China’s navy in recent years has emerged as a formidable military force within China’s near-seas region, and it is conducting a growing number of operations in more-distant waters, including the broader waters of the Western Pacific, the Indian Ocean, and waters around Europe. Observers of Chinese and U.S. military forces view China’s improving naval capabilities as posing a challenge in the Western Pacific to the U.S. Navy’s ability to achieve and maintain control of blue-water ocean areas in wartime—the first such challenge the U.S. Navy has faced since the end of the Cold War. More broadly, these observers view China’s naval capabilities as a key element of a broader Chinese military challenge to the long-standing status of the United States as the leading military power in the Western Pacific. The question of how the United States should respond to China’s military modernization effort, including its naval modernization effort, is a key issue in U.S. defense planning. China’s naval modernization effort encompasses a wide array of platform and weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), anti-ship cruise missiles (ASCMs), submarines, surface ships, aircraft, and supporting C4ISR (command and control, communications, computers, intelligence, surveillance, and reconnaissance) systems. -

China’s Far Sea’s Navy: The Implications of the “Open Seas Protection” Mission Revised and Updated April 2016 A Paper for the “China as a Maritime Power” Conference CNA Arlington, Virginia Michael McDevitt Senior Fellow Introduction China has not yet revealed the details of how large a navy it feels it needs, but Beijing has been remarkably transparent in disclosing its overall maritime ambitions, which depend first and foremost on a strong PLAN. Three years ago, the PLA explicitly addressed the issue of becoming a “maritime power”: China is a major maritime as well as land country. The seas and oceans provide immense space and abundant resources for China’s sustainable development, and thus are of vital importance to the people's well-being and China’s future. It is an essential national development strategy to exploit, utilize and protect the seas and oceans, and build China into a maritime power. It is an important duty for the PLA to resolutely safeguard China's maritime rights and interests. (Emphasis added.)1 Two years later, the PLA was even more specific in addressing its far seas ambitions. These ambitions were dictated by Beijing’s belief that it must be able to protect its vital sea lanes and its many political and economic overseas interests—including, of course, the millions of Chinese citizens working or travelling abroad. McDevitt, USN (ret) Senior Fellow, CNA “Testimony before the U.S.-China Economic and Security Review Commission” Hearing on Developments in China’s Military Force projection and Expeditionary Capabilities Introduction: I define expeditionary operations as: Military operations abroad. They are executed by military forces specifically trained and equipped to fight a long distance from home. Hence, Chinese expeditionary capabilities are forces optimized for use beyond the second island chain…the distant seas. These forces can also be used in near seas operations. The Chinese have coined a term to characterize a distant seas combat mission; as opposed to a peacetime MOOTW mission. It is called “open seas protection.” For purposes of clarity, I judge that: “Open seas protection” = expeditionary missions The Demand Signal Beijing has been remarkably transparent in disclosing its expeditionary ambitions. Ambitions dictated by the perceived need to protect China’s sea lanes and its many political and economic overseas interests—including of course the hundreds of thousands of Chinese citizens working or travelling abroad. China’s 9-dashed Lines China’s new “national boundaries” under the 9-dashed lines Macclesfield Bank Nine-dashed Lines Map Submitted by China to UN in 2009 China did not explain the legal basis for the dashes. The dashes had no fixed coordinates. In 2013, China released a new map of China, adding a 10th dash on the eastern side of Taiwan. In its 2013 map, China claims the 10 dashed lines are its “national boundaries” without explaining the legal basis or giving the fixed coordinates for the dashes. The 2013 China map was published by SinoMaps Press, under the jurisdiction of China’s State Bureau of Surveying and Mapping. This means the 2013 Map is an official Chinese government map. In its Note Verbale of June 7, 2013 to China, the Philippines stated it "strongly objects to the indication that the nine- dash lines are China's national boundaries in the West Philippine Sea/South China Sea.” China’s New Map with 10 dashes (2013) Printed in a 1947 map, China’s 9-dashed lines have no fixed coordinates. Originally 11 dashes, two dashes in the Gulf of Tonkin were removed in 1950 without explanation. In 2013, one dash was added east of Taiwan. The new 2013 China map, with 10 dashed lines, is printed by SinoMaps Press. What is the Effect of China’s “National Boundaries” under the 9-dashed Lines? The Philippines loses about 80% of its EEZ facing the West Philippine Sea, including the entire Reed Bank and part of the Malampaya gas field. -
Naval Craft, Weapon and Sensor Systems
++ I&S NAVAL CRAFT, WEAPON AND SENSOR SYSTEMS Fr. Lürssen Werft Abstract: The article provides an inside view on trends in technology of current and future naval construction programmes as seen by Lürssen, the German shipyard for naval vessels located in Bremen, Germany. The changing operational require- ments recognised in many western European and overseas navies focus on a surface combatant such as a corvette-sized ship with advanced capabilities to meet the spe- cific demands for littoral warfare operations. Based on these new requirements the article outlines technologies in current and future designs for Corvette- and Frigate- sized ships. It includes different types of platforms together with their specific benefits and capabilities for the intended employment in littoral warfare. In addi- tion, measures to reduce the ship’s signatures for enhanced survivability are broadly discussed. With respect to adequate sea-keeping, manoeuvrability, speed and en- durance (properties) in the littoral environment, the article also expands on the de- velopment and characteristics of new propulsion systems emphasising the overall need for a high degree of automation in all system components. The discussion on modern combat system technology once again underlines the need for a modular and flexible system design with open system architecture. The highest possible level of system automation reducing the number of personnel in the CIC and en- suring immediate reaction in a threat scenario is a further topic. Full integration of all sensors and weapons coupled with proven operational software is the essential technical requirement in this context. Finally, the article comments on some eco- nomical aspects of current building philosophies touching thereby on possibilities for crew reduction, costs reduction, potential capabilities for midlife refit, and growth potential. -

Worldwide Equipment Guide Chapter 1: Littoral This chapter focuses on vessels for use in littoral ("near the shore") operations. Littoral activities include the following: - "brown water" naval operations in coastal waters (out to as far as 200+ km from shore), - amphibious landing operations or port entry (opposed and unopposed), - coastal defense actions (including patrols, engaging enemy, and denying entry) - operations in inland waterways (rivers, lakes, etc), and - actions in large marshy or swampy areas. There is no set distance for “brown water.” Littoral range is highly dependent on specific geography at any point along a coast. Littoral operations can be highly risky. Forces moving in water are often challenged by nature and must move at a slow pace while exposed to enemy observation and fires. Thus littoral forces will employ equipment best suited for well-planned operations with speed, coordination, and combined arms support. Littoral forces will employ a mix of conventional forces, specialized (naval, air, and ground) forces and equipment, and civilian equipment which can be acquired or recruited for the effort. Each type of action may require a different mix of equipment to deal with challenges of terrain, vulnerability, and enemy capabilities. Coastal water operations can utilize naval vessels that can operate in blue water. Naval battle groups for deep water also operate in littoral waters. Submarines and anti-submarine warfare (ASW) systems conduct missions in littoral waters. But challenges of shallow waters and shoreline threats also require use of smaller fast-attack boats, patrol craft, cutters, etc. -
