This discussion paper was compiled after a 90 day consultation process involving extensive travel by Shadow Ministers around the State meeting with many different stakeholders and after considering extensive written submissions from Local Government and industry groups.

It's purpose is to outline a plan to address the infrastructure deficit constraining economic growth and service delivery in Queensland, after almost two decades of Labor Government have left the State in a perilous financial state with ballooning debt and the loss of the long held AAA credit rating.

This plan and the feedback received will be the basis for policy commitments from an alternative LNP Government at the next State Election.

This plan proposes:

Delivering infrastructure to drive economic growth and deliver Government services should be a primary policy objective of the LNP State Government.

An LNP State Government should playa much stronger, more proactive, role in planning, prioritising, financing and delivering economic and social infrastructure projects.

A "Highway One Crisis Management Group" should be formed to address the critical need to access Federal funding for a crisis avoidance plan for the .

There should be a new focus on funding options involving the private sector to maximise the use of private investment funds as a method of funding infrastructure in Queensland.

A dedicated unit called "Queensland Projects" should be established within Treasury to develop and administer infrastructure funding models to suit each major project.

The Coordinator General should be focussed on coordinating, facilitating and delivering major infrastructure projects that drive economic growth.

An LNP State Government should embrace the absolute necessity to work closely with local Governments across the State but particularly with the large local Governments in South East Queensland to identify, prioritise and deliver infrastructure projects. Local Government and Industry should be involved to form "Queensland Infrastructure" to advise State Government on long term infrastructure needs and priorities for Queensland.

A "Roads to Resources" fund should be established to facilitate Government and industry investment in better roads in regional Queensland.

The emerging capacity constraints associated with the South - Roma Street link in the centre of Brisbane should be addressed as a first step in addressing the cross river rail issue.

All of the infrastructure projects that have been allocated genuine construction funding in the current four year budget forward estimates process should be completed as scheduled.

Sourcing additional funding for the great many more infrastructure projects - that have been identified but remain unfunded - should be a priority to address the backlog caused by 20 years of Labor mismanagement and inertia.

Identified "Critical Priority Projects" should be fast tracked immediately by an LNP State Government.

Replace dangerous open level rail crossings on major Level Rail Crossings Begin immediately urban roads in Brisbane Executive summary The provision of infrastructure is a key role of any State Government and a defining failure of the State Labor Government in Queensland.

Driving economic development is the only way to regain our financial strength and to generate the revenue required to provide the social infrastructure and services Queenslanders need.

To make the investments into roads, schools and hospitals and all the other services that State Governments provide, there is a need to maximise the economic potential of our State by addressing infrastructure constraints that hamper economic development.

An LNP State Government will playa much stronger leadership role in driving growth in the Queensland economy by taking a lead role in planning, prioritising and delivering the infrastructure that will drive the economic development of Queensland.

There is an absolute necessity for the State Government to work closely with local Governments across the State but particularly with the large local Governments in South East Queensland to address the deficit in infrastructure resulting from two decades of Labor Government.

The inability of successive State Labor Governments to recognise the importance of those Local Governments and work together in a harmonious respectful relationship towards shared infrastructure goals has been a major contributing factor towards the infrastructure deficit constraining economic growth and impacting on the lives of many Queenslanders today.

There is a universal recognition among Local Governments of regional centres from Brisbane to Cairns along with industry and community leaders that Queensland's major North South road link, the Bruce Highway is approaching a state of crisis with safety concerns and access constraints identified as major problems for most communities.

Federal Funding for the Bruce Highway has been used as an excuse for political point scoring and buck passing by the current Labor Government with the attitude of current Main Roads Minister in particular causing frustration and anger in communities and industries that recognise the importance of this most critical road infrastructure.

The Main Roads Department in an LNP Government should immediately begin a six month planning process to provide a creditable basis for a 10 year "Crisis Action Plan" to address the developing Bruce Highway crisis.

A "Bruce Highway Crisis Management Group" should be formed to bring State and Federal Members together with regional Local Government leaders and representatives from such groups as the RACQ and heavy transport operators to work together to address the critical need to access a greater share of Federal funding for Queensland's most important road infrastructure.

The economy as a whole, and every Queenslander individually, can benefit enormously from the expansion of

4 our existing mining, agriculture, construction and tourism industries if the necessary infrastructure is in place to facilitate that economic growth and strengthen local communities.

The development of the coal seam gas industry to export liquefied natural gas to the world provides particular infrastructure challenges as well as an opportunity to catapult the Queensland economy to a new level of prosperity and provide a new, highly sought after energy source to the world.

Funding the infrastructure that Queensland so desperately needs to facilitate economic growth is a major challenge primarily due to the parlous financial position with which the Labor Government has burdened our State and which has resulted in the loss of our much prized AAA credit rating.

There should be a unit established within Treasury called "Queensland Projects" to develop and administer innovative funding models that maximise the opportunities for private investment capital to be invested in infrastructure construction in Queensland.

An LNP State Government would seek to maximise the level of available State funds committed to infrastructure however there would be a new focus on maximising the use of private investment as a method of funding infrastructure in Queensland rather than as an option of last resort as is the approach of the current Labor Government.

A long term commitment should be made to a pipeline of investment opportunities in Queensland to ensure that private enterprise has the certainty to invest the time, people and finances required to be involved in funding and operating critical public infrastructure.

Financing models accessing private sector investment funds should provide returns to investors primarily based on availability and service standards set by Government rather than require investors to accept the entire patronage risk of public infrastructure.

An LNP Government would provide proactive leadership, an understanding of the importance of long term planning, firm commitments to a continual pipeline of projects and a flexible approach that matches the right financing option with the right project.

The Minister and the Department of State Development would be focussed on driving the economic development of the state and ensuring the benefits of that economic growth are spread across all Queensland's regions.

The role of the Coordinator General would be strongly focused on coordinating and delivering major projects rather than just being a regulator.

Longer term planning for future infrastructure requirements needs to be undertaken collaboratively between Federal, State and Local Government as well as industry to avoid the current infrastructure deficit being repeated in the future.

"Queensland Infrastructure" will be established to undertake this long term planning role and advise Government in regard to future infrastructure needs.

An LNP State Government would work in tandem with the SEQ Council of Mayors and the Brisbane City Council to maximise the delivery of the infrastructure projects that have been identified in planning documents such as "Getting SEQ Moving 2011 - 2012".

