EXEMPTION DATED MARCH 4, 2021 ALLOWING RESIDENTS OF NORMAN WELLS TO SELF-ISOLATE IN THEIR HOME COMMUNITIES - EXEMPTION TO THE PUBLIC HEALTH ORDER – COVID-19 TRAVEL RESTRICTIONS AND SELF- ISOLATION PROTOCOL - AS AMENDED DECEMBER 1, 2020

WHEREAS the Chief Public Health Officer issued an order dated December 1, 2020 entitled “COVID-19 Travel Restrictions and Self-Isolation Protocol - As Amended December 1, 2020” (the “December 1, 2020 order”);

AND WHEREAS the December 1, 2020 order requires Residents and New Residents entering the from across an inter-jurisdictional border, who are not subject to other exemptions, to self-isolate for 14 days immediately following entry into the Northwest Territories in one of , , Hay River or Fort Smith;

AND WHEREAS the Chief Public Health Officer has assessed the risk to the public health and now wishes to provide for an exemption to the December 1, 2020 order to allow Residents of Norman Wells to self-isolate for fourteen (14) days in their home community, subject to the requirements set out in this Exemption including the requirement to have an approved Self-Isolation Plan prior to travelling to Norman Wells;

AND WHEREAS paragraph 21 of the December 1, 2020 order allows the Chief Public Health Officer to exempt a person or class of persons from the application of the order.

The Chief Public Health Officer, in accordance with paragraph 21 of the December 1, 2020 order provides as follows:

NORMAN WELLS EXEMPTION

1. Residents and New Residents of Norman Wells entering the Northwest Territories from across an inter-jurisdictional border are exempt from the requirement under paragraph 2(a) of the December 1, 2020 order to self-isolate for fourteen (14) days immediately following entry into the Northwest Territories in one of Yellowknife, Inuvik, Hay River or Fort Smith, provided they:

(a) Self-isolate for fourteen days in Norman Wells, in accordance with the self-isolation requirements set out at Appendix A of the December 1, 2020 Order and their approved Self-Isolation Plan, immediately following entry into the Northwest Territories;

(b) Only travel to Norman Wells once their Self-Isolation Plan requesting to self-isolate in Norman Wells, submitted prior to or within 24 hours

(c) Comply with all other requirements of the December 1, 2020 order.

It is an offence pursuant to s.49 of the Public Health Act for a person to fail to comply with the Public Health Act, its regulations or an order made under it.

This Exemption is effective on March 4, 2021 at 5:00pm and remains in effect for the duration of the Public Health Emergency, unless otherwise rescinded.
