E-mail: [email protected] With a number of controversial publications behind him and not least his book, The Tragedy of Great Power Politics, John J. Mearsheimer has firmly established himself as one of the leading contributors to the realist tradition in the study of international relations since Kenneth Waltz’s Theory of International Politics. Mearsheimer’s main innovation is his theory of ‘offensive realism’ that seeks to re-formulate Kenneth Waltz’s structural realist theory to explain from a struc- tural point of departure the sheer amount of international aggression, which may be hard to reconcile with Waltz’s more defensive realism. In this article, I focus on whether Mearsheimer succeeds in this endeavour. I argue that, despite certain weaknesses, Mearsheimer’s theoretical and empirical work represents an important addition to Waltz’s theory. Mearsheimer’s workis remarkablyclear and consistent and provides compelling answers to why, tragically, aggressive state strategies are a rational answer to life in the international system. Furthermore, Mearsheimer makes important additions to structural alliance theory and offers new important insights into the role of power and geography in world politics. The National Science Foundation was willing to bet on an idea before it could be well explained. The following pages, I hope, justify the Foundation's judgment. Other institu tions helped me along the endless road to theory. In recent years the Institute of International Studies and the Committee on Research at the University of Califor nia, Berkeley, helped finance my work, as the Center for International Affairs at Harvard did earlier. Fellowships from the Guggenheim Foundation and from the Institute for the Study of World Politics enabled me to complete a draft of the manuscript and also to relate problems of international-political theory to wider issues in the philosophy of science. Hans-Joachim Torke The Unloved Alliance: Political Relations between Muscovy and Ukraine in the Seventeenth Century The manifold relations between Russia and Ukraine in the seventeenth cen¬ tury were played out on at least three levels: official relations on the political, diplomatic and military level; semi-official relations in the ecclesiastical- pedagogical and commercial sectors; and unofficial relations concerned with spiritual and cultural influences. Both the latter complexes are related to the first and cannot be disregarded here, although this article focuses on political events and on the way in which they were understood by decision-makers. My purpose here is not to employ well-known and frequently consulted sources in order to elicit yet another interpretation of the Pereiaslav Agreement of 1654 or the character of relations between Muscovy and the Hetmanate in the ensuing period. Concerning Pereiaslav, there exist at least seven different interpretations (temporary alliance, personal union, real union, vassalage, protectorate, autonomy and incorporation), and in regard to the second topic, there is also a range of interpretations from full independence to complete in¬ corporation of the Cossack state. No Western scholar has yet written an account that goes beyond O’Brien’s monograph to take in the whole century.1 The question remains whether the period from the first contacts of the Dnieper Cossacks with Muscovy in the sixteenth century to the end of the Great Northern War in 1721, examined as a whole, yields a perspective on Muscovite policy that can be reconciled with the formula “Russian Imperialism from Ivan the Great to the Revolution.”2 It may be recalled that the historical roots of Russian imperialism were discussed in the American Slavic and East European Review in the early 1950s. -

The data is also used to compare the strength of that authority between the administrations of William Clinton and George W. Bush. In comparing the two time periods, it appears that the U.S. had significant authority over NATO countries in comparison to nonNATO countries during the Clinton years, and that authority declined significantly during the Bush presidency. After establishing these conclusions, potential outcomes of an international system characterized by declining authority are overviewed. Finally, based upon the findings, three options for future American policy are elaborated. Since September 11, the American administration has chosen to confront contemporary threats to national and global security – terrorism, rogue regimes, drug trafficking, and WMDs – with a Bush Doctrine that leaves little room for negotiation. Moreover, in March of 2003, the U.S., without United Nations approval, invaded and proceeded to occupy Iraq. In June of 2006, America’s closest ally, Great Britain, had a public that only held a 56% favorable opinion of the U.S. -

Over more than half a century, realism has been skeptical of international law. In both classical and neorealist approaches, states are depicted as seeking to maximize power and producing a balance of power. This study examines two paradigms, realism and liberalism, in an attempt to take a closer look at what each of these schools has to offer to the international relations. To be able to carry out such an evaluation each of these paradigms will be analyzed with respect to their positions on the following principles: unit of analysis, key concepts, behavioral dynamics, interstate system, peace and war, and last but not least explanatory power. Discussing the strengths and weaknesses of each of these paradigms will help in determining which of these approaches is the most persuasive.
