Has had surge of Re-claimers, displaced and homeless people living at the Spruit. ISD has come with a plan to address the negative impact associated with crime, grime, fire safety, health and all other ills that impact on the quality of peoples’ lives. The plan will achieve this through sustained operation involving all relevant stakeholders. This operation will target the identified locality in Ward 90. 1. OVERALL OBJECTIVE To ensure compliance of the City’s By-Laws thereby ensuring that all legislation, regulations and city By-Laws that are related to people living in public open spaces are complied with. 2. SPECIFIC OBJECTIVE To achieve a percentage reduction in the prevalence of displaced/homeless people living in the targeted area. 3. PROFILE OF OPERATIONAL AREA The following are contraventions that are common in the area: Illegal dumping, crime, drugs, overcrowding, noise pollution, illegal structures in the Park/Stream, 5. PLANNED INTERVENTIONS To conduct a multi-disciplinary blitz/operation to ensure that all homeless/ displaced are fully compliant to the applicable City By- laws and relevant legislation. 6.
