armenians in Lebanon remained highly vulnerable to domestic volatility and regional tensions. Church deliberative or- gans became a site of conflict among opposed political agendas related to the definition of Armenian and Lebanese national identities, Lebanon’s foreign policy, and the rela- tion between the Soviet Union and the Armenian diaspora in the Middle East.     FROM THE DIRECTOR The Armenian Research Center at the University of Michigan-Dearborn is honored to welcome you at the “Armenians and the Cold War” conference. It is arguably the first time that an academic conference is being organized anywhere in the world to study this specific period in modern Armenian history, focusing on events both in the homeland (then, a union republic of the Soviet Union) and the post-genocide Diasporan communities in the Americas, Europe and the Middle East. The Cold War was global in nature and, therefore, it could not have left the Armenians untouched. If the Cold War is interpreted as a competition or struggle between the free market/capitalistic and the government-controlled/socialist systems, then Armenians were obliged to take stands in this regard as early as the 1920s. The eastern sector of their ancestral homeland had been incorporated into the Soviet Union, while the survivors of the World War I genocide had been prevented from returning to their homes and had thus been obliged to set new roots in a number of host countries in the Americas, Europe and the Middle East. Under these conditions, the existence of pro- and anti-Soviet political blocs was well evident in the nascent Armenian Diaspora in the inter-war period. The Soviet territorial claims on Turkey at the end of World War II were welcomed by Armenians of all political persuasions. However, the West’s stiff opposition to these demands dashed Armenian expectations and turned this particular post-war episode into one of the first salvos of the ensuing Cold War.