An LNP Government would address the emerging capacity constraints associated with the South Brisbane ­ Merivale Bridge - Roma Street link in the centre of Brisbane that pose major challenges to the development of rail as an integral part of a modern efficient urban public transport system for the future.

An LNP Government would establish "The Roads to Resources Fund" to serve as a vehicle to accumulate funds to upgrade and improve roads in regional Queensland and especially those roads that service resource regions.

It requires an LNP Government with the commitment to work with Local Government and the private investment community to address the infrastructure deficit caused by almost twenty years of Labor procrastination and inaction.

6 Policy Commitments

An LNP State Government would:

Establish "delivering infrastructure to drive economic growth and deliver Government services" as one of the Government's primary policy objectives.

Embrace a cooperative and mutually respectful close working relationship with the SEQ Council of Mayors and the Brisbane City Council to maximise the delivery of the infrastructure projects that they have identified in their planning processes.

Form a "Bruce Highway Crisis Management Group" to bring State and Federal Members together with regional Local Government leaders and representatives from such groups as the RACQ and heavy transport operators to work together to address the critical need to access a greater share of Federal funding for Queensland's most important road infrastructure.

Task the Queensland Department of Main Roads to immediately begin a six month planning process to provide a creditable basis for a 10 year "Crisis Action Plan" to address the developing Bruce Highway crisis.

Make cooperative funding models involving the private sector that maximise the investment of private investment capital in State infrastructure and appropriately share risk the preferred method of funding infrastructure in Queensland.

Establish "Queensland Projects" as a standalone unit in Queensland Treasury to drive innovative cooperative funding models to maximise private investment in Queensland's infrastructure development.

Ensure a genuine commitment to risk sharing between the public and private sectors in funding models to encourage private sector investment in critical infrastructure projects.

Make a long term commitment to providing an ongoing pipeline of investment opportunities for the private sector in Queensland infrastructure.

Refocus the Department of State Development on driving economic development in key sectors and regions and ensuring the benefits of growth are returned to local communities.

Ensure the Coordinator General is strongly focused on coordinating and delivering major projects rather than just being a regulator.

Establish "Infrastructure Queensland" to advise State government on long term infrastructure planning, prioritisation and ongoing management and maintenance.

Reform the current mega Department structure of DEEDI and DERM to ensure there are clear lines of authority with indisputable Ministerial responsibility and accountability.

811 7 Remove regulatory bottlenecks and streamline approval processes for major industrial development and infrastructure projects.

Maximise the opportunities for local businesses to be involved in infrastructure projects.

Establish a "Roads to Resources" fund to facilitate Government and industry investment in better roads in regional Queensland.

Standardise the requirements of major project proponents to invest in community and social infrastructure when developing major projects and establish structures to coordinate and maximise the effectiveness of that investment.

Queensland needs a new economic development and infrastructure vision - a new innovative approach - to ensure we can provide the infrastructure that will underpin the state's future economic growth and social development Labor's record of mismanagement and waste

Labor's track record in delivering infrastructure in Queensland has been one of poor planning, mismanagement and waste.

The infrastructure deficit caused by the failure of the Labor Government to invest in the social infrastructure necessary to provide key Government services can be seen in inadequate roads, hospitals and schools right across Queensland. Increasingly the ability of responsible Departments to provide key services has been curtailed by inadequate social infrastructure.

The inadequacy of Queensland's economic infrastructure is demonstrated by the queues of ships that stand idle off our ports while rail lines and road networks struggle unsuccessfully to meet the huge global demand for the commodities that we export and business is curtailed and projects are delayed by infrastructure constraints and a turgid development approvals process.

Labor's performance has been characterised by:

1. Mismanagement, massive cost overruns and time delays Labor's approach to managing the current infrastructure programme has resulted time and time again in bad management, poor prioritisation, massive cost overruns and time delays - industry can't plan, taxpayers' dollars are wasted and other critical projects are delayed.

2. Complex and unwieldy planning and approval systems The Labor Government has created a governance system where infrastructure and major industrial development project approvals are complex and uncoordinated resulting in a climate of uncertainty and projects taking years to come to market.

3. A vacuum of leadership A vacuum of leadership has emerged where the Government is directionless and no longer leads or drives economic development. The role of the Coordinator-General has been reduced to a "regulator" rather than the engine room for driving and coordinating economic growth.

4. Squandered opportunities Despite the largest resources boom in living memory, communities, particularly those in the regions are not getting a fair return from the boom and the infrastructure and services that support that boom.

5. A broken budget Labor has also managed to destroy the state's budget and balance sheet, they have lost the States AAA credit rating and have accumulated a record level of debt which will hamper any effort to address the deficit in infrastructure spending.

Leadership, certainty and clarity of direction A responsible LNP State Government would playa strong leadership role in growing the economy, in planning, prioritising and delivering the infrastructure that will drive the economic development of Queensland.

State Government has a legitimate role and a real responsibility to facilitate, to manage and to coordinate the construction of infrastructure in a timely way to ensure our economy can grow and prosper in a smooth sustainable way.

There is also a role for Government to make strategic investments in economic infrastructure to promote economic growth. These strategic investments can be short term and profitable if properly planned and executed and can be used to ensure infrastructure is constructed at the most effective time to influence economic development.

There is also an obvious responsibility for Government to invest in the social infrastructure required for the delivery of the services that are the key role of any State Government and any Government's continued ability to meet that responsibility will depend on the State's economic growth.

Across Queensland community leaders and senior industry people consistently point out the need for certainty and clarity of direction from Government. No longer can the State Government have a "hands off" approach in driving economic development and ensuring investments are made in the critical infrastructure requirements Queensland's key industries desperately need to grow and develop.

Irrespective of how it is funded and managed, State Government should always play the lead role in planning, prioritising and delivering the infrastructure that will drive the economic growth and development in Queensland. Economic growth and development is a core responsibility of State Government.

A responsible competent State Government needs to be constantly driving economic growth and pursuing economic development to generate increasing returns to the State that can allow the continual increase in spending on the services necessary to improve the lives of a growing population.

Rather than play the role of passive observer and heavy handed regulator, an LNP Government will playa far more active role in planning for and driving investment in priority infrastructure that wililitt productivity in the state, making Queensland more competitive and ultimately delivering greater economic returns to the people of Queensland.

A clear plan and focus on the economy and infrastructure priorities needs to be underpinned by investor certainty and supported by an approvals process that is strongly focused on outcomes.

