Este cambio permitió que el movimiento indigenista en México tuviera gran auge, dando la pauta para la creación de instituciones locales, estatales, nacionales e internacionales, que sirvieran como instrumentos para la resolución de las problemáticas que se cernían alrededor de las poblaciones indígenas. Dentro de este marco histórico, cabe hacer la mención de que en 1940 se lleva a cabo el Primer Congreso Indigenista Interamericano, celebrado en Pátzcuaro Michoacán, en donde se resuelve la conveniencia de crear un Instituto Indigenista Interamericano (III), organismo de carácter internacional al que se le daría la encomienda de orientar y coordinar políticas indigenistas de todo el continente, entendidas éstas como la aplicación de normas y medidas para mejorar la vida de las poblaciones indígenas tanto en el plano educativo, social, económico como en el legislativo, haciendo que sus derechos como ciudadanos se hagan cumplir. De igual manera dentro de las resoluciones dictadas en este Congreso, se encuentran las concernientes a la creación de Congresos Indigenistas Interamericanos y del Instituto Nacional Indigenista (INI), órganos con los que el III debía trabajar conjuntamente para que las resoluciones dictadas pudieran llevarse a cabo. Las problemáticas que debían solucionar estos tres órganos entre la población indígena tenían que ver principalmente con la tenencia de la tierra, la discriminación y el racismo, la preservación de las lenguas y culturas indígenas, la situación de la mujer, la salud, la educación, el mantenimiento y registro de tradiciones vivas dentro de la cultura indígena y 7 la reactivación de tecnologías aplicadas que permitieran el desarrollo económico de las poblaciones indígenas. La labor del III comenzó en el momento en el que se resuelve su creación, ya que desde muy temprano inicia una ardua labor editorial que se ve reflejada en sus publicaciones, entre las más importantes destaca América Indígena, ya que sus páginas sirvieron para divulgar investigaciones que permitían dilucidar el panorama de la situación de la población indígena en todos los ámbitos, lo que permitió también ampliar los campos de investigación en el indigenismo. Considerando lo anterior y además el valor científico, documental y testimonial que se le atañe a la revista América Indígena en el campo de las ciencias sociales, se decidió realizar este trabajo conformado por tres capítulos, con la finalidad de ofrecer una herramienta que permita la localización rápida de la información contenida en ella. Esto mediante cinco índices: el de autores, el de títulos, el de temas, el de grupos étnicos y el de lugares. En el capítulo uno se hace referencia a la historia del Instituto Indigenista Interamericano, desde su creación legal, su organización, los directores que estuvieron a cargo de esta institución hasta la estrecha relación que guarda con el Instituto Nacional Indigenista para culminar con algunas de las publicaciones que realizó a lo largo de sus casi 70 años de funcionamiento. En el capítulo dos se desarrolla un marco teórico en cuanto al índice se refiere, en él se dan tipologías y características. Por otro lado también se hace mención del proceso de indización, sus características y tipología. Cerrando este capítulo con una breve explicación de lo que son los encabezamientos de materia y su uso en la indización. Finalmente en el capítulo tres se muestra el resultado de un exhaustivo análisis documental que se ve reflejado en cinco índices: el de autores, el de títulos, el de temas, el de grupos étnicos y el de lugares. En este capítulo también se hace mención de la metodología seguida para la elaboración de dichos índices así, como la organización de los mismos. 8 1 El Instituto Indigenista Interamericano y sus publicaciones 1.1 Contexto general del Instituto Indigenista Interamericano 1.1.1 Antecedentes Durante las primeras décadas del siglo XX, en México y en muchos países se desarrolló un importante movimiento social y político en torno a la corriente indígena estableciendo fundamentos para el surgimiento, desarrollo y auge de diferentes instituciones preocupadas por la situación (económica y social, principalmente) por la que atravesaban las diferentes poblaciones indígenas del mundo.

In the thesis, I will focus on the phonet- ics and phonology of the language and provide a comprehensive phonolog- ical description as well as determining a phoneme set for the language. Different studies of Otomian language varieties have dealt with the conso- nant systems in various ways. Acazulco Otomí has a remarkable consonant inventory, which, in addition to a three-way voiced/unvoiced/aspiration contrast in its stops, includes ejective stops and typological rarities like un- voiced nasals and approximants, as well as a system of preaspiration. The sound system of Acazulco Otomí preserves many features that it shares with reconstructed earlier stages of Oto-Manguean languages; therefore, the lan- guage is a valuable source in typological and historical linguistic studies of Oto-Pamean languages of Mexico. Moreover, this thesis is a result of a field work trip, which was part of a larger interdisciplinary project carried out by linguists, anthropologists, and archæologists. Furthermore, it was part of a general documentation of an understudied language and revitalization pro- cess, collecting and transcribing recordings of tales, rituals, etc.

