Proposed Tłı̨chǫ All-season Road Executive Summary March 2016 Proposed Tłı̨ chǫ All-season Road Project Description Report March 2016 Department of Transportation i Proposed Tłı̨chǫ All-season Road Executive Summary March 2016 EXECUTIVE SUMMARY This project description report (PDR) has been written to accompany the Type A Land Use Permit and Type B Water Licence applications to the Wekʼèezhìı Land and Water Board (WLWB) for development of the proposed T ł ı̨ c h ǫ All-season Road (TASR). These applications are being submitted by the Department of Transportation of the Government of the Northwest Territories (DOT – GNWT). The T ł ı̨ c h ǫ Government supports these applications. This project has been identified as a GNWT commitment under the Proposed Mandate of the Government of the Northwest Territories 2016-2019 (GNWT 2016). Over the years, DOT and T ł ı̨ c h ǫ Government have contemplated the possibility of improved transportation to the Wekʼèezhìı area. In 2011, both governments became reengaged under the T ł ı̨ c h ǫ Roads Steering Committee (TRSC) in order to assess the feasibility, desirability and implications of realigning the T ł ı̨ c h ǫ Winter Road System to provide improved community access. As of May 2013, the vision of the TRSC has been to pursue development of an all-season road. The route would end at the boundary of the community government of Whatì and predominantly follow ‘Old Airport Road,’ an existing overland alignment that was utilized up until the late 1980s as an overland winter road. The proposed TASR is defined as an all-season road approximately 94 km in length and 60 m in width with a cleared driving surface of approximately 8.5 m in width in order to accommodate a two lane gravel road with culverts and/or double lane bridges over water crossings as necessary. -

Public Update: March 23, 2020 Current Procedure
PUBLIC UPDATE: MARCH 23, 2020 Over the weekend, Town Administration, Staff, & Leadership have been involved in extensive communication and planning with our regional Government of the Northwest Territories personnel and administration. While we are responding to the evolving situation, our main focus has been on our procedure to how Inuvik will receive, monitor, house, & feed those returning to Inuvik from one of the smaller regional communities or those who do not have an adequate space at home to fulfill the requirements for the 14 days of required self-isolation. As you are now aware, the Chief Health Officer and the Government of the Northwest Territories now requires every person entering the Territory (including residents) to self-isolate for 14 days. Further to this, the GNWT requires those required to self-isolate to do so in one of the larger designated centres: Hay River, Yellowknife, Inuvik or Fort Smith. CURRENT PROCEDURE FOR THOSE ENTERING INUVIK BY ROAD OR BY AIR All persons returning to Inuvik from outside the Territory, by road or by air are now being screened at the point of entry. Whether you enter Inuvik via the Dempster Highway or the Inuvik Airport, you will be screened and directed in the following ways: 1. If you have not already, you are required to complete and submit a self-isolation plan to the GNWT. Link to Self-Isolation Plan Form Here. 2. In the past they were stewards of the land on which they lived, knowing that their health as people and a society was intricately tied to the health of the land. In response to the Berger enquiry of the mid 1970’s, the gov- ernment of Canada made a commitment to recognize this relationship by estab- lishing new programmes and institutions to give the Gwich’in people a role as stewards once again. One of the actions taken has been the creation of a formal land use planning process. Many people from all communities in the Gwich’in Settlement Area have worked diligently on land use planning in this formal process with the government since the 1980s. -

D. Mackenzie Valley Highway Extension D.1 Consultations An initial Stakeholder Workshop was held in Norman Wells on June 8, 1998. The workshop was attended by approximately 60 stakeholders and generated considerable discussion on the need-for, and benefits-of, an all-weather road. A meeting with the Sahtu Secretariat and the Sahtu Regional Land Corporation Presidents was held on November 12, 1998. The group reviewed the Terms of Reference for Environmental Scoping and Benefit Cost Studies. The Terms of Reference were also sent to other stakeholders invited to participate on the Advisory Committee. In December the Department established an Advisory Committee for this project consisting of 25 individuals representing a wide variety of interest groups and organizations. The Department has kept this committee informed of the status of projects, and held a meeting on March 17, 1999 in Norman Wells. A list of the committee members is provided below.