Genuine partnerships with Local Government and the private investment community and a clear and single minded focus on delivering projects is the key success factor in removing investment constraints and increasing investment in industrial development and infrastructure projects.

The most important step is to ensure economic and infrastructure planning delivers real and tangible benefits to local communities involved in major industrial development and infrastructure projects. Prosperity for local communities and a fair share for all Queenslanders right across the State needs to be a key component in infrastructure planning.

Government cannot simply play the role of "regulator" - it needs to play the role of facilitator and problem solver. The office of the Coordinator-General not only needs to drive major projects, it needs to "coordinate" and negotiate to ensure the best outcomes for Government and communities.

Infrastructure Investment - Making it Happen

Structure of Government

The structure of government departments, the lack of leadership of Ministers and unclear goals and objectives of key agencies currently undermines the ability to make things happen.

The complex and unwieldy Departmental structures of DERM and DEEDI are hampering project development and service delivery. DERM in particular is singled out by industry and community leaders alike as stifling investment in key economic projects as project approvals are lost in a mire of red tape and ideological zeal.

Major reforms of the Government's economic development agencies are required if an LNP Government is to grow the economy in order to continue to invest in critical infrastructure.

In particular the current mega Departments ofDEEDI and DERM need to be restructured so there are clear lines of authority with indisputable Ministerial responsibility and accountability.

The Treasurer and Treasury should be responsible for ensuring the budget gets back in the black and the state's economic environment is conducive to investment and economic growth - getting the overall settings right and ensuring the budget has the ability to invest in social and community infrastructure.

The Minister for State Development and the Coordinator General need to be focussed on the dual roles of driving the economic development of the state and delivering major projects. The Minister for State Development needs to be focused on driving the economic development of key sectors, regions and projects and ensuring that benefits of economic growth are returned to local communities.

The role of the Coordinator General needs to be strongly focused on coordinating and delivering major projects rather than just being a regulator.

The EPA and Department of Natural Resources need to be re-established as separate agencies so the Ministers can provide proper leadership and their respective agencies are focussed on their core business.

The Premier should provide the overall leadership for infrastructure investment by establishing a Cabinet Committee comprised of the Premier, Treasurer and Minister for State Development to set clear goals with firm time frames and ensure an atmosphere of investor certainty.

This committee also needs to be supported by an Economic Development Leadership Group comprising such senior officers as the Director-General of Department of the Premier and Cabinet, Under Treasurer, Coordinator-General and the Director-General of Department of State Development to:

1. Coordinate and drive economic development in key industrial development and infrastructure projects.

2. Remove regulatory bottlenecks and streamline approval processes for all major industrial development and infrastructure projects.

I~ FI 11 Funding Infrastructure Development

Funding the infrastructure that Queenslanders so desperately need is a major challenge primarily due to the parlous financial position with which Labor has burdened Queenslanders. Labor's current level of State debt will be a millstone around every Queenslander's neck for many years to come.

That debt level and the consequent loss of the States AM credit rating will erode the ability of any State Government to finance its infrastructure programme in the foreseeable future at a level that would have any chance of addressing the infrastructure deficit so apparent after almost twenty years of Labor Government.

Across it is increasingly apparent to all stakeholders that the overwhelming demand for new infrastructure is unlikely to be fully met from State generated funds in the foreseeable future. This reality is made even more stark in Queensland because of the current Labor Government's woeful financial management record and the consequent loss of the State's AM credit rating.

Therefore there is an unavoidable need for any future State Government in Queensland to maximise the opportunities to access private investment funds to provide infrastructure in a way that produces the outcomes that Queenslanders need and investment opportunities that private investment capital can find attractive.

An LNP State Government would seek to maximise the level of available State funds committed to infrastructure however there would be a new focus on cooperative funding options involving the private sector to maximise the use of private investment as a method of funding infrastructure in Queensland rather than an option of last resort as is the approach of the current Labor Government.

There is a consistent message from the finance sector that while the appetite for infrastructure investments is high the funding models that have been used in the recent past in Queensland where private enterprise is required to accept the entire patronage risk of public infrastructure are unlikely to be appropriate in the near future.

It is apparent that financing models that are based on availability and service standards should become the standard to maximise the investment of private capital in public infrastructure in Queensland if any progress is to be made in meeting the overwhelming need for such infrastructure.

The first step to achieving this outcome is for an LNP Government to clearly establish and communicate a vision for the State's economic development and for the government to place economic growth as its

12 -I primary goal as it is only economic development that will provide the revenue required to provide the social infrastructure and services Queenslanders need.

With a clear commitment to driving economic growth and development, an LNP State Government would entrench a genuine commitment to work in partnership with both Local Governments and the Federal Government as well as the private sector to plan, finance, deliver and operate critical infrastructure so the economy can grow.

To make this happen, industry, the community and potential investors not only need to have certainty about an LNP State Governments economic vision for Queensland and its approach to infrastructure delivery, but most importantly of all the rules of engagement and the principles underpinning this approach.

An LNP government would provide this certainty by embracing the key principles of:

clarity, certainty and consistency in the vision and direction of Government

transparent assessment and approval processes focused on outcomes

a clear planning process focused on community consultation and underpinned by analytical and scientific rig our

an approach that embraces the expertise, innovation and value for money the private sector can bring to delivering and operating infrastructure

pragmatic and effective risk allocation that maximises the outcomes for Queenslanders and provides acceptable investment opportunities for investors and ensures the protection of genuine intellectual property.

It is widely recognised that the global financial crisis has significantly impacted on the availability of private capital for infrastructure and the attractiveness and acceptability of previous investment models. Across the entire investment market debt is more expensive than it was, risk has been repriced and in relation to infrastructure investment in particular, the private sector is just not willing to take on the level of risk in funding public infrastructure that they did prior to the global financial crisis.

Across Australia, the capacity and inclination of the private sector to invest in public infrastructure is strong, but industry is seeking more sharing of risk with the public sector. There is ample indication that capital markets are actively seeking investment in long term regulated assets and the long term predictable returns they can provide are especially attractive to such investors as superannuation funds.

Investors seeking such returns from long term regulated assets would be attracted to investment in Queensland infrastructure projects that provide a return to investors earned from the infrastructure project meeting predetermined availability and service standards set by Government rather than the risk associated with the reliance on revenues streams from projects that have a high patronage risk.

