Israel in 1982: The War in Lebanon by RALPH MANDEL LS ISRAEL MOVED INTO its 36th year in 1982—the nation cele- brated 35 years of independence during the brief hiatus between the with- drawal from Sinai and the incursion into Lebanon—the country was deeply divided. Rocked by dissension over issues that in the past were the hallmark of unity, wracked by intensifying ethnic and religious-secular rifts, and through it all bedazzled by a bullish stock market that was at one and the same time fuel for and seeming haven from triple-digit inflation, Israelis found themselves living increasingly in a land of extremes, where the middle ground was often inhospitable when it was not totally inaccessible. Toward the end of the year, Amos Oz, one of Israel's leading novelists, set out on a journey in search of the true Israel and the genuine Israeli point of view. What he heard in his travels, as published in a series of articles in the daily Davar, seemed to confirm what many had sensed: Israel was deeply, perhaps irreconcilably, riven by two political philosophies, two attitudes toward Jewish historical destiny, two visions. "What will become of us all, I do not know," Oz wrote in concluding his article on the develop- ment town of Beit Shemesh in the Judean Hills, where the sons of the "Oriental" immigrants, now grown and prosperous, spewed out their loath- ing for the old Ashkenazi establishment. In Canada, Indigenous language medium schools and early childhood programs remain independent and marginalized. Despite government commitments, there is little support for Indigenous language-in-education policy and initiatives. This article describes an inaugural, country- wide, federally-funded, Indigenous-led language revitalization research project, entitled NE OL EW̱ (one mind-one people). The project brings together nine Indigenous partners to build a country-wide network and momentum to pressure multi-levels of government to honourȾ agreementsṈ enshrining the right of children to learn their Indigenous language. The project is documenting approaches to create new Indigenous language speakers, focusing on adult language learners able to keep the language vibrant and teach their language to children. The article reflects upon how this Northern emphasis on Indigenous language revitalization and country-wide networking initiative is relevant to mother tongue-based education and policy examples in the Global South. The article underscores the need for both community level initiatives (top-down) and government level policy and funding (bottom up) to support child and adult Indigenous language learning. Reclaiming their Shadow: Ethnopolitical Mobilization in Consolidated Democracies Ph. D. Abstract: In recent decades Western Europe has seen a dramatic increase in the political activity of ethnic groups demanding special institutional provisions to preserve their distinct identity. This mobilization represents the relative failure of centuries of assimilationist policies among some of the oldest nation-states and an unexpected outcome for scholars of modernization and nation-building. In its wake, the phenomenon generated a significant scholarship attempting to account for this activity, much of which focused on differences in economic growth as the root cause of ethnic activism. However, some scholars find these models to be based on too short a timeframe for a rich understanding of the phenomenon or too narrowly focused on material interests at the expense of considering institutions, culture, and psychology. In response to this broader debate, this study explores fifteen ethnic groups in three countries (France, Spain, and the United Kingdom) over the last two centuries as well as factoring in changes in Western European thought and institutions more broadly, all in an attempt to build a richer understanding of ethnic mobilization. ISSN 0258-2279 = Literator 7 (1986) Rémi Pach THE LINGUISTIC MINORITIES OF FRANCE ABSTRACT Although France is one of the most centralized countries in Europe, its ap parent unity must not conceal that it is made up of many linguistic groups, and that French has only in recent years succeeded in becoming the com mon language of all the French. The situation of each one of the seven non official languages of France is at first examined. The problem is then situ ated in its historical context, with the emphasis falling on why and how the French state tried to destroy them. Although the monarchy did not go much further than to impose French as the language of the administration, the revolutionary period was the beginning of a deliberate attempt to substi tute French for the regional languages even in informal and oral usage. This was really made possible when education became compulsory: the school system was then the means of spreading French throughout the country. Nowadays the unity of France is no longer at stake, but its very identity is being threatened by the demographic weight, on French soil, of the im migrants from the Third-World.
