    ISSN 2039-2117 (online) Mediterranean Journal of Social Sciences Vol 6 No 6 S2 ISSN 2039-9340 (print) MCSER Publishing, Rome-Italy November 2015 Italy and Neutrality: Cultural, Political and Diplomatic Framework Andrea Carteny Sapienza University of Rome Email: [email protected] Doi:10.5901/mjss.2015.v6n6s2p737 Abstract Italian history at the beginning of WWI was well harmonised with other events in the Old Continent, while the domestic picture featured a delicate set of links, between Triplicist, neutralist, and nationalist environments, parties and movements, with "nationalism" acting as a shaping factor in Italy's public scene. But different elements emerged in Italian nationalism that would grow into the interventionist policy of an aspiring “great power”, interpreted by some as a line of continuity between liberal and fascist foreign policy. The period of neutrality and the events that led to Italy's intervention were in the spotlight of historiographical analysis in the post-war years, with both focus on fascist Italy's non-belligerance at the surge of WWII and special attention to documentation and the strategies of protagonists (e.g. Giolitti, Salandra, di San Giuliano, Sonnino, D’Annunzio, etc.), as well as to careful reconstruction of events the growing consensus for intervention, the personalisation of stances for and against intervention, the many elements at play within and outside the country and the clever combination of popular mobilisation and parliamentary strategy by supporters of intervention in the weeks between the Treaty of London and war. The goal of the paper is to present the evolution of the Italian position from neutrality to the intervention in the war alongside the Entente, with a particular attention to international context, to the protagonist of the neutrality period in Italy through the memories and the main historiography on the subject.

Sia che si sottolineino le opportunità o le condizioni, le reazioni degli individui o quelle dei gruppi, è evidente che nella società capitalistica le opportunità o le condizioni oggettive agiscono tramite l’attività imprenditoriale, la cui analisi costituisce come minimo un importante indirizzo per lo studio dei mutamenti economici nell’epoca capitalistica, il che è compatibile con l’esistenza di opinioni profondamente diverse circa la sua importanza come “causa ultima”. Visto in questa luce, l’imprenditore e la sua funzione non sono difficili da concettualizzare; la caratteristica che lo definisce è data semplicemente dal fare cose nuove o dal fare cose già fatte in modo nuovo (innovazione). Per sottrarvisi richiedono al governo ogni specie di protezione: protezione contro la concorrenza dei paesi stranieri; protezione contro gli operai (scioperi, associazioni operaie, ecc.); protezione mediante l’alterazione delle monete; protezione contro i possessori di risparmio, il governo provvedendo a conceder prestiti ad un saggio minore di quello che si determina liberamente sul mercato; protezione per i trasporti per terra e per via acqua; sovvenzioni marittime; premi, ecc., ecc. Ogni governo, che accorda tali protezioni, impedisce agli «imprenditori» di assolvere la loro funzione sociale.     STATO MAGGIORE DELL'ESERCITO V Reparto Affari Generali - Ufficio Storico L’Ufficio Difesa dello Stato (1903-1915) Vita, funzioni e contraddizioni di una struttura dello Stato Maggiore del Regio Esercito a cura di Paolo FORMIGONI PREMESSA Il fine del lavoro è quello di fornire un quadro della nascita dell’l’Ufficio Difesa dello Stato, quale strumento del capo Stato Maggiore dell’Esercito il quale per la propria specialità di “organo tecnico” deputato a potenziare e coordinare la protezione del territorio metropolitano da eventuali aggressioni, riassume meglio di altri nella propria attività gli orientamenti e i timori della politica estera, e quindi di quella militare, del giovane Regno d’Italia. Si è cercato di ricostruire, attraverso una indagine bibliografica, il periodo precedente la nascita dell’Ufficio e di inquadrarlo nella situazione italiana e internazionale del periodo a cavallo fra XIX e XX secolo. Dall’analisi dei documenti si sono poi ricavate le elementi fondamentali sul funzionamento, l’evoluzione e le procedure dell’Ufficio Difesa attraverso i suoi rapporti con gli altri organi dello Stato Maggiore, i ministeri, i comandi militari, fino al momento dell’entrata in guerra, e al confluire dell’ufficio stesso nel Comando Supremo. 2 PARTE PRIMA 1. L’Italia postunitaria Nel 1870 il giovane Regno d’Italia si trovò fin quasi dal giorno successivo alla presa di Roma, sia all’interno dei propri confini che nei rapporti con le altre nazioni europee, in una situazione assai delicata e con mezzi piuttosto limitati per farvi fronte. Mentre il brigantaggio meridionale assorbiva ancora le energie dell’esercito in una lunga operazione di polizia controllo del territorio non priva di aspetti particolarmente brutali, la società nazionale, già scossa dai prodromi di quella che sarà la “questione sociale”, era lacerata da una grave frattura fra la componente laica di ispirazione risorgimentale e quella cattolica, percepita non senza ragione come strumento delle rivendicazioni clericali sui territori del cessato Stato della Chiesa.

From that event derive the notorious Bloody Sunday (January 1906) and the October Manifesto which forced the Tsar to give the people popular representation- Duma. An observer of these events was Giulio Melegari, son of the ex Minister of Foreign Affairs Luigi Amedeo. From Tokyo to St. Petersburg, where his carrier will end, he will be a careful witness of two powers in the center of world history and a worthy diplomat; author of the Racconigi Agreement (1909).     Saggi America latina The «little history» of an Italian murdered in Rio Grande do Sul Marco Soresina Università di Milano Introduction The story told here is a «small» piece of history, in the sense that it involves ordinary men who have left few traces behind them – not enough even to identify its protagonists. It is narrated through Italian documents, since some humble Italian family put forward an official request to the Italian government asking for help in the search for a relative emigrated they had lost contact with. Some were more emphatic in making their claim, making use of a famous lawyer, others more unassuming, presenting their case in uncertain Italian, or in the bureaucratic style of some willing municipal official who aided illiterate families. Incomplete as this sources may be, however, we have enough to highlight how Liberal Italy was not prepared to protect its emigrants. More than this, at times there emerges an actual indifference to the emigrants, regarded by the Foreign Ministry, and often also by the consular network, as ex-Italians, former citizens lost to their homeland. This article traces the human experience of emigrants who had lost, or almost lost, all contact with their families in Italy. The context The location of the tragic events narrated here is the gaúcho territory, between the Paraná and Uruguay rivers, and to the east in the southern part of the State of Rio Grande do Sul. Towards the end of the nineteenth century, this territory was an interesting destination for Italian immigrants. It was a migration stimulated by Brazil’s immigration policies, which in the mid-1880s had introduced the 57 Altreitalie luglio-dicembre 2017 winning formula of prepaid travel to Europeans in order to attract the workforce necessary for the agricultural colonisation of the country.
