As a defender of labour mobility and a fair Single Market, Latvia has been a keen supporter of the establishment of the European Labour Authority. The time has now come for Latvia’s official bid to host the European Labour Authority in Riga.

Since Latvia joined the 15 years ago, we have actively sought to strengthen the EU and enhance cooperation between the Member States. Indeed, throughout history Riga has been a vibrant hub on the Baltic Sea coast where people have come together to foster growth and skills.

Latvia offers the new agency the highest degree of support, possible synergies and a high level of expertise in various fields that it has gained through being the host country for various international structures, such as the Agency for Support for BEREC (Body of European Regulators for Electronic Communications) and the NATO Strategic Communications Centre of Excellence.

Given these factors, I believe that Riga would be an excellent home for the European Labour Authority and I invite you to highly consider Latvia’s bid in the upcoming vote on 13 .

Why the ELA should be located in Riga

Riga is the largest city in the Baltic States and currently hosts 36 foreign embassies as well as various international institutions, such as the NATO Strategic Communications Centre of Excellence. Riga is also an important regional business centre and home to 50% of all active Latvian enterprises. 18 of the 20 Latvian companies with the highest turnover are located in Riga. About 1/3 of Latvia’s population of 1.93 million lives in Riga, and almost 2/3 of the population know two or more foreign languages. Latvia also has a wide choice of cultural and recreational activities to offer as well as natural beauty to be enjoyed both in Riga and beyond. Why the ELA should be located in Riga

Latvia’s offer to host the European Labour Authority in Riga includes a full range of services and connectivity that are necessary for the establishment and operation of this new agency. This document contains a description of the conditions offered for each of the criteria set out in the agreed Procedure for the selection of the seat of the European Labour Authority:1

1 Geographical balance

According to the conclusions of the of 19/20 June 20082, new agencies should be located in the “new” Member States, while priority should be given to the Member States that do not yet host an agency. Latvia as a Member State that acceded to the European Union in 2004 fulfils the criterion of geographical balance.

In the 15 years of its membership in the European Union, Latvia has experienced various effects of labour mobility within the European Union from the perspective of both as a sending and as a receiving country. Being aware of the diverse perceptions of mobility brought about by factors such as inadequate or outdated information on living and working conditions in other Member States, insufficient administrative cooperation and gaps in the application of the , Latvia has supported the establishment of the European Labour Authority since its announcement.

Latvia’s offer includes the possibility of choosing the most suitable office premises for the European Labour Authority in great locations with the potential to modify their final design. There are several modern office buildings developed by private investors that are in the final stages of construction. There is also an option of a newly built state-owned building, but choosing a private investor’s project would ensure a sooner availability of office premises that is requested according to the agreed criteria.

After the assessment of a wide range of options, Latvia offers Business Garden Riga by Vastint as possible premises for the European Labour Authority. 3 Accessibility of the location

Other education opportunities and future developments

As regards future developments, the Action Plan of the current Government of Latvia includes a commitment to initiate the establishment of an Accredited European School in Riga. The establishment of the Accredited European School will form an important asset taking into account the existing demand, also from the staff of the BEREC Office and foreign embassies. Early estimations suggest that such a school could start functioning in Riga as early as 2021.