An LNP Government would guarantee the investment community a commitment to a pipeline of opportunities so industry has the required certainty they need to invest the time, people and resources required to participate in the competitive tendering processes needed to finance, construct and maintain major infrastructure projects.

To achieve this pipeline of projects a unit will be established within Treasury called "Queensland Projects" to develop and administer innovative funding models that specifically pursue the opportunities to maximise private investment in infrastructure in Queensland.

The critical ingredient required is Government leadership, firm commitments and an approach that matches the right financing option with the right project and that properly allocates risk between the parties involved.

Embracing the innovation and efficiencies the private sector can bring to building and operating critical infrastructure in Queensland would be a key goal of an LNP State Government. Critical infrastructure for building our economic strengths

The Queensland economy is characterised by four great industries that form the four great pillars that support the lifestyle of every Queenslander: Agriculture, Resources, Tourism, Construction.

While we need to continue to develop new industries and diversify our economy the real opportunities to realistically grow our economy lie in assisting those four great industries to grow and develop further.

Our economy can potentially benefit enormously from the strengthening of the four pillars that currently support our economy - agriculture, resources, tourism and construction. The will to expand and grow to meet the demands of world markets is strong particularly in regard to agriculture and the coal resources of the Bowen Basin and the as yet undeveloped Galilee Basin.

The development of the new coal seam gas industry to export liquefied natural gas to the world also provides the opportunity to catapult the Queensland economy to a new level of prosperity and provide a new sought after energy source to the world.

Growth and development in all of those four great industries and in the many smaller but important industries is critically dependent upon the availability of infrastructure of all types right across the State.

The regional nature of the Queensland economy is somewhat unique among the Australian States and makes the challenge of providing infrastructure even greater. It is also why the lack of infrastructure, particularly transport infrastructure, can have such a constraining affect on the development of the Queensland economy.

There is a critical need to ensure that all of the infrastructure constraints that are affecting the development of Queensland's industries are addressed as a priority to ensure economic growth and development.

Resources The resources industry is a key part of the Queensland economy and has enormous growth potential to quickly boost the State's economy. It is based around four major resources provinces namely the Surat Basin, the Bowen Basin, the North West Minerals Province and over the medium term, the Galilee Basin.

The Surat basin is located in Southern Queensland immediately to the South of the more developed Bowen Basin with the east west boundary between the two generally accepted to be located in the vicinity of the town of .

Dalby, Roma Chinchilla and Miles are the main regional towns with the impacts of the development of the large resources of coal and coal seam gas in the Surat Basin extending East to Toowoomba as the regional service centre and North through Biloela to the regional port city of Gladstone.

Over the last five years there has been a realisation that the Surat basin contains a coal seam gas resource that is an energy source of world significance. The development of this world class resource as an export industry for Queensland will have a massive positive impact on the Queensland economy for many years to come.

It will provide jobs and career opportunities for generations of Queenslanders and the Billions of dollars to be invested by multi-national energy companies will provide opportunities for local businesses to grow and develop.

The Surat Basin is already experiencing extremely rapid development with three CSG to LNG projects in the early stages of construction and another in the final stages of planning. The economic activity associated with these huge projects is already rapidly increasing pressure on all existing infrastructure everywhere across the region from Toowoomba to Gladstone.

In addition to the CSG projects, the coal resources of the Surat basinare also in line for development with a major mine awaiting final approval and many others in the planning stages.

Major projects already under construction or about to begin construction in the Surat Basin include:

GLNG - CSG to LNG for export - Santos and partners

QCLNG - CSG to LNG for export - BG and QGC

APLNG - CSG to LNG for export - Origin and partners

Wandoan Coal Mine - Xstrata

Surat Basin Railway - Wandoan to Banana

Roads There is already a critical road situation in the region with the main access roads to the Surat Basin grossly inadequate for the development of the resource projects already under way.

Concern about the regions road network is high among local Government and community leaders and is seen as typifying the failure of the State Labor Government to invest in the resource regions that will drive Queensland's economic growth in the future.

In particular the through Toowoomba and west to Dalby is widely recognised as a major problem and a prime example of infrastructure that should have been upgraded many years ago.

Examples of critically inadequate roads identified by local Governments and industry are:

Toowoomba range - Western Freight Corridor

Warrego Highway - Toowoomba to Roma

Bruce Highway - Gladstone north and south

Leichardt Highway - Miles to Biloela

Burnett Highway - Biloela north and south

The western freight corridor providing a second range crossing and a highway bypass for Toowoomba is the most critical issue and the ongoing failure to progress this project is currently seen as a real constraint on Surat Basin Development. It is a universally held view that the western freight corridor has to be a very high priority for all levels of Government with an interest in the region as the Surat basin develops.

Rail There is a widely held view in the region that the existing rail assets have been allowed to deteriorate by many years of Government neglect, and lack of maintenance and a frustration that more of the increasing freight traffic on the regions roads is now not able to use rail as a viable alternative.

Frustration is also rising about the seemingly interminable delays in the construction of the missing link between Miles and Wandoan to give access from Toowoomba to the Port of Gladstone.

Important rail links for the region are:

Southern Missing Link - Miles to Banana

Surat Basin Rail - Wandoan to Gladstone

Western Line - Brisbane to Roma

Port The Port of Gladstone is essential for the development of the resources of the Surat basin while Port Alma slightly to the North is also being considered as an additional port facility.

Construction has begun on the LNG plants at Curtis Island within the Port of Gladstone to liquefy the coal seam gas from the Surat basin for export. The associated Fisherman Islands developments for loading equipment for Curtis Island and western basin reclaimation area are also under construction.

The long planned Wiggins Island coal terminal has not yet reached construction stage and for many in the industry and in Gladstone this project has come to represent the failure of the State Labor Government to successfully coordinate the delivery of major infrastructure in a timely manner to facilitate economic growth.

There can be no doubt that the Wiggins Island coal terminal will provide extensive new opportunities for export of Bowen Basin and Surat Basin coal.

16 FI Water There is a need for investment in water infrastructure in the area with the Nathan Dam project having been delayed for a considerable amount of time. While the production of considerable quantities of purified water will be a consequence of the development of the CSG industry there is a critical need to proceed with major water storages to provide water to both the mining and agricultural industries.