It is based on information received by the Special Rapporteur on the rights of indigenous peoples during her visit to the country from 8 to 17 November 2017 and on independent research. The Special Rapporteur notes that, since the official visit made in 2003 by the former Special Rapporteur, Rodolfo Stavenhagen, and despite the commitments subsequently made by Mexico in the field of human rights, indigenous peoples continue to face serious challenges in the exercise of their human rights. Current development policies, which are based on megaprojects (in mining, energy, tourism, real estate and agriculture, among other areas), pose a major challenge to indigenous peoples’ enjoyment of human rights. Lack of self-determination and prior, free, informed and culturally appropriate consultation are compounded by land conflicts, forced displacement, and criminal accusations and violence against indigenous peoples who defend their rights. To account for the diverse and, at the same time, complex mosaic of various social, cultural, and political factors, examples are presented resulting from ethnographic findings. Examining ideological fac- tors that affect the formation of speeches, decision making and implementation of actions, the author proposes a common approach for the revitalization of endan- gered languages. This approach combines academic and the speaker’s commu- nity’s personal interests in recovering their ancestral knowledge, and linguistic practices that have been displaced mainly by the increasing use of Spanish. In the light of the author’s experience, some aspects require a more thorough investiga- tion to conceive and establish more effective and relevant language planning.     The phonetics and phonology of lexical prosody in San Jeronimo´ Acazulco Otomi Rory Turnbull Department of Linguistics, The Ohio State University turnbull@ling.osu.edu San Jeronimo´ Acazulco Otomi (SJAO) is an underdescribed and endangered Oto-Manguean language spoken in central Mexico. This paper provides an analysis of the phonology of tonal contrasts in SJAO and the phonetics of their realization based on pitch pattern data derived from audio recordings of citation forms of SJAO words. Each SJAO lexical word has one and only one tonal sequence – either /H/ or /HL/. This sequence is underlyingly associated with one syllable in the word. Other syllables are not specified for tone, and their phonetic realization is predictable depending on their position relative to the tonal syllable. A phonetic analysis revealed that underlyingly-tonal syllables are phonetically distinct from non-tonal syllables: those with /H/ are produced with greater vocal effort (measured by spectral tilt), and those with /HL/ are longer, louder, and bear a higher f0 (fundamental frequency), compared with non-tonal syllables. This analysis differs from previous accounts of lexical prosody in other Otomi varieties, which have either described a three-way system of high, low, and rising tones contrasting on every stem syllable, or a system where one syllable per word is assigned a stress-like ‘accent’. This difference from previous analyses suggests that there is a third possible characterization of lexical prosody for Otomi, which is appropriate for SJAO and potentially other understudied varieties. 1 Introduction This paper is concerned with the lexical prosody of San Jeronimo´ Acazulco Otomi (SJAO), an Oto-Manguean language spoken in central Mexico.

    VERBAL MORPHOLOGY AND PROSODY IN OTOMI1 Enrique L. Palancar Universidad Autónoma de Querétaro Verbs in Otomi (Otopamean; Otomanguean) have two distinct inflectional forms whose selection is conditioned by an interesting combination of prosodic and syntactic factors. In this article, I describe these two inflectional forms and the factors that mo- tivate their usage. The phenomenon studied here is not common cross-linguistically, given that it constitutes a rare case where different levels of linguistic organization are significantly interconnected at the time a clause is uttered. [Keywords: verbal morphology, prosody, Otomi, Otomanguean] 1. Introduction. Most verbs in Otomi have two distinct inflectional forms, a “free form” and a “bound form.” The selection of these two forms is con- ditioned by a combination of prosodic and syntactic factors. The goal of this article is to describe these two inflectional forms together with the factors that motivate their selection and conditioning. The present analysis, however, does not intend to provide a workable formal account of the phenomenon. Otomi is a Mesoamerican language spoken in Central Mexico.2 The lan- guage belongs to the Otopamean family, which is the northernmost branch of Otomanguean. Otomi has great dialectal diversification, but the phenom- enon studied here appears to be dia-systemic, given that it occurs in some way or another in (almost) all dialects. Campbell Abstract This is the second of two articles that survey and assess progress and prospects in the historical linguistics of the Otomanguean language family, which is the most widely distributed and most diverse linguistic lineage of Mesoamerica. While considerable progress has been made in understanding the linguistic and cultural history of Otomanguean, in some ways it remains the Mesoamerican language family about which we know the least. It consists of eight major subgroups: Mè’phàà-Subtiaba, Chorotegan, Oto-Pamean, Chinantec, Mixtecan, Amuzgo, Zapotecan, and Popolocan. While the first article of this series addressed the historical linguistics of the higher levels of the Otomanguean family, this article focuses on the eight major subgroups, especially progress in their reconstruction, internal subgrouping, and areas in need of further research. 1 Introduction Of the linguistic lineages of the Mesoamerican cultural and linguistic area (Kirchhoff 1967[1943]; Campbell et al. 1986; Carmack et al. 2007), the Otomanguean language family is the most widespread and most diversified. It reaches as far north as the Mexican state of San Luis Potosí (Pame), and it previously reached southeast to the Gulf of Nicoya in Costa Rica (Mangue). Kaufman (1988; 2006; 2015a) divides the Otomanguean family into Western Otomanguean and Eastern Otomanguean, each of which splits into two large subgroups, which each in turn split into two MAJOR SUBGROUPS. Of these eight major subgroups, several display considerable diversity of their own (Zapotecan, Mixtecan, Popolocan, Oto-Pamean), while others consist of a handful of languages and varieties (Chinantec), a few closely related 2 languages (Mè’phàà-Subtiaba, Chorotegan), or perhaps one language with a few varieties (Amuzgo).
