V. seinen Bestand an in der DDR im Samisdat hergestellten und veröffentlichten Publikationen vor. Der Bestand "Samisdat in der DDR" wurde ab 1992 aufgebaut und im Laufe der Jahre kontinuierlich erwei- tert und erschlossen. Samisdat Der aus dem Russischen kommende Begriff Samisdat steht für Selbstverlag und bezeichnet in der Sowjetunion und praktisch allen anderen europäischen sozialistischen Ländern die Vervielfältigung und Verbreitung von alternativer, nicht systemkonformer Literatur auf nichtoffiziellen Kanälen, zum Beispiel durch Handschrift, Schreibmaschine, Siebdruck oder Fotokopie sowie Weitergeben einzelner Exemp- lare. Damit einher gingen in den verschiedenen Ländern unterschiedliche Formen der politischen Ge- genkultur und oppositionellen Bewegungen, die sich in den Druckerzeugnissen niederschlugen. Auch in der DDR gab es trotz des rücksichtslos durchgesetzten Anspruchs der SED auf vollständige Kontrol- le der Medien immer wieder Versuche, das staatliche Monopol auf öffentliche politische Kommunikati- on zu durchbrechen. Im Gegensatz zur Sowjetunion, der CSSR, Ungarn und Polen, in denen sich der Samisdat ab den sechziger Jahren zu einer festen inoffiziellen Größe entwickelte, bildete sich in der DDR erst in den achtziger Jahren eine selbstbestimmte Öffentlichkeit heraus. Dort waren neben einer Reihe von privaten Galerien und unabhängigen Kultur- und Literaturzeitschriften auch Zeitschriften und Informationsblätter entstanden, die der Friedens- und Ökologiebewegung wesentliche Impulse gaben. Wurden in den fünfziger Jahren regimekritische Texte oftmals in Westdeutschland und vor allem West-Berlin gedruckt und von dort heimlich nach Ostdeutschland gebracht, war das Einführen solcher Schriften nach dem Mauerbau so gut wie nicht mehr möglich. Bis Ende der siebziger Jahre beschränk- te sich das inoffizielle Schrifttum im Wesentlichen auf Schreibmaschinendurchschläge sowie vereinzelt mit primitiven Mitteln hergestellte Flugblätter, deren Zahl in Krisensituationen wie nach dem Einmarsch in Prag 1968 oder nach der Ausbürgerung von Wolf Biermann 1976 regelmäßig anschwoll. Eine Son- derstellung nahm das kirchliche Schrifttum ein. Die Kirchen, die sich auf die Druckgenehmigungsan- ordnung aus dem Jahre 1959 beriefen, die Vervielfältigungen "für den inneren Dienstgebrauch" von der staatlichen Genehmigungspflicht ausnahm, vervielfältigten Texte für die innerkirchliche Kommuni- kation ohne besondere Genehmigung auf kircheneigenen Geräten. Ab Mitte der siebziger Jahre wur- den so nicht nur religiöse oder kirchliche Texte vervielfältigt, sondern auch solche mit gesellschaftli- chem und politischem Bezug. Daneben gingen seit Ende der siebziger Jahre auch Schriftsteller und Künstler dazu über, Grafiken und Texte ohne staatliche Genehmigung zu vervielfältigen. Unter Beru- fung auf die "Honorarordnung Bildende Kunst" konnten Grafiker, die Mitglied im Verband Bildender Künstler waren, von ihren Arbeiten in der DDR bis zu 100 Exemplare genehmigungsfrei drucken. Bis zum Ende der achtziger Jahre gab es in der DDR über 30 grafisch-literarische Kleinzeitschriften und über 100 originalgraphische Künstlerbücher mit Auflagen zwischen 20 und 200 Exemplaren, die zu- meist in privaten Künstlerwerkstätten gedruckt wurden. Zu den bekanntesten Zeitschriften zählten Blätter wie "ariadnefabrik", "Mikado", "Anschlag", "Glasnot" oder "Poesiealbum". Für die Entwicklung Vorwort IV einer politischen Oppositionsbewegung spielte der kulturelle Samisdat jedoch nur eine untergeordnete Rolle.1 Eine inoffizielle politische Publizistik, die in der DDR selbst herausgegeben, gedruckt und vertrieben wurde, entwickelte sich erst in den achtziger Jahren. Das erste Periodikum einer politisch engagierten Gruppe war das seit 1981 herausgegebene Info-Blatt "Streiflichter" der Arbeitsgruppe Umweltschutz beim Stadtjugendpfarramt Leipzig. Es folgten 1982 die "Anstoesse", 1984 "Schalom", "Blattwerk", "Friedensnetz", "Kontakte" und "Friedensreader". In den letzten Jahren der SED-Herrschaft kam es zu einer regelrechten Flut von zahlreichen nicht genehmigten Publikationen, in denen weitreichende poli- tische Veränderungen zur Diskussion gestellt wurden. Die Zahl der bekannten politischen Samisdat- Periodika stieg von 20 (1987) über 30 (1988) auf schließlich 39 (1989).2 Bis zum Ende der DDR er- schienen insgesamt an die 1873 Samisdat-Titel im Selbstverlag. Im Mittelpunkt dieser Schriften stan- den Fragen wie innere und äußere Abrüstung, Umweltprobleme, Auseinandersetzungen mit dem SED- Staat und der evangelischen Kirche, Menschenrechte, Demokratisierung und Reformen, Solidarität mit der Dritten Welt etc. Häufig erfüllten diese Blätter vor allem ganz praktische Funktionen, indem sie auf Veranstaltungen und Aktionen hinwiesen, Erklärungen und Appelle veröffentlichten und über die Aktivi- täten der Gruppen selbst informierten. Das Gefährliche und Aufwendige bei der Herstellung der Blätter war nicht die intellektuelle Arbeit, son- dern die technische Herstellung. Der technische Aufwand war beträchtlich, denn der Zugang zu Ver- vielfältigungsgeräten unterlag in der DDR strikten Kontrollen und Beschränkungen. Einige Gruppen konnten sich den Zugang zu Vervielfältigungsgeräten in den Kirchgemeinden verschaffen, anderen gelang es, eigene Geräte aus dem Westen in die DDR schmuggeln zu lassen, über die sie frei von kirchlicher Zensur verfügen konnten. Durch die technischen Möglichkeiten konnten die Auflagen auf 200 bis 300 (Ormigabzug) oder 1000 bis 2000 Exemplare (Wachsmatrizenabzug) pro Arbeitsgang erhöht werden. Die auf kirchlichen Geräten vervielfältigten Publikationen erhielten gleichzeitig den Vermerk "nur für den innerkirchlichen Dienstgebrauch", wodurch sie nur eingeschränkt der staatlichen Zensur unterlagen. Nur wenige Redaktionen hatten den Mut und die technischen Möglichkeiten, gänz- lich unabhängig von der Kirche zu agieren, wie beispielsweise der "grenzfall". Große Schwierigkeiten bereitete zudem die Beschaffung von Papier, Matrizen und Druckerfarbe. Waren die Gruppen zu- nächst auf Zuwendungen aus Kirchenquellen angewiesen, wurde das Material später auch von einigen im Westen lebenden Unterstützern der DDR-Opposition organisiert und über Korrespondenten und Bundestagsabgeordnete in die DDR geschmuggelt. 1 Vgl.: Hubertus Knabe: Samisdat. Simon Emeritus Astronomer, National Solar Observatory (NSO) Fellow Emeritus, Air Force Cambridge Research Laboratory (AFCRL) ABSTRACT This is a short history of the first 29yr (1947-1976) (“The Air Force Era”) of Sac Peak (formally known as the Sacramento Peak Observatory, or SPO). It traces events leading to the establishment of Sac Peak as an Air Force research center, mentions key personnel responsible for selecting Sunspot as the site of this new solar observatory, de- scribes the buildup of the resident scientific staff, and construction of the major instru- mentation that made Sac Peak the world’s preeminent facility for solar research. We also mention some of the support people and family members who lived and worked at Sac Peak during that time. We discuss what life was like in those early days for the residents of this remote site, located in the Lincoln National Forest in southern New Mexico at an elevation of 2800m some 60km from shopping and medical facilities. The date of this final Sac Peak workshop is most interesting, because it marks ex- actly 70yr since the first employee, Rudy Cook, arrived in August 1947 from Colorado. Much of the source material for this presentation came from Ramsey1, Zirker2, and Liebowicz3,4.