Housing Dalby, Chinchilla, Miles, Wandoan, Roma and Gladstone are all suffering from housing shortages that are becoming a critical issue threatening future development. There are widespread problems with the provision of sufficient residential land in all the communities to ensure there is an ongoing availability of appropriate housing choices available for industry growth and community stability.

There is widespread community concern and frustration about the increasing level of constraint on land availability caused by State Government policies which appear overly bureaucratic and pointless to local communities.

Many local community leaders and senior industry executives consider the current Government's approvals process for housing land development to be counter-productive and a major constraint on the successful development of the region.

Health Health services in the region are already under stress with widespread community dissatisfaction about the services currently available and the degree to which services have been centralized in the major regional hospitals of Toowoomba and .

There is a critical shortage of doctors and specialist staff across the region resulting in long waiting times and increasing travel requirements for patients. Adequate ambulance services are also an ongoing concern with communities feeling a disconnection from their local service providers and an uncertainty about their ability to respond adequately.

Flood proofing existing communities Existing communities in the region such as Roma, Chinchilla and Dalby were particularly hard hit by the floods in January 2011 while both Theodore and Condamine needed to be completely evacuated because of flooding.

Frustration is growing about the lack of any definite plans to undertake permanent flood mitigation work for these communities and the seemingly restrictive attitude of Government to what are locally considered to be appropriate solutions.

An LNP Government would: 1. Form project specific inter departmental teams within the Department of State Development to facilitate the completion of each Surat Basin project in the shortest available time frame

2. Urgently pur ue all road funding options for the Warrego Highway and the Western Freight Corridor as a matter of top priority

3. Focus on maximizing Federal funding for the Bruce Highway

4. Examine eXisting road funding priorities to ensure focus is on matching developing traffic increases with priority road upgrades

5. Review the approvals procedures and identify constraints in the approvals process for all infrastructure projects to ensure an outcomes focused process that can provide timely decision making

6. Work with Local Government to ensure the urgent release of sufficient land for housing to enable private investment in the housing market to meet demand in all communities in a timely manner 7. Investigate options to increase rail freight opportunities to the port of Brisbane

8. Ensure the growing demand on all Government services in the region is addressed in Departmental planning processes (with a particular focus on Queensland Health) before gaps in service provision threaten community stability

9. Work with local people who have local knowledge to develop flood mitigation proposals for their communities

10. Fast track a statutory regional plan incorporating land use controls to address the conflicting land use issues currently causing community disquiet in the region.

The Bowen Basin "From Pit to Port - supplying quality coal to the world"

The Bowen Basin is one of the world's great coal provinces and has made an enormous economic contribution to the Queensland economy since the export of coal began in the mid 1960s.

Today there is an enormous potential for further growth with an almost insatiable worldwide demand for the quality coal that has become a hall mark of Queensland's coal industry.

The Bowen Basin stretches from South of Moura and Theodore - the most southerly mines - to north of Collinsville. The basin has many towns including the larger ones of Emerald, Moranbah and Biloela while Gladstone, Rockhampton and Mackay are the regional service centres.

There are 34 operational coal mines currently extracting over 100 million tons of coal annually with many mine expansions planned and many new mines being considered for development.

The mines are serviced by an extensive railway system to transport the coal produced for export with major export coal ports at Gladstone Mackay and Bowen.

Roads The Central Queensland east west road linkages are the critical road infrastructure for the Bowen Basin mining industry while the north south roads play an important role in linking the region to the south east corner of the State.

These major highways form the backbone of a road network that is struggling to cope with the ongoing build up of traffic volumes. In particular the Peak Downs Highway between Mackay and Moranbah is seen by both industry and local community leaders as being a particular problem likely to restrict further growth in the Northern part of the Bowen Basin.

Rail The extensive rail network was developed by the Conservative Government over a thirty year period and recently sold by the current Labor Government. It was part of a panicky asset sales programme undertaken by the current State Labor Government in a failed attempt to alleviate their declining financial situation. It is now privately owned by OR National and major customers have indicated that they have seen a major increase in efficiency as a result of the rail system being run by private business operators. It is also widely recognized that major capital investments are needed to address existing capacity restraints and provide for production increases from mine expansions.

The approvals processes involved in those required expansions are not only a significant cost to the projects but because of the extended timelines involved represent a very real constraint on efforts to increase the capacity of the rail system to meet demand.

Ports Bowen Basin coal is exported from three existing ports at Gladstone, Mackay (Dalrymple Bay and Hay Point) and from Abbott Point near Bowen.

A new greenfield port site has been proposed for some years at Wiggins Island north of the existing RG Tanna coal terminal in Gladstone.

There is also a new coal terminal proposed for Balaclava Island near Port Alma just to the south of Rockhampton.

Water The Connors River Dam is proposed to be built in the northern Bowen Basin to provide water for coal industry and agriculture.

The Nathan Dam is proposed to be built on the Dawson River at the Southern end of the Bowen Basin between Theodore and Taroom.

Health The region is serviced by major hospitals at Rockhampton Gladstone and Mackay with smaller hospitals at Emerald and Biloela.

Like health services all over the State these are under considerable stress and no evidence exists of any long term planning to ensure capacity to meet the increased demand from the proposed expansions.

The situation in Moranbah is typical with a severe housing shortage and a lack of available land for new housing construction. The Housing shortage and the associated lack of land for development of new housing developments is increasingly being recognised as a constraint on development of projects in the Bowen basin.

An LNP Government would: 1. Introduce a programme to ensure regular capital investment in the road network across the region to ensure it can continue to produce wealth for the whole State

2. Urgently review the role of the ULDA to ensure the severe housing shortage can be addressed in the shortest possible time

3. Identify the constraints on the Wiggins Island project and ensure this key infrastructure project is delivered.

4. Facilitate the development of the Balaclava Port proposal

5. Fast track the construction of the Connors River Dam

6. Ensure planning for the Nathan Dam project proceeds

7. Ensure health services are able to cope with the projected development

The Galilee Basin "From Alpha to Abbott point - the potential is awesome"

The Galilee Basin lies to the west and North of the Bowen basin and while its coal reserves have been known for some time, they are yet to be mined however the potential is very real for that to change rapidly in the near future.

There are currently three large projects in different stages of development and at least two others with longer term plans. The most advanced project being undertaken by Hancock Coal has already completed a test mine and extracted a bulk coal sample for extensive testing by customers in Asia.

