This research suggests that struggle against femicide which adopts an intersectional approach mobilizes women of different identities and backgrounds. This study aims to examine how collective subjectivity of the activists against femicide can be constituted among women who have different identities and experiences. I use feminist methodology to grasp the collective subjectivity of this struggle in Turkey. My position as an “outsider within” -a woman, a researcher, an activist, and an NGO volunteer who collects quantitative data on femicide- played a significant role in conducting my research. The thesis demonstrates that it is possible to constitute women’s collective subjectivity in a way that encompasses intersecting subjectivities such as being a mother, a leftist, a transgender, a student, or a disabled person. Results indicate that these differences do not cause the dissolution of the unity. The conclusion is twofold: first, urgent measures should be taken by the state and, second, the relationship between activist groups and the state needs to be recovered. Further research is needed to analyze other dynamics of the struggle against femicide such as media, economy, and politics which could enhance the effectiveness of feminist activism. This submission has been prepared in response to the call for contributions issued by the United Nations (UN) Special Rapporteur on violence against women, its causes and consequences ahead of her upcoming report on rape as a grave and systematic human rights violation and a form of gender-based violence against women. Definition and scope of criminal law provisions 1. Please provide information on criminal law provision/s on rape (or analogous forms of serious sexual violence for those jurisdictions that do not have a rape classification) by providing full translated transcripts of the relevant Sections of the Criminal Code and the Criminal procedure code. Article 216 of the Danish Criminal Code states (unofficial translation): “A penalty of imprisonment for a term not exceeding eight years for rape is imposed on any person who (i) uses violence or threats of violence to have sexual intercourse; or (ii) engages in sexual intercourse by duress as defined in section 260 or with a person who is in a state or situation in which the person is incapable of resisting the act.”1 The flaws in Danish law on sexual violence are not confined to the definition of rape and its consequences. Articles 218-220 of the Criminal Code criminalize sexual intercourse in situations where a person exploits another person’s mental disability or their dependency, for instance in situations of deprivation of liberty, in institutions such as youth institutions or psychiatric wards.2 Article 221 of the Criminal Code criminalizes obtaining sexual intercourse through deception.3 The Criminal Code does not specify explicitly that these offences constitute rape and they carry lesser penalties than those defined as such in it.

Prof. Lanfranco Aceti Keywords: Gender, Masculinities, Feminism, Contemporary Art, Turkey. In parallel with feminist, LGBT and queer discussions, this research examines critical awareness of masculinities in the works of men artists in Turkish contemporary art after 1990. The research discusses criteria for critical masculinities that men artists can develop against the gender order, as well as the necessity and possibility of such an opposition. The main criteria of choosing the works of men artists, which present or do not present critical awareness of masculinities, are that these works have to have been produced and exhibited after 1990, and they discuss gender regimes through masculinities. Artworks are questioned if and how the gender order and artists' own masculinities are problematized and/or cooperation of the artists with masculine domination through their artistic visualization and conceptualization. Criticisms about the works and the statements of the artists are also referred in the examination. The thesis concerns embracing criticaly that 'men identities' are only temporarily necessary for 'men artists,' who are usually referred to as only 'artists,' unlike 'women artists.' It suggests that men should start seeking subversive strategies to transform the gender order by making their beneficiary gender visible and their agencies questionable.

    The Istanbul Convention and the CEDAW framework: A comparison1 of measures to prevent and combat violence against women Opened for signature in Istanbul in May 2011, the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) is the first legally-binding instrument in Europe in this field, and in terms of scope, the most far reaching international treaty to tackle this serious violation of human rights. It aims at zero tolerance for such violence and is a major step forward in making Europe and beyond a safer place. By accepting the Istanbul Convention, governments are obliged to change their laws, introduce practical measures and allocate resources to effectively prevent and combat violence against women and domestic violence. The Istanbul Convention codifies established standards, jurisprudence and developments at international level, as well as best practice at national level, thereby lending them more weight and ensuring their wider application. Drawing in particular on the framework of measures of the Convention on the Elimination of All forms of Discrimination against Women (CEDAW) and case law developed by the CEDAW Committee, it is firmly based on the premise that violence against women cannot be eradicated without investing in gender equality and that in turn, only real gender equality and a change in attitudes can truly prevent such violence. The following tables describe the manner in which the Istanbul Convention builds on the three sources that constitute the CEDAW framework: the Convention, General Recommendations and case law. The tables also show how the Istanbul Convention complements these instruments by establishing a more detailed catalogue of legally-binding obligations to prevent and respond to violence against women.

    AT A GLANCE The Istanbul Convention: A tool to tackle violence against women and girls The Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) is the first instrument in Europe to set legally binding standards specifically to prevent gender-based violence, protect victims of violence and punish perpetrators. Following the EU's signing of the Convention in June 2017, the European Parliament's consent is required for the EU's accession to the Convention. Pending Council's formal request for that consent, Parliament adopted an interim resolution in September 2017, and subsequently reviewed progress towards EU accession, in April and November 2019. Council of Europe initiative Violence – including crimes that disproportionately impact on women, such as rape, stalking, and domestic violence – is a clear violation of human rights, and damages human dignity, gender equality and self- respect. Such gender-based violence has been a focus of international attention for several decades, and progress has been achieved. However, although countries in Europe had enacted legislation on violence against women, prior to 2014, there was no comprehensive European framework setting out standards on prevention, protection, prosecution and adequate provision of services to respond to the needs of victims and those at risk. The Council of Europe's Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), which was adopted in 2011 and entered into force in 2014, now provides such a framework. One in three women (33 %) in the EU has experienced physical and/or sexual violence since the age of 15; 75 % of women in a professional job or in top management have experienced sexual harassment; and one in ten women has experienced sexual harassment or stalking through new technologies.

On this day, the council of the central Diyarbakir borough of Suriçi voted unanimously for a project called ‘Multilingual Municipality Services’. The mayor, Abdullah Demirbas of the Democratic Society Party (DTP) justified the proposal with a reference to the district’s majority of Kurdish speakers and the prevalence of other lan- guages such as Arabic and Armenian. Many of the residents are indeed of rural origin and have fled to Diyarbakir during the Kurdish uprising in the 1990s. Their Turkish is often too patchy to fully benefit from services of the municipality. At the same time, the idea went, Diyarbakir’s multi-cultural and multi- lingual past merits a publicity campaign that lives up to the diversity of its past, exemplified by the sur- viving Armenian, Chaldaean and Protestant Churches and the many historical mosques in the old town. Demirbas’s experiment with ‘multilingualism’ and public services in Kurdish could have marked a depar- ture from Turkey’s assimilatory policies towards its Kurdish citizens. It could have been a step towards a genuinely inclusive policy based on the acknowledgement and recognition of difference, a step in full conformity with the spirit of EU-induced legal reform packages and with European standards of human and minority right.
