Clause No. 6 in Report No. 3 of Committee of the Whole was adopted, without amendment, by the Council of The Regional Municipality of York at its meeting held on February 20, 2014. 6 CONSULTANT SELECTION FOR ENGINEERING SERVICES VIVA NETWORK EXPANSION PLAN - SILVER ROUTE CITY OF VAUGHAN AND TOWN OF RICHMOND HILL Committee of the Whole recommends adoption of the following recommendations contained in the report dated January 27, 2014 from the Commissioner of Transportation and Community Planning: 1. RECOMMENDATIONS It is recommended that: 1. Council approve the award of the contract for the detailed design of improvements to key intersections and transit stops along Jane Street (Y.R. 55) and Major Mackenzie Drive (Y.R. 25) as part of the Viva Network Expansion Plan - Viva Silver Route to AECOM Canada Ltd., pursuant to Request for Proposal P-13-164, at a total upset limit cost of $771,181, excluding HST. 2. The Commissioner of Transportation and Community Planning be authorized to execute the agreement on behalf of the Region. 2. PURPOSE This report seeks Council authorization to retain engineering services for the detailed design of improvements to key intersections and transit stops along Jane Street and Major Mackenzie Drive, as part of the Viva Network Expansion Plan - Silver Route initiative in the City of Vaughan and Town of Richmond Hill. A map showing the Viva Network Expansion Plan is attached to this report (see Attachment 1). The Region’s Purchasing Bylaw requires Council authorization to award a Request for Proposal over $500,000 or when the recommended proponent is not the lowest cost. -

The York Region Transit (YRT/Viva) draft 2015 Annual Service Plan be approved (subject to budget approval), so it may be used to form the base 2015 Business Plan and Budget for the YRT/Viva conventional, Viva bus rapid transit and Mobility Plus service. 2. PURPOSE This report seeks Council approval of the York Region Transit (YRT/Viva) draft 2015 Annual Service Plan (Attachment 1), which provides direction and guidance to Regional staff for planning and implementing transit service in 2015. BACKGROUND The draft 2015 Annual Service Plan is the fourth annual plan since Council’s approval of the 2012-2016 Five-Year Service Plan The 2012-2016 Five-Year Service Plan was approved by Council in January 2012 and guides the planning and operation of Transit’s conventional, Viva and Mobility Plus services in York Region. Years 2012 to 2016 are considered to be the realignment phase (Figure 1) of YRT/Viva’s transit system lifecycle. -

As York Region grows, YRT/Viva service must adapt North VIVA NETWORK to the population it serves, and adjust where EXPANSION PLAN MAP and how transit services should be provided in order to improve public transit in York Region. As YRT/Viva moves through the GTA Rapid Transit Integration phase of the Transit Life Cycle, service will undergo significant network expansion and improvements that will better integrate transit services within York Region and the GTA. 5.1 | Viva Network Expansion Plan Service reliability and travel times across the Viva network will be improved by implementing the Viva Network Expansion Plan (VNEP). The VNEP objectives are to enhance rapid transit service through construction of dedicated rapidways, and to expand the rapid transit network through implementation of new service. Enhanced © Lucidmap Inc. 2015 and new/restructured services are planned along Yonge Street, Major Mackenzie Drive, Leslie Street, Jane Street, and Highway 7. The Viva network in 2020 is shown in Figure 3. The timing of rapidway construction and service changes to the Viva routes are summarized in Figure 4. 2015 Annual Service Plan 6 | Viva Network Expansion Plan 2015 Annual Service Plan 6 | Viva Network Expansion Plan Figure 5: York Region 2031 Transit Network 6.1 | Objective The Viva Network Expansion Plan (VNEP) is a document identifying rapid transit services and infrastructure elements planned for implementation from 2015 through 2020. The VNEP has two objectives: to enhance rapid transit service by utilizing vivaNext rapidways, and to expand York Region’s rapid transit network by implementing new service. The VNEP initiatives will: > Expand rapid transit service in York Region > Increase transit ridership > Decrease transit travel time > Improve schedule reliability > Increase transit network connectivity The VNEP service and infrastructure initiatives are consistent with the rapid transit corridors identified in the York Region 2031 Transit Network. 6.2 | York Region Future Transit Network The 2009 York Region Transportation Master Plan Update’s 2031 Transit Network map identifies transit corridors in which transit demand is projected to increase due to population and employment growth. Figure 5 shows the Master Plan’s 2031 Transit Network. The rapid transit network consists of Bus Rapid Transit (BRT) operating in mixed traffic with YORK REGION TRANSIT REGION YORK PLAN SERVICE ANNUAL 2015 transit priority measures, BRT in dedicated 130 lanes, Light Rail Transit (LRT), and subway and commuter rail. 2015 Annual Service Plan 7 | Spadina Subway Transit Strategy 2015 Annual Service Plan 7 | Spadina Subway Transit Strategy Figure 9: Spadina Subway Extension Station Location 7.1 | Objective The length of the Spadina Subway extension from the TTC Downsview subway station to Highway 7 and Jane Street is 8.6 kilometres, of which 2.4 kilometres is in York Region. The extension will include three subway stations in York Region: Pioneer Village Station (formerly Steeles West Station), Highway 407 Station, and Vaughan Metropolitan Centre (VMC) Station. Each of the stations in York Region will have a bus terminal. Commuter parking lots will be located at Pioneer Village Station with 1,850 spaces, and at Highway 407 Station with 600 spaces. The subway extension is scheduled to be complete by the fall of 2016 and the existing surface bus network will be restructured to connect with the subway stations where applicable. The alignment of the proposed subway is shown in Figure 9.