The three large projects alone have the potential to create 15,000 new construction jobs in the building of the new mines and the more than 400 km of rail lines that would transport the coal to new purpose built port facilities at Abbott Point near Bowen.

Roads The Central Queensland east west road linkages are the critical road infrastructure for the Galilee Basin mining industry.

This disjointed and uncoordinated approach is recognised by the coal companies and local landholders alike as a major failing of the Labor Governments planning processes and has to be addressed in some way for the successful development of the Galilee basin coal reserves.

The various proponents are at different levels of development of their rail corridor studies and considerable community concern has been expressed regarding the impact of the multiple proposals on the local communities and landholders.

Ports The Abbott Point State Development Area provides considerable opportunity for the development of a very large coal export facility and coal project proponents have well advanced plans for a major expansion of the coal handling facilities at Abbott Point.

The ports corporation also has well advanced plans for the construction of new berths and a multi product facility based on the establishment of a large reclaimed area.

Water Water supplies to the region will need to be secured to allow the development of the resource projects that have been mooted. A number of dam projects have the potential to supply water to the region including the Connors River Dam and other storages in the upper reaches of the Burdekin River system.

Water supplies for the Abbot Point State Development Area will be critical for the development of the area. The water for Bowen project has been mooted for some time and is seen as an option to bring water to the area for both industrial and agricultural requirements.

Health The region is serviced by major hospitals at Rockhampton Townsville and smaller facilities at Bowen and Mackay.

Like health services allover the State these are under considerable stress and no evidence exists of any long term planning to ensure capacity to meet the increased demand from the proposed expansions.

21 Housing Housing is a critical issue for the region and has been identified as an emerging constraint a number of proposed projects.

The mining projects are proposed to be primarily travel in and travel out with work forces located in regional centres from Cairns to Brisbane so transport infrastructure that provide linkages to major regional centres will be need to be developed.

Smaller towns such as Alpha and Collinsville although some distance from the mine projects have potential to house workers who choose to live locally.

An LNP Government would: 1. Identify the best corridor for the rail line from the Galilee basin to Abbott point and institute multiple user requirements for all proponents

2. Provide capital investment in the road network across the region to ensure it can produce wealth for the whole State

3. Form project specific inter departmental teams within the Department of State Development to facilitate the completion of each Galilee Basin project in the shortest available time frame

4. Centralise and streamline the approvals process for major projects and the Abbott Point State Development Area

5. Progress to an advanced stage the planning necessary for the support infrastructure such as roads, health and education that will be necessary when the Galilee Basin projects proceed

6. Engage local communities to identify long term benefits for the region at an early stage from the development of these projects

7. Facilitate the development of the Abbott Point State Industrial Area to ensure it can become a centre for heavy industry associated with the Galilee Basin

8. Progress the water for Bowen water supply scheme

The North West Minerals Province "Building on the unique strengths of the North West"

The North West Minerals Province is centred around the city of Mt Isa and has been the source of mineral wealth for Queensland for well over a hundred years but the potential for further development is very high. A Major transport corridor forms the link to Townsville where a State Development Area provides mineral processing opportunities and an export port for the region.

Roads Road infrastructure is critical for the North West Minerals Province because of its geographic location in the North West of the State.

The critical roads linking the North West Minerals Province to the coastal centres are:

Rail The Townsville to Mt Isa rail link is the major transport infrastructure for the North West Minerals province. It has been a constraint on further development in the region for some years and requires considerable capital upgrades. Failure to adequately upgrade the rail link from Townsville to Mt Isa is recognised in the region as a major failure of the Labor Government and an ongoing constraint on the economic development of North West Queensland.

Ports The Port of Townsville is an established port with major expansions proposed to develop further opportunities for the port in the future. The connection of the port to the State Above: Road infrastructure is critical for the Development Area is an issue that continues North West Mineral Province. to affect opportunities for further development of mineral processing industries and the development of the port itself.

Power The Copper String project provides an opportunity to connect the North West Minerals Province to the State's electricity grid. It involves the construction of a major new transmission line some 900 kms in length from south of Townsville to Mt Isa. It also provides the opportunity for a number of renewable energy projects based on the solar and wind resources of western Queensland to be developed with an access to the main grid for the renewable power they produce.

Our agricultural industries have long been the mainstay of the Queensland economy and are world leaders in production techniques and environmental management.

As global demand for quality food increases at a rapid rate the potential for our world class farming systems and our fertile productive soils to produce not just food for Australia but export income for our State is very great indeed.

Water infrastructure has been virtually ignored by the State Labor Government over much of the last two decades and much of the potential long identified for irrigated agriculture in Queensland remains unrealised due to this policy of inaction and inertia.

Transport links are of critical importance to establish economic transport options from regional Queensland to export ports for the range of agricultural products for which Queensland has become renowned.

The road network throughout regional Queensland has suffered under the Labor Government from two decades of under investment and inadequate maintenance. Increasingly heavy road transport routes are becoming critical for agricultural industries to minimise transport costs through access to the most efficient road transport options.

The rail network is also important for agricultural industries with declining levels of rail services over time widely recognised as a major issue reducing transport options for agriculture and increasing heavy traffic on the road network.

An LNP Government would: 1. Prioritise investment in major transport routes for agricultural product to ensure access to heavy transport options for agricultural industries

2. Develop options to extend permitted heavy vehicle access to existing road network without compromising safety standards

3. Refocus Queensland Rail on the transport of grain and cattle for processing and export

4. Support the construction of the Connors River Dam

5. Support the water for Bowen project

6. Support the construction of the Nathan Dam

7. Focus research and development efforts on export opportunities for Queensland agricultural industries

Tourism "Queensland - beautiful one day and perfect the next"

Queensland has an abundance of natural attractions and has developed a world renowned tourist industry that provides jobs and business opportunities for many Queenslanders and their families.

Tourism is important to almost every region in Queensland with major tourism areas including the Gold Coast, Sunshine Coast, Cairns and North Queensland. Additionally drive tourism is important to many other regional and inland communities.

Consequently travel related infrastructure such as roads, air services, ports and rail services all impact directly on the competitiveness of Queensland's tourist attractions in the National and International market place.

In particular access to world class airports is important to attract airline services to establish direct links with areas that have large tourist markets.

The industry has also identified the opportunity to develop the market for cruise ship tourism and the need to provide better cruise ship terminals and improved access opportunities for large cruise ships in our States major tourism areas

Dredging to improve marine access has been identified as critical for a number of areas such as Cairns, the Gold Coast Broadwater and the Coomera River to increase both tourism and business opportunities for the marina industries located there.

An LNP Government would: 1. Support dredging programs for coastal estuaries such as Cairns, the Southport Broadwater and the Coomera River to correct 20 years of Labor neglect

2. Investigate the establishment of cruise ship terminals to attract cruise ships to Queensland ports on a regular basis.

3. Urgently pursue all road funding opportunities for the Bruce Highway particularly in regard to flood mitigation in North Queensland

4. Recognise the critical importance of regional airports such as Cairns, Sunshine Coast, Gold Coast, Proserpine and Townsville to the establishment of direct air services with Asia

5. Develop training opportunities for young Queenslanders to achieve fulfilling careers in the hospitality industry South East Queensland "Where population growth pressures are greatest"

South East Queensland, as the region in Queensland with the highest concentration of population and where the growth pressures and subsequent demands on infrastructure are greatest. The economy is largely service-based, supporting the population base, but it also plays a critical role in supporting mining, resources, energy, agriculture and tourism as well as other industries like manufacturing and biotechnology. The region is dominated by the and nine other large Local Governments stretching from the Sunshine Coast to Toowoomba and the Gold Coast. Both the Brisbane City Council and the SEQ Council of Mayors representing all ten Local Government in the area have recognised the infrastructure deficit caused by the State Labor Governments procrastination and inaction and have carried out detailed and creditable infrastructure planning processes. The SEQ council of Mayors representing all ten local Government areas in SEQ recently examined the region's infrastructure deficit and produced the report titled "Getting SEQ Moving: 2011-2012" which identified the National, State and Local Infrastructure priorities in the region. Both the Brisbane City Council and the SEQ Council of Mayors SEQ are uniquely placed to understand the infrastructure deficit in this highly populated area of Queensland after so many years of the State Labor Government's failure to adequately cater for the population growth. The priorities that have been identified in the SEQ Council of Mayors report represent a challenge that must be met by all levels of Government working together in a relationship based on mutual respect and a shared responsibility. The LNP recognises the absolute necessity for any State Government to have a rock solid working relationship with local Governments across the State but nowhere is that relationship more important than in meeting the infrastructure needs of the large urban areas in South East Queensland. The inability of successive State Labor Governments to recognise the importance of those Local Governments and work together in a harmonious respectful relationship towards shared infrastructure goals has been a major contributing factor towards the infrastructure deficit constraining economic growth and impacting on the lives of many Queenslanders today. An LNP State Government would be committed to work in tandem with the Council of Mayors to maximise the delivery of the infrastructure projects that they have identified in the "Getting SEQ Moving 2011-2012" planning document.

A Crisis in the Making There is a universal recognition among Local Governments of regional centres from Brisbane to Cairns along with industry and community leaders that Queensland's major North South road link, the Bruce Highway is approaching a state of crisis with safety concerns and access constraints identified as major problems for most communities.

An LNP State Government would recognise the rapidly developing crisis situation on the Bruce Highway and move to end the political blame shifting and seek to commit all stakeholders to achieving some real outcomes.

Safety concerns are expressed in almost every conversation involving the Bruce Highway in regional Queensland especially in regard to the volume of traffic and the amount of heavy vehicle traffic.

Many communities where the highway runs through the main street of their town have to deal with the Bruce Highway traffic and the associated safety issues as part of their daily business.

Communities such as Childers, Gin Gin, Rockhampton, Home Hill, Ayr, Ingham and Innisfail all have their business centres divided by the Bruce Highway and local people need to deal with the safety issues caused by high traffic volumes and heavy truck traffic as they go about their normal community activities.

There is an almost universal feeling of being unsafe expressed by people who use the Bruce Highway on a regular basis with some professional truck drivers expressing considerable alarm at the potential for major accidents that they see on an every day basis.

Major horror stretches such as between Apple Tree Creek and Miriam Vale are readily identified by regular road users and emergency workers alike because of the poor road alignments and the high number of accidents while major intersections such as those with the , the Dawson Highway and the Capricorn Highway cause congestion and dangerous near misses on a daily basis.

Access issues are also of critical importance to communities along the Bruce Highway and for other communities who rely totally upon this North South link. These access issues were brought into stark focus during last summer's wet season when the highway was cut many times in many places for what were regarded as unacceptable periods of time.

While there is a general acceptance that it is very difficult to totally flood proof the Bruce Highway especially in North Queensland the unreliability of the States major transport link is unquestionably a constraint on a range of industries especially agricultural industries producing perishable products and livestock and the tourism industry for whom reliable access is critical.

The Bruce Highway is part of the National Land Transport network and therefore upgrades need to be funded by the Commonwealth Government. However the State Government like other State governments has an

64 important role to play in managing the Highway and planning and prioritising the upgrades that are continually needed to cater for the increasing volume of traffic over time.

It is a role in which the current Queensland Government has comprehensively failed with community leaders from just north of Brisbane to Cairns expressing their concern about the state of Queensland's number one road link and the response they have received from the Queensland State Government to their expressed concerns.

Federal Funding for the Bruce Highway has been used as an excuse for political point scoring and buck passing by the current Labor Government and there is an alarming degree of concern in communities all the way along the length of the highway at the opaque funding process that so easily allows what is widely recognised as an incompetent State Government to pass blame for an issue that is having a major impact on the lives of many Queenslanders.

In particular the juvenile and petty attitude of current Main Roads Minister is causing increasing frustration and anger in communities and industries that recognise the importance of this most critical road infrastructure. Federal Members of Parliament along with Regional Local Government leaders and major industry representatives recognise the critical need to have a more serious and professional approach to this critical issue.

An LNP Government would form a "Bruce Highway Crisis Management Group" to bring State and Federal Members together with regional Local Government leaders and representatives from such groups as the RACQ and heavy transport operators to work together to address the critical need to access a greater share of Federal funding for Queensland's most important road infrastructure.

The crisis management group would focus on using its combined political influence to overcome political blame shifting and develop strategies to increase the awareness of the need for major crisis avoidance investment in the Bruce Highway.

As a priority an LNP Government would task the Queensland Department of Main Roads to compile within six months a proper engineering based 10 year "Bruce Higway Crisis Action Plan" that would be based on considered engineering solutions to the identified problem areas with estimated costings and cost benefit analysis for road users and local communities.

While it is recognised such a planning process would in itself cost the State Government a considerable amount of money it would be considered essential to establish a creditable basis for funding from the Federal Government for a decade long "Crisis Action Plan" to address the developing crisis on the Bruce Highway.

It is indicative of the current Labor Government's failure to plan that after almost 20 years in power it does not have a comprehensive plan for the future of the Bruce Highway. In a belated recognition of the community concern and the emerging crisis a so called strategy was released in July 2011 containing a long list of unfunded projects with no indication of any quantified costs or benefits for any of them.

A responsible LNP Queensland State Government would allocate more resources and commit more money to proper planning for the Bruce Highway. That allocation of State resources is vital if any progress is to be made in accessing more Federal funding for the long list of identified but unfunded and uncosted projects that currently constitute an upgrade strategy.

Roads to resources

Reinvesting in the regions There is a need to ensure that a fair proportion of the increasing wealth that is being generated in regional Queensland is invested in upgrading the infrastructure that will enable regional economic growth to continue without severely impacting the lifestyle of existing communities.

Road infrastructure is of critical importance to rural and regional Queensland and improved road infrastructure provides improved opportunities for a range of existing industries to expand and improve their prospects.

Both agriculture and tourism in rural and regional Queensland depend almost entirely on road infrastructure and the condition of the road system is raised by every community leader in discussions about future infrastructure requirements for their area.

There is already a critical road situation in many of Queensland's resource regions with the main access roads to the Surat Basin and the Bowen Basin grossly inadequate for the development of the resource projects already under way.

Concern about the region's road network is high among local Government and community leaders and is seen as typifying the failure of the State Labor Government to invest in the resource regions that will drive Queensland's economic growth in the future.

In particular the Warrego Highway through Toowoomba and west to Dalby is widely recognised as a major problem and a prime example of infrastructure that should have been upgraded many years ago.

Equally the Dawson Highway, the Capricorn Highway, the Leichardt Highway, the Peak Downs Highway and the Burnett Highway are all currently in need of major capital investment as the resource industry expands.

The inadequacy of the State's regional road network is an emerging constraint on the resources industry and a major concern for the agricultural and tourism industries. That inadequacy of the road network also impacts directly on the lifestyle of the many Queenslanders who live in rural and regional Queensland.

An LNP Government would establish a fund to upgrade roads in regional Queensland especially those roads that service the resource areas that have so much potential to drive the State's economic growth and development in the future.

"The Roads to Resources Fund" would serve as a vehicle to accumulate funds from State government royalties and Federal Government tax receipts as well as from Local Governments and resource project proponents who have an obligation to contribute to the infrastructure that enables their particular project.

An LNP State Government would seek to negotiate appropriate contributions to the Roads to Resources Fund that were reflective of the financial benefits flowing from the use of the regional road infrastructure.

The fund would be administered in consultation with local communities and the resources industry to ensure funding was allocated to best enhance the future of regional Queensland and to drive economic growth and regional development. Rail Infrastructure in SEQ the Cross River Rail issue

Developing the urban rail options for public transport is a key responsibility of the State Government and critical to the future of public transport in South East Queensland. In particular the emerging capacity constraints associated with the South Brisbane - Merivale Bridge - Roma Street link in the centre of Brisbane itself pose major challenges to the development of rail as an integral part of a modern efficient urban public transport system for the future.

The failure of the Labor Government in this key area of urban rail as a public transport mode for the SEQ urban area is demonstrated by the lack of any progress on such projects as Brisbane's cross river rail upgrade or the Gold Coast rail extension.

Dealing with a 2016 crisis point and beyond As early as 2005 then Premier Peter Beattie predicted a rail capacity crisis in 2016 over the Merivale Bridge, the only inner-city rail crossing in Brisbane, with major consequences for passenger transport especially on the Gold Coast, Cleveland and Beenleigh lines.

In 2008 the Inner City Rail Capacity Study again identifying 2016 as the crucial deadline for capacity constraint over the Merivale Bridge.

The Bligh Government subsequently announced its $8.2 billion Cross River Rail project which included 18km of track and a tunnel under the Brisbane river to provide a second rail link through the city with a construction deadline of 2016.

However, the project was unfunded and, in January 2011, the Bligh Government announced the flood reconstruction effort would delay the start of construction on Cross River Rail by at least two years.

Treasurer Andrew Fraser said work on the rail project would be pushed back from 2013 to at least 2015, with the project now not due for completion until 2020 at the earliest.

On July 42011 the Bligh Government failed in a bid to win funding support for the $8.2 billion project from the Federal Government's Infrastructure Australia, with lA's annual report ruling more work needed to be done before it could recommend "ready to proceed" status.

A week later the Bligh Government's own new Queensland infrastructure plan made no reference to a possible construction timetable beyond the phrase "medium to longer term" for the project.

So, despite the crisis point of 2016 being known for at least six years, and Premier Bligh declaring a solution was "desperately needed", the Labor Government's Cross River Rail project remains unfunded and will not be built in time to meet the capacity constraint deadline.

EU 1- 67 The capacity over the Merivale Bridge (and its approaches) of 20 train paths in the peak hour is already under threat with 19 train services currently passing northbound over the bridge in the morning peak hour.

A failure to provide additional cross river capacity by 2016 will mean delays will continue to grow on existing services and no extra peak hour services can be introduced from the Gold Coast, Cleveland, Beenleigh or future cities like Springfield to the city.

Meeting the 2016 deadline The LNP recognises the need to increase capacity across the Merivale Bridge before the 2016 deadline is reached.

On election the LNP would immediately begin work to upgrade the South Brisbane and Southbank railway stations to provide extra platform capacity and operational flexability.

This would achieve an immediate improvement to the efficiency of these stations by reducing delays for trains and enabling up to three additional train paths in the morning peak hour or a 15 per cent increase in capacity across the Merivale Bridge.

These additional paths would provide up to an additional five years of capacity over the Merivale Bridge.

Beyond 2016 On election an LNP Government would establish expert committee to advice on implementing best "value for money" options to deal with medium and long term passenger and freight demands.

This assessment would include the existing Cross River Rail proposal as well as examining alternatives.

Those alternatives could include developing integrated networks that adapt various modes of transport such as greater use of light rail and the establishment of rail lines independent of the 'core' line.

The LNP would focus on ensuring Queensland's rail system can become a modern efficient public transport mode in the urban areas of South East Queensland.
